SUBMITTED BY P&J MECHANICAL CONTRACTORS:
1. During the onsite meeting, a point of a Safety Person onsite during the project was mentioned: Will a designated Safety person from the awarded contractor need to be onsite for the + or - 250-day duration of the project? Or would this person be provided by the others?
Clarification: A designated safety representative is not required to be on-site for the entire duration of the project. However, the contractor must comply with the requirements outlined in FAR 52.236-6, Superintendence by the Contractor (Apr 1984) and FAR 52.236-13, Accident Prevention – Alternate I (Nov 1991), as referenced on page 16 of the solicitation document.
2. Please extend questions deadline to at least one week after initial questions have been submitted.
Clarification: The deadline for questions will not be extended. All requested documentation will be posted as an attachment to the solicitation on the System for Award Management website, SAM.gov.
3. Please provide Mechanical As-Built drawings for the project showing equipment schedules and locations of mechanical equipment that should have been submitted upon completion of original project.
Clarification: Available drawings will be posted to the solicitation on SAM.gov.
4. Please provide Andover Controls As-Built drawings and peripheral equipment Data Sheets that should have been submitted upon completion of original project.
Clarification: Peripheral Equipment will be posted to the solicitation on SAM.gov.
5. To confirm: All existing Air Handling Unit valves, valve actuators, and damper actuators will remain? Pre-existing conditions of bad valves and/or actuators would be noted during new controls commissioning and submitted as need of repair?
Clarification: Correct
6. Will there be an Independent or Government provided Commissioning Agent that will oversee the project?
Clarification: Please refer to BOP 2852.201-71 Contracting Officer's Representative (COR) (June 2012) on page 27 of the solicitation document and FAO-0010 Assignment of Contract Administration Office and Functions on page
9. The contractor is responsible for meeting all technical requirements, design specifications, and applicable industry standards.
7. Who is providing the Virtual Machine Environment for the BAS Server? Is this provided by the customer or by the Contractor?
Clarification: Customer Provided/Managed VM, “A Virtual Machine (VM) instance will run the server backend and host the internal web interface.” Pending the agency FITARA approval requirements.
8. Could the pictures taken during the walk-thru be provided via share?
Clarification: Pictures will be posted to the solicitation on SAM.gov.
9. Could all the control panels have pictures taken and be provided via share?
Clarification: Available pictures will be posted to SAM.gov for review. Other controls panels are duplicates of what was taken during the site visit. Vendors were asked multiple times if they required additional pictures all responded no.
10. Could an outline of all of the mechanical equipment and controls equipment be provided if Andover Controls As-Builts are not available?
Clarification: Equipment list will be posted on SAM.gov.
11. How many electrical panels are being monitored?
Clarification: None
12. Could a report of the existing Andover system be created and provided?
Clarification: Any Available information will be posted to SAM.gov.
13. Is there a fiber network layout for the existing Andover System?
Clarification: Available drawings will be posted on SAM.gov
14. Should the new BAS control system be open architecture or proprietary?
Clarification: Statement of Work, Section II, Part D: Supports industry-standard communication protocols such as BACnet, Modbus, and LonWorks for seamless integration with existing and future BAS components. Pending the agency FITARA approval requirements.
15. Could we get screenshots of all the existing Andover Controls graphics?
Clarification: Screen Captures will be posted on SAM.gov.

19. What requirements/certifications do the appointed Safety Manager described at the pre-bid conference need to be fit for the role? Also, are they allowed to complete actual physical installation work or only allowed to supervise?
Clarification: Statement of Work, Section II, Part C: All contractors and employees shall have and wear the required personal protective equipment (PPE) always prescribed by industry standards while on the job site. It is the responsibility of the contractor to provide all PPE equipment. If ladders are required, all ladders regardless of the size shall be stored, and secured to a stationary fixture with a chain and lock in a predetermined area, in a way that they cannot be removed. If ladders are required, immediately consult with the COR to ensure the COR can make timely notification to appropriate institution staff. All extension cords regardless of length shall be in good condition with no broken outer insulation and will be secured in a locked construction gang box. Should a system require Lock-out/Tag-out, the system will be required to have both Contractor and USP Canaan locks on the isolation point to prevent shock. All Lock-out/Tag-out procedures will be in compliance with the institution Lock-out program.
Clarification: The Safety Manger is not allowed to complete actual physical installation work and only allowed to supervise is to ensure the above statement is followed.
20. Are we to reuse all input devices or will these need to be replaced?
Clarification: Statement of Work, Section C, Scope of Work: The contractor shall determine the existing wiring can be utilized. The contractor shall also inspect all splices and junctions in the existing system. The contractor should estimate ten percent (10%) for faulty wire and conduit in existing BAS, if faulty the contractor will replace. If splices, junctions, wiring, and conduit are deemed acceptable the contractor can utilize existing. All work shall be in accordance with applicable Federal, State and Local codes. All seismic zone requirements, environmental compliance, Life Safety, NFPA, ADA-
ABA, and Federal, State and Local codes and regulations will be considered during all phases of this project. Services and materials provided by the contractor will adhere to and shall be consistent with the most current industry standards, the Underwriters Laboratories (UL) and the General and the National Electric Code (NEC).
Statement of Work, Section D, Specific Requirements: The contractor shall be responsible for this project installation per current industry standards.
21. Are we to reuse all output devices or will these need to be replaced?
Clarification: Statement of Work, Section C, Scope of Work: The contractor shall determine the existing wiring can be utilized. The contractor shall also inspect all splices and junctions in the existing system. The contractor should estimate ten percent (10%) for faulty wire and conduit in existing BAS, if faulty the contractor will replace. 23. "This is a 100 percent small business set-aside. You must be registered in www.sam.gov as a small business for the applicable NAICS code." Please confirm whether only small businesses can submit a bid for this project.
Clarification: Please refer to FAR 52.219-6, Notice of Total Small Business
Set-Aside, as referenced on page 13 of the solicitation document.
This project is a total small business set-aside under NAICS code 238220, with a small business size standard of $19,000,000. Offers from contractors who do not meet this size standard will be considered nonresponsive. Additionally, see FAR 52.204-8, Annual Representations and Certifications, found in full text on page 48 of the document.
24. If the installation work were subcontracted, can the vendor certify the work provided by the subcontractor?
Clarification: Acceptable, Statement of Work, Section D, Specific
Requirements: The contractor shall provide an Installation Certification of the completed and tested systems that contains an affidavit signed by the contractor and manufacturer’s representative, notarized, certifying that the complete systems meet the contract requirements and is fully operational per the manufacturer's recommendations.

31. Is this contract supplying new computer equipment for the system front end?
Clarification: No, Statement of Work, Section D, the front end should be a web page hosted on the VM. All system components will connect to the LAN and the locally hosted webpage accessed via existing workstations. Connect all new equipment, to include Schneider Electric Automation Servers (AS-P) or equivalent to a Local Area Network (LAN). A Virtual Machine (VM) instance will run the server backend and host the internal web interface. HVAC Technicians and Powerhouse Foremen should be able to access the application via a locally hosted website with graphics for a user-friendly interface. Pending the agency FITARA approval requirements.
32. How many workstations must be provided under this contract?
Clarification: None, see above question 31
33. Some of the existing primary control devices were observed to be non-functional. (Damper operators were removed from the damper shaft)
