1. Spec Section 010100-1.1B Mentions contractors to provide engineering services for this solicitation. Can the DOJ please clarify the extent of the engineering services required by the contractor?

Answer:

Elevator systems are a delegated design that require stamped engineer drawings be submitted as part of the product submittal and approved prior to start of construction. See Section 013000 Submittals 1.1 A & B

2. Spec section 010100-1.2A(b) States contractors are to pay for legally required sales, consumer, and state remodel taxes. Will this project not be tax exempt?

Answer: The successful contractor shall be responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons.

3. Specification makes no mention of asbestos or lead abatement on the project, can the DOJ confirm there are no areas of concern as it pertains to lead or asbestos.

Answer:

The building was constructed in 1988 and the government assumes the are no asbestos or lead paint materials present during the construction of the facilities. If the contractor suspects hazardous materials of these type, the contractor should test materials and notify the owner of a change in existing conditions.

4. 010100-1.4(c) Will barricades constructed of plywood be acceptable to the DOJ?

Answer:

Barricades will need to meet all code and project requirements. Barricade materials are a means and methods issues and within the contractor’s scope.

5. 016000-1.2B(d) Can the contractor assume that the storage space provided by the DOJ will be relatively close to the elevators being modernized? If not, can the DOJ convey where the storage spaces for the project will be?

Answer:

Yes, contractor materials will be stored in the central tool room located on the ground floor, ground floor landing, 3rd floor roof top, and 10th floor roof top. Location of storage could be discussed at a later time.

6. What software will be utilized on the project for submittal transfers? Will the Prime contractor be responsible for purchasing and maintaining?

Answer:

Contractor has the option of submitting document submittals in paper format of using an industry standard 3rd party submittal system. The government will not pay for the purchase or maintenance of that system.

7. 019000-1.1B(a) Do all machine room doors require replacement?

Contractor to assume all machine room doors, frames, and hardware to be in proper working order, but new door signage will be required.

8. 019000-1.1B(b) Please confirm that all machine rooms walls and ceilings are to be painted?

Contractor to meet all requirements as set forth in project specifications.

9. 009000-1.1B(d) Spec section refers to Sealing fireproofing to prevent flaking; but there are no drawings indicating the extent of the sealing. Can the DOJ please clarify the quantity of fireproofing that is to be sealed on the project?

Answer:

Any punctures in elevator shaft, mechanical rooms, and stairwells must be fireproofed to NFPA specifications.

10. 019000-1.1C(a) Please confirm that existing lighting circuitry exists in the pit and contractor is to simply replace/upgrade 1 for 1 to Guarded LED fixtures.

11. 019000-1.1C(b) Please confirm that existing power circuity exists in the pit and contractor is simply to replace/upgrade existing receptacles with GFCI receptacles?

12. 019000-1.1C(c) Please confirm that existing power circuitry exists in the machine room or control space and contractor is to simply replace/upgrade existing receptacles with GFCI receptacles.

13. 0190000-1.1C(e) Contractors require more information to accurately price the electrical scope of work for the project. Can contractors assume that the main power feeds to each elevator can be re-used and disconnects upgraded to meet necessary codes?

Contractor to meet all requirements as set forth in project specifications.

14. There is no spec section for Fire Alarm work, nor are there Fire Alarm drawings within the bid package. Are the contractors to assume that there is no fire alarm work to account for on this solicitation or will the DOJ be handling this work directly with a fire alarm contractor?

Answer:

Per section 2.7 Section N (d) “Connect fire alarm initiating devices, emergency two-way communication system, firefighters’ phone jack, card reader, intercom in each car controller in machine room.”

15. If the contractor is expected to perform Fire Alarm work, please provide contact information for the existing building Fire Alarm Vendor.

16. There is no spec section for Fire Protection work, nor are there Fire Protection drawings within the bid package. Are the contractors to assume that there is no sprinkler work to account for on this solicitation or will the DOJ be handling this work directly with a fire protection contractor?

2.1 Section C (d) NFPA 13, Installation of Sprinkler Systems.

17. If the contractor is expected to perform Fire Protection work, please provide contact information for the existing building Fire Protection Vendor.

18. There is no spec section for HVAC work, nor are there HVAC drawings within the bid package.

Are contractors to assume there is no HVAC work to account for on this solicitation and that all existing HVAC systems are sufficient to meet applicable codes?

All work to adhere by NFPA standards.

19. There is no spec section for Plumbing work, nor are there Plumbing drawings within the bid package. Are contractors to assume there is no plumbing work to account for on this solicitation?

No plumbing work required.

20. Can the DOJ please clarify the applicable ASME A17.1 code year for this project?

Should meet or exceed the latest version ASME A17.1

21. Are the elevators currently fed from a generator backed source and do they have the necessary ATS signals? Contractors will need more information from the DOJ to price the elevator power scope accurately and evenly with other contractors. It is unclear what the DOJ wants here and depending on what the DOJ wants here, it can be a large cost driver for contractors.

22. Should any work be figured on Overtime, or require contractors to work after normal working hours?

Answer:

No overtime work should be considered as part of the scope of this project. All work must be completed during regular business hours. Regular business hours will be discussed during pre-construction meeting.

23. Please indicate badging requirements, background checks, drug testing, etc. required for any personnel that may be working on this job. Will it be the responsibility of the contractor to pay for any of the potential associated fees?

Answer:

All contractors must clear a background investigation prior to start of project. Badging will be based on the amount of time a contractor will be on site, which can be discussed during pre-construction. BOP will pay for associated fees.

24. 142400 – 1.4B Spec section lists “approved contractors”. Can the DOJ confirm that this should read “approved manufacturers and suppliers”?

Answer:

Due to the nature of elevator systems an approved contractor certified installer of one of the manufacturer systems listed must be a part of this project.

25. Shall contractors comply with Buy American or Buy America clauses and select equipment that is non-proprietary and easily maintainable? MANY of the manufacturers listed within the spec do not comply with these requirements and we are used to seeing these requirements on federal projects.

Answer:

Yes, Buy American statute requires the use of domestic construction materials. According to FAR 25.201(a), only domestic construction materials should be used in construction contracts performed in the United States, unless an exception applies under FAR 25.202. Information on request for determinations of inapplicability can be found in the solicitation under 52.225-10 Notice of Buy American Requirement-Construction Materials (May 2014).

28. Please confirm if the elevator modernization is required to meet safety code ASME A17.1-2019 or ASME A17.1-2022. Does the current infrastructure (elevator, electrical equipment, and fire system) meet said safety code? If not, please provide specifications for electrical and fire system modifications required to meet code.

Answer:

Elevator modernization to meet AME A17.1-2022. The current fire detection meets that requirement, but as this is a design/build contract the contractor will ensure the infrastructure will meet the requirements as set forth in this specification.

29. Is the contractor required to have a temporary onsite office during construction?

Onsite office is not necessary.

30. Will the contactor/subcontractor employees be allowed to use facility restrooms, or will portable toilets be required?

Institution restrooms will be available to contractors.

31. Please provide the following pictures:

32. Our interpretation of the specification is that this isn’t a “design-build”, but a “remove and replace”. Please confirm the electrical and fire scopes are limited to disconnecting existing elevator equipment power/comm/fire connections and re-connecting the new elevator equipment (assuming the new equipment is installed in the same location) to the existing electrical/comm/fire systems and devices?

Answer:

Government sees this as a design/build project that the contractor is to meet all requirements as set forth in project specifications.

33. Could the government please provide the sign-in sheet?

The sign in sheet and meeting minutes will be posted at a later date, via amendment.

34. Could the government please provide the laydown area?

Contractor materials will be stored in the central tool room located on the ground floor, ground floor landing, 3rd floor roof top, and 10th floor roof top. Location of storage could be discussed at a later time.

35. Could the government please confirm if the contractor is required to tie into the existing fire alarm system? If so, could the government provide details of the existing fire alarm system?

Answer:

Contractor will be required to tie into the existing fire alarm system. Edwards EST4 is the existing fire alarm system.

36. According to the site visit, two elevators are out of service. Can these two elevators be replaced at the same time? Please advise.

Answer:

Elevators are expected to be operational before the start of project, only one elevator may be worked on at a time.

Answer:

38. The drawings were provided with the solicitation do not show the 4th elevator. Please provide as-built drawings for each floor showing all elevator shafts, machine room(s). Also, section drawings showing the height of each story.

39. Has there been an environmental survey done on hazardous materials.

The building was constructed in 1988 and the government assumes the are no asbestos or lead paint materials present during the construction of the facilities. 40. Please identify where the laydown area will be located

41. What will the working hours be?

During regular business hours, Monday – Friday excluding federal holidays. Anticipated work day is to 8 hours from check in to check out

42. How many escorts will be provided during construction?

1-2 depending on institutional needs.

43. Please clarify if there are any fire alarm Scope of Work for this project
