(A) Any further available information about mitigation actions undertaken or recommended.
(B) In addition, the Contractor shall describe the efforts it undertook to prevent submission or use of the covered article or the product or service produced or provided by a source subject to an applicable FASCSA order, and any additional efforts that will be incorporated to prevent future submission or use of the covered article or the product or service produced or provided by a source that is subject to an applicable FASCSA order.
(d) Removal. For Federal Supply Schedules, Governmentwide acquisition contracts, multi-agency contracts or any other procurement instrument intended for use by multiple agencies, upon notification from the Contracting Officer, during the performance of the contract, the Contractor shall promptly make any necessary changes or modifications to remove any product or service produced or provided by a source that is subject to an applicable FASCSA order.
(e) Subcontracts.
(1) The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (c)(1) of this clause, in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products and commercial services.
(2) The Government may identify in the solicitation additional FASCSA orders that are not in SAM, which are effective and apply to the contract and any subcontracts and other contractual instruments under the contract. The Contractor or higher-tier subcontractor shall notify their subcontractors, and suppliers under other contractual instruments, that the FASCSA orders in the solicitation that are not in SAM apply to the contract and all subcontracts.

52.211-10 Commencement, Prosecution, and Completion of Work (Apr 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days [Contracting Officer insert number] calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 143 calendar days after receipt of the notice to proceed.* The time stated for completion shall include final cleanup of the premises.
* The Contracting Officer shall specify either a number of days after the date the contractor receives the notice to proceed, or a calendar date.

52.236-13 Accident Prevention (Nov 1991)
(a) The Contractor shall provide and maintain work environments and procedures which will--
(1) Safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to Contractor operations and activities;
(2) Avoid interruptions of Government operations and delays in project completion dates; and
(3) Control costs in the performance of this contract.
(b) For these purposes on contracts for construction or dismantling, demolition, or removal of improvements, the Contractor shall--
(1) Provide appropriate safety barricades, signs, and signal lights;
(2) Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910; and
(3) Ensure that any additional measures the Contracting Officer determines to be reasonably necessary for the purposes are taken.

Change:
1. Completion time – 112 days. Due to the sequence of completing each stairwell individually in sequence; the POC would be too tight, when taking into consideration the lead-time for deliveries and fabrication.
CHANGE: There has been an update to the period of performance and the time to complete the project has been extended to 143 calendar days. Please see change in the solicitation.
2. Secure Area for tools and Equipment. – Because of the requirement to remove all tools and equipment from the work area daily, it is requested to have a location designated on the facility grounds for the contractor to store and secure materials, tools and equipment.
CLARIFICATION: The designated area is identified in Detail 1/A-1, near the Staff Training Facility and designated Contractor parking.
3. Disturbance: Will there be any restrictions to noise levels during prescribed working hours, i.e., demo saws, breaking hammers, compressors, etc.?
CLARIFICATION: Section 011000 Paragraph 1.7.G requires two days advance notice, and Owner’s written permission for disruptive operations. It is understood that the work of this Contract will generate noise, but the Government may temporarily impose noise restrictions if necessary for security purposes.
4. Will scaffolding be allowed to remain during the process of work?
CLARIFICATION: Section 015000 Paragraph 3.5.D requires a safety barricade around the stair being worked on. Scaffolding may remain in place within the safety barricade.
5. Demolished materials: Will the owner have a receptacle available for the disposal of the demolished concrete and steel in addition to dumpster for casual trash?

CLARIFICATION: Per Section 017419 Article 3.3, the Government will provide a dumpster for non-flammable construction waste. The Contractor is responsible to provide receptacle(s) for flammable waste, which must be removed from the site daily.
6. Award Date: Depending on the notice to proceed, the weather may not allow for the application of certain specified materials. Will there be consideration for the adjustment in the completion date, as the two stairs are to be completed separately.
CLARIFICATION: The Contractor's Construction Schedule shall be developed to show completion with the Performance Period, allowing for weather days consistent with historical records for the locality. If adverse weather days exceed the norm, the Performance Period will be extended accordingly.
7. Can CPARS in lieu of PPQs be submitted?
CLARIFICATION: Yes, your CPARS entries can be submitted and used in lieu of.
8. According to SECTION 013200 1.7 GANTT-CHART SCHEDULE REQUIREMENTS, there is no schedule software or program required. Please confirm it is Contractor’s choice of software or program to create the Gantt-Chart Schedule per 1.7 A. and B.
CLARIFICATION: The Contractor may choose any software meeting the requirements of Section 013200 Paragraph 1.6.A to generate a project schedule meeting the requirements of Articles 1.6 and 1.7 of that Section.
9. Will Contractors be permitted to stage its tools/materials in a trailer outside the main entrance or the contractor entrance depicted on A-1 Site Plan for the project duration?
CLARIFICATION: The Contractor Staging Area is marked in red in Detail 1 on Sheet A-1. Section 015000 Article 2.1 indicates that the Contractor may place a field office and/or storage containers in this area, but there are no utilities available to support these facilities.
10. Is there a specified format for the daily tool inventory?
CLARIFICATION: Not less than fourteen (14) calendar days prior to commencement of field work, the Contractor shall submit a complete list of tools to be brought into the project site. The list will be reviewed for

The Government will compile a list of the approved tools onto a form that will be used for the daily inventory process described in Section 011000 Paragraph D. The Contractor will be informed of any requested tools that will be denied access no later than seven (7) days after receipt of the request, and the Contractor will need to propose a different tool.
11. Per Sheet A-3, the Contractor is to replace the existing soffit mounted light fixtures and install new wall-mounted light fixtures. Please confirm the Contractor’s use of the existing feed and conduit
CLARIFICATION: As stated in General Note 1 on Sheet A-3, the existing electrical feed and conduit are to be used for the new light fixture.
12. Will the Contractor be authorized to use designated restrooms on site?
If not, where will rented, temporary facilities be approved on the Site Plan?
CLARIFICATION: Per Section 015000 Paragraph 3.3.C, the Government will allow Contractor personnel access to existing toilet facilities.
