Statement of Work Landfill Services

Federal Correctional Complex (FCC)

Beaumont, Texas

SUMMARY

The Federal Correctional Complex, Beaumont, Texas, located at 5430 Knauth Road, Beaumont, Texas, intends to make a single award for landfill services for the Federal Correctional Complex Beaumont, Texas.

SUBJECT

The contractor shall be the recipient of compacted and non-compacted solid waste from FCC Beaumont.

PLACE OF PERFORMANCE

The contractor’s place of performance will be a Type I Disposal Facility approved by the Texas Department of Health, in accordance with all Federal, State, and Local codes and laws, and must meet all EPA requirements and standards. The transfer site will be within a 60 (30 miles one-way) mile round trip radius of the institution, which is located at 5430 Knauth Road, Beaumont, Texas 77705.

DESCRIPTION OF WORK

FCC Beaumont will transport compacted and non-compacted trash, garbage and debris to contractor’s facility. The contractor shall then be responsible and become the sole owner of all trash, garbage, and debris from the Government owned containers once unloading at the transfer site is complete. It will then be the responsibility of the contractor to dispose of the material in a lawful and proper manner. The estimated cubic yardage that will be delivered to the contractor from the Government is 900 cubic yards per month of compacted waste and 40 cubic yards of non-compacted waste per month with total estimated cubic yardage for the year being 10,800 cubic yards of compacted waste and 480 cubic yards of non-compacted waste. This is an estimate only. The Government does not guarantee these estimates.

PERIOD OF CONTRACT

This contract will be for a Base Year with four (4) option year periods.

Base Year January 1, 2024 to December 31, 2024 Option Year 1 - January 1, 2025 to December 31, 2025 Option Year 2 - January 1, 2026 to December 31, 2026 Option Year 3 - January 1, 2027 to December 31, 2027 Option Year 4 - January 1, 2028 to December 31, 2028

SCHEDULE

The contractor shall receive waste Monday thru Friday, 8:00 am to 4:00 pm, excluding State and Federal holidays.

PROGRAM MANAGEMENT

The Contracting Officer’s Technical Representative and Contract Monitor will provide direction to the contractor which clarifies the scope of work as well as inspection and acceptance of services.

INMATE MANAGEMENT

The contractor will not be responsible for the management of any inmates.
