Continuation of Standard Form 1449 Overview
15BFA04Q00000102 Page 15 of 86
Services are required to be provided in accordance with the Performance Work Statement included in this solicitation.
Section 2.1 - Pricing Methodology
Quoters are required to submit, as part of their quote, a completed copy of Section 2, "Commodity or Services Schedule." The quantity of services to be provided by the Contractor is estimated. These estimates are not a representation to a quoter or contractor that the estimated quantities will be required or ordered, or that conditions affecting requirements will remain stable or normal. Quotes shall be inclusive of all hospital/physician costs, pre/post-op appointments, and any necessary medical equipment/devices prescribed by the contractor such as, but not limited to, dilators and compression garments.
For award purposes, the Government will evaluate quotes based on the total price of all CLIN s.
2.2 Performance Work Statement
I. Background
The Federal Bureau of Prisons (FBOP) was established in 1930 to provide more progressive and humane care for Federal adults in custody (AICs), to professionalize the prison service, and to ensure consistent and centralized administration. Today, the FBOP is responsible for the custody and care of approximately 158,501 Federal AICs. The Federal prison system is a nationwide system of prisons and detention facilities for the incarceration of AI Cs who have been sentenced to imprisonment for Federal crimes and the detention of individuals awaiting trial in Federal court. It is the mission of the Federal Bureau of Prisons to protect society by confining AICs in the controlled environments of prisons and community-based facilities that are safe, humane, cost efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens.
As an agency under the Executive Branch of the United States Government, the FBOP receives an annual appropriation of funds to accomplish its assigned mission. The public trust demands that this annual appropriation be prudently managed. Thus, dollars spent to maintain the health of the AIC population, to include Gender Reassignment Surgery (GRS), Male-to-Female, and Female-to Male, must reflect the agency's best efforts to obtain cost-effective health care consistent with community standards.
In meeting the health care needs of a growingly diverse AIC population, the FBOP provides essential medical, dental, and mental health services to Federal AICs with FBOP resources. To encompass both the medical and mental health needs, the FBOP, when defined standards are met by the AIC, will provide GRS. GRS will not only provide the physical needs for the AIC but will include the mental health needs as well throughout the outlined procedure. When an AIC meets the required threshold of being approved for GRS, and those services cannot be provided within prison walls by FBOP resources, referrals are then made to community-based providers. It is the goal of this solicitation to establish a contractual agreement that will provide necessary professional and facility services for both inpatient admissions and outpatient encounters for GRS for AICs incarcerated at the Federal Medical Center (FMC), Carswell, and at the Federal Medical
15BFA024Q00000102 Page 16 of 86
Center (FMC), Fort Worth, both located in Fort Worth, Texas, who have been approved for GRS.
The FBOP intends to make a single award to a responsible entity for the provision of Gender Reassignment Surgery services for the Federal Medical Center, Carswell, located in Fort Worth, Texas, and Federal Medical Center, located in Fort Worth, Texas. The specific services will include GRS (male-to-female/female-to-male) top and bottom surgical procedures as thoroughly detailed in the outputs below. The FBOP anticipates male-to-female may include breast augmentation with implants and vaginoplasty or a combination of these surgeries. The FBOP anticipates female-to-male may include breast reconstruction/mastectomy, hysterectomy, metoidioplasty/phalloplasty or a combination of these surgeries. Ancillary services may include laser hair removal at appropriate timed intervals or electrolysis hair removal.
In evaluating offers, Community Based providers shall be located within a 75-mile radius of both FMC Carswell and FMC Fort Worth.
II. Statement of Output
Within this Performance Work Statement (PWS), necessary services are described in terms of output rather than specific task assignments. The FBOP anticipates a single award to the quoter who can provide the best value, considering the diversity of available services and price, among other criteria specified in the solicitation. Therefore, the Government may award any or all line items, may withhold award of any or all line items, or may award to a quoter who proposes less than the full complement of services contained in this solicitation. Quoters are encouraged to submit comprehensive quotes committing to provide all outputs listed in the solicitation. Quoters who propose fewer comprehensive approaches will be evaluated accordingly.
