FCI ENGLEWOOD – WATER SERVICE IMPROVEMENT PROJECT
PROJECT 24Z4AS8 - QUESTIONS & ANSWERS

From Sun Construction:
1. Shall the Government or the GC apply for and obtain permits for construction?
CLARIFICATION: See page 01 41 00 – 2 of Specifications
2. Do you anticipate weekly OAC or progress meetings to be held on site or held virtually?
CLARIFICATION: Project Progress Meetings typically held on a monthly basis, Section 013119, page 2, item 1.3.
3. Are there liquidated damages associated with the contract & project schedule? If so, what is the value?
CLARIFICATION: See page 21 of the Solicitation, Clause 52.211-12
4. Both the solicitation document and the instructions document refer to deadline times as “Local Time.” Page 1 of the solicitation has the word “Eastern” typed below the bid deadline time. However, it is assumed the intent for time deadlines is the Central Time Zone. Please confirm.
CLARIFICATION: Local time is for FCI Englewood is MST. However, the bid opening will be EST.
5. Regarding the start schedule, the Government requires GC pricing to be good for 90 days, there are up to 45 days to be set aside for security training and badging. Given these amounts, what is the Government’s expected date for physical work to begin on-site?
CLARIFICATION: Physical Work will begin once the Notice to Proceed is issued.
6. Language in the bid documents indicates the bid proposal is to be both hand-delivered, and elsewhere, to be submitted electronically. However, it is assumed the intent is for the bid proposal to be submitted electronically.
Please confirm.
CLARIFICATION: Page 4 Instruction to Bidders. V. ELECTRONIC BID SUBMISSION & BID OPENING. However, the original SF-24 Bid Bond, must be received prior to the bid opening time and date.
7. Shall the Government or the GC carry the cost of 3rd party inspections?
CLARIFICATION: Contractor shall pay for all required special inspections per Section 014529.
8. Are there BIM modeling requirements for this project?
CLARIFICATION: The Documents were completed in CAD. Contractor shall provide As-Built plans per Section 017000.
9. Will any after-hours work be required? If so, please define.
CLARIFICATION: Work hours are defined in Section 011100, after-hours work not anticipated.
10. Please define parking availability/area.
CLARIFICATION: Contractor will coordinate with the local facility per the Documents. See Section 011100- 2, 1.3, Contractor Use of Premises.
11. Will the Government provide temporary power for use by the GC?
CLARIFICATION: See page 15, Clause 52.236-14 of the Solicitation
12. Please define the Government’s expectations regarding silica control and silica safety.
CLARIFICATION: Contractor shall provide as required in Section 013529.
13. Is there a geotechnical report available?
CLARIFICATION: A soils report was not prepared for this project.
14. Are there any known hazardous materials within the soil of the work area?
CLARIFICATION: No hazardous materials are anticipated or have been identified for this project.
15. Who is responsible for tests and testing?
CLARIFICATION: Contractor is responsible for all inspections per the Documents.
16. Please define any expectations regarding types of testing requirements.
CLARIFICATION: Refer to Section 013529 for testing requirements.
17. Please define dewatering requirements and/or methods if ground water is encountered.
CLARIFICATION: A geotechnical report was not conducted for this project. When groundwater is encountered, Contractor shall develop and provide water control provisions as required.
18. When excavating the pipeline run, what is to be done if/when boulders of 2’ to 3’ or larger in diameter are encountered?
CLARIFICATION: Unforeseen soil conditions are not anticipated. Refer to unforeseen site conditions in Section 012600 Contract Modification Procedures.
19. Can material screened to 3” minus be used as backfill?
CLARIFICATION: Provide pipe bedding and backfill material in accordance with the Documents on Sheet
PU-9.
20. Are tap fees to be paid by the Government or the GC?
CLARIFICATION: All Tap and Permit fees are to be paid by the General Contractor per Section 014100.
21. Specification for poured concrete sidewalk patches not found. Please provide.
CLARIFICATION: Contractor to match existing concrete paving section. Work to be in accordance with the requirements of the local jurisdiction.
22. Specification for asphalt and base for road areas to be patched not found. Please provide.
CLARIFICATION: Contractor to match existing asphalt paving and compacted base material for paving to be patched. Work to be in accordance with the requirements of the local jurisdiction.
23. Per Sheet PV-19, Drawing W-25, a heated enclosure for a backflow preventer is to be installed. Electrical outlets are mentioned in the notes. Please provide additional information and details such as location of outlets, type of heat, power requirements of heater, layouts, size of enclosure, etc.
CLARIFICATION: Refer to Sheet PU-9 for backflow preventer detail and Denver Water Engineering Standards 16th Edition for standard size of enclosure, heater requirements, and electrical service.
24. Can unsuitable excavation material be stockpiled on site or should we expect to export off site?
CLARIFICATION: Contractor shall remove and dispose of all unsuitable and waste materials off-site per Section 017400 – Cleaning and Waste Management.
25. Please define the requirements for construction employees to be badged on this project. There were discussions at the job walk about potential adjustments to security requirements for construction personnel on site.
CLARIFICATION: Contractor employees working at a FBOP facility will be subject to a background investigation after award of the contract. Contractor employees must complete the applicable forms provided by the FBOP. Following the investigation, the FBOP will provide the Contractor with a list of employees approved to work at the institution. If a contractor’s employee is not approved, only that fact will be communicated to the Contractor. No additional justification will be released, in compliance with Privacy Act requirements.
26. Please define the specific training required for construction employees that will be assigned/badged on this project?
The project solicitation included the following trainings: Under Privacy Training, Safeguarding, and Remediations CLARIFICATION: Contractor employees working on the FBOP site shall be required to undergo a general institution orientation on responsibilities, procedures and laws governing conduct when working at an FBOP institution.
From McKenzie Construction:
27. Do the Superintendent, SSHO and QC Manager need to be three (3) separate individuals?
CLARIFICATION: Ideally these roles shall be covered by three (3) separate individuals to avoid potential conflicts of interest, but the General Contractor is free to propose whomever for these roles.
28. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
CLARIFICATION: A geotechnical report was not conducted for this project. Unforeseen soil conditions are not anticipated. Reference Section 012600 Contract Modification Procedures for unforeseen site conditions.
29. Please provide the site visit attendee sign in sheet.
CLARIFICATION: Uploaded to SAM.gov via Amendment 0001
30. Please provide job site photos.

31. Please confirm the exact location and size available for laydown area due to the equipment needed for the scope of work.
CLARIFICATION: Staging areas are denoted on drawing sheets PV-5 and PV-6. See Section 011100-2, 1.3, Contractor Use of Premises.
32. Please confirm if compound meters need to communicate back to a building management system. If yes, please provide contact information for the system.
CLARIFICATION: Meters are provided by Denver Water and do not connect to FBOP local buildings per Documents.
33. Please confirm if work spoils can be hauled away or need to be re-used by the Federal Bureau of Prisons.
CLARIFICATION: Refer to Drawings for requirements for temporary on-site stockpiling. Contractor shall coordinate with the local facility. Contractor is responsible for disposal of all excess materials per the Documents.
34. During the walk through there was a notable presence of wildlife, particularly prairie dogs; what is the recommendation to not disturb habitats?
CLARIFICATION: FCI Englewood has a Prairie Dog Management Plan and will be responsible for addressing the presence of prairie dogs within the construction area. Contractor shall coordinate/notify the COR with any issues of this nature.
From American West Construction:
35. The current SF 1442 supplied with the proposal documents inly includes 1 Clin or Item number, but the plans reference a base bid and 3 bid options. Is the intent to include all option under this 1 item.
CLARIFICATION: There are no bid options for the project. See attachment Drawings to replace the previous drawings.
36. Is there a staging site that has been dedicated for this project, we will need a lay down yard, and I'm assuming we will need to shuttle materials in and out away from the main fence, since at the pre-bid it was indicated that no materials could be stockpiled near the fence.
CLARIFICATION: Staging areas are denoted on drawing sheets PV-5 and PV-6. See Section 011100-2, 1.3, Contractor Use of Premises.
37. Are there any geotechnical reports for the site. This info is needed to provide proper assumptions for the borings crossing in options 2 and 3 and to confirm the groundwater levels and type of material that we will be excavating and shoring during main line installation.
CLARIFICATION: There are no contract options for this project. See attachment Drawings to replace the previous drawings. A geotechnical report was not conducted for this project. When groundwater is encountered, Contractor shall develop and provide water control provisions as required.
38. Can the super intendent be the site safety officer.
CLARIFICATION: Ideally these roles shall be covered by two (2) separate individuals to avoid potential conflicts of interest, but the General Contractor is free to propose whomever for these roles.
39. For the temporary Berms that are noted for the project’s erosion control, will the onsite materials striped for the top of the excavation be allowed to be utilized, if not is there a source on site for the berms.
CLARIFICATION: Refer to PV-5 for construction of temporary berms.
40. Is there a location on the facility that we can dispose of spoils from the pipe excavation?
CLARIFICATION: Contractor shall remove and dispose of all unsuitable and waste materials off-site per Section 017400 – Cleaning and Waste Management.
41. Does the contractors equipment need to be moved to the staging area at the end of the day or will it be allowed to remain near the current work areas.
CLARIFICATION: FCI Englewood requires that Contractor’s equipment be moved to the designated laydown area and secured at the end of each workday.
42. During our site walk there are a number of prairie dogs burrows around the area we will be excavating, especially near Quincy. Is there a requirement move the prairie dogs. We typically end up needing to have them moved and remediate for their return during construction.

44. During the site walk the water line was seen to go between two existing light poles. Can this areas waterline be re-routed?
CLARIFICATION: Water line routing has been approved by the FBOP, Denver Water, and Lakehurst Water District. No routing alterations are anticipated at this time.
45. No explosives are allowed on site. CAD welding contains black powder. Would this scope be exempt from the “no explosives” requirement?
CLARIFICATION: FCI Englewood will permit the process of Cadweld/Exothermic Welding as necessary to perform the construction activities. The Contractor shall notify the COR when this activity will occur, and Cadweld/Exothermic Welding materials shall be stored off-site when not in use.
46. Please confirm sterilization and flushing of mains shall be inspected and certified by the local health department or can this be done by a third-party inspector?
CLARIFICATION: The Contractor will coordinate with Denver Water and Lakehurst as a requirement of the permitting process.
