FCC FLORENCE – REPLACE COMPLEX ROOFS

PROJECT 23Z4AM6 - QUESTIONS & ANSWERS

SOLICITATION 15BFA024B00000004

1. Is Sika Sarnafil (PVC) an acceptable roofing system manufacturer if they can meet all the warranty requirements?

CLARIFICATION: See specification 07 5400-3 2.01 5 Approved Equal. and 2.02 A. Thermoplastic Membrane Roofing: One ply membrane, fully adhered or “Hook and Loop” system, over insulation for roof replacement.

2. Coping metal – as long as the warranty requirements are achieved, is it acceptable for the coping cap that is integrated as part of a standing seam metal roof adjoining to the reroofing scope be left in place in order to avoid compromise to the standing seam roofing system?

CLARIFICATION: It is the contractor’s responsibility to ensure the final product and installation is watertight and meets all specification requirements in the scope of work. The contractor shall work with the roofing system manufacturer to determine terminations and transitions.

3. Where coping metal is to be removed, can 2-part compression edge metal be installed if it meets the warranty and performance requirements?

CLARIFICATION: It is the contractor’s responsibility to ensure the final product and installation is watertight and meets all specification requirements in the scope of work. The contractor shall work with the

4. The existing lightning protection system is disconnected in some areas and will need to be removed and replaced in order to perform the reroofing. For bidding purposes, can we assume the lightning protection system will not need to be certified after re-certification?

CLARIFICATION: The contractor shall ensure the lightning protection system is reconnected and is in good working condition. The lightning protection system does NOT have to be certified after installation of the new roofing system.

5. Per the site walk it was stated the existing concrete walkway pavers will need to be palletized and saved onsite, please confirm.

CLARIFICATION: The contractor shall place the walkway pavers and stone ballast, river rock, in a location on site designated by the COR. The COR will designate a place near each of the institutions.

6. Please confirm the earliest time we can enter the work areas is 7:30am and need to be lining up at the exit point at 3pm and every item of equipment, material, tool, warning line, porta-potty, etc. must be brought in and out each day.

CLARIFICATION: See section 01 11 00-2 1.02 Contractor use of premises.

7. Please confirm it is anticipated that the maximum hours to be assumed workable per day at ADX is 5 hours.

CLARIFICATION: See section 01 11 00-2 1.02 Contractor use of premises.

8. Please confirm the contractor will Not be allowed to recoup any costs incurred for emergency operations that stop work, impact production, etc. (e.g., workers locked inside fence or sent home early). The only remedy will be added schedule to the end of the project no cost reimbursement.

CLARIFICATION: See Solicitation, Standard Form 1442, Page 7, FAO-0006, Contractor Use of Premises.

9. Please confirm if workers need to be US Citizens or just eVerify?

CLARIFICATION: See Solicitation, Standard Form 1442, Page 29, DOJ-03 Personnel Security Requirements for Contractor Employees (Nov 2021).

10. Please confirm if workers can enter through the back gate with the tools/equipment each day or if they will need to enter through the interior access and go through the metal detector daily?

CLARIFICATION: See section 01 1100-2 1.02 Contractor use of premises.

11. There is significant razor wire and fencing over a section of the FCI. Is it possible to allow for the razor wire to be removed and replaced several days later since it is not possible to remove, reroof, and replace the razor wire in the same day.

CLARIFICATION: The Razor wire can be removed and then replaced once the roof in that area is complete.

The contractor shall make every effort to keep this time as short as possible and ensure that the fence remains secure.

12. It was stated on the site visit that conduits/wires have been installed against the underside of some of the metal decking areas. This is not to code and susceptible to puncture/damage from roofing screws. If during construction, there is any damage to these wires will it be the responsibility of the contractor to pay for these repairs?

CLARIFICATION: The contractor shall make a good faith effort to verify conduit locations to ensure minimal damage occurs during installation of the new roofing system. If there is damage due to unforeseen items, the FBOP will perform the repairs.

13. What is the minimum slope requirement for tapered insulation or is it up to the manufacturer?

CLARIFICATION: The roofing system manufacturer shall determine the minimum slope required.

14. In numerous areas the existing EPDM that will be removed runs directly under standing seam roofing without transition. Will the new roofing system need to also run under the standing seam roofing?

CLARIFICATION: It is the contractor’s responsibility to ensure the final product and installation is watertight and meets all specification requirements in the scope of work. The contractor shall work with the

15. Based on the duration of this project and the potential for increases to labor and material pricing that is not able to be accurately anticipated in our proposal, is it possible for the contractor to recoup price escalations in the market for materials and on the wage order for labor?

CLARIFICATION: No, the award will be a firm-fixed-price construction contract.

16. During the site walk it was observed that the lightning protection system penetrated the roofing system but will not be tall enough for the new roofing system. Is the contractor responsible to extending these connections and if so, will a lightning protection company be required to make this adjustment?

CLARIFICATION: The contractor shall ensure the lightning protection system is reconnected and is in good working condition. The lightning protection system does NOT have to be certified after installation of the new roofing system.

17. In several areas on the ADX there are interior gutter systems on the standing seam metal roof. It is believed these are EPDM lined gutters, but not part of the other EDPM roofing systems. Please confirm these gutters are NOT included in the work scope.

CLARIFICATION: The EDPM lined gutters are a part of the contract.

18. In several areas on the ADX there are small not rock ballasted roofing areas adjoining the standing seam metal roof sections. Please confirm if these sections are included in the work scope.

CLARIFICATION: All roofed areas ballasted or not, that are EDPM are a part of the contract.

19. Based on the site visit, numerous roofing sections are at least 160' from the nearest exterior accessible crane/forklift loading area with standing seam roofing sections in the way. Please confirm we will not have access to the interior courtyard for material loading/unloading.

CLARIFICATION: The contractors will not be allowed access to the interior courtyard areas.

20. For critical crane operations with no operator view of the roof, please confirm the escorts will be able to provide radio communications between the rooftop crew and the operator.

CLARIFICATION: The contractor will be allowed to provide their own two-way radios for communications with crane operators. FBOP reserves the right to inspect the radios prior to their use.

21. The RFP listed the 'hook and loop' membrane. Is this required or can any attachment method be utilized that meets the warranty requirements?

Roofing: One ply membrane, fully adhered or “Hook and Loop” system, over insulation for roof replacement.

22. Carlisle Roofing Systems is an approved manufacturer, please confirm that Versico Roofing Systems is also an approved manufacturer.

CLARIFICATION: See Solicitation, Standard Form 1442, Page 48, Provision 52.211-6 Brand Name or Equal.

23. In order to reach the roofing sections for ADX a large crane is needed. Please confirm the maximum entry gate size for access to ADX is 13' wide, 14.5' tall and provide the maximum length of the vehicle that can fit through the sally portal.

CLARIFICATION: The rear gate at the ADX is 13.5’w x 14’h x 62’l.

24. The COR did not have roof cores available, please provide pictures of all roof cores for each roof area to be re-roofed.

CLARIFICATION: The FBOP will not be able to provide roof core pictures.

25. Are US Legal residents able to enter the facility or is it just US Citizens.

CLARIFICATION: See response to Question #9.

26. If it turns out that there is more than 410, 000 square feet of roof area, will the contractor be compensated for additional roof square footage?

CLARIFICATION: See Question #54. The actual square feet are now 440,000. A Request for Equitable Adjustment can be submitted by the Contractor.

27. Are you accepting alternative re-roof proposals at this time?

CLARIFICATION: Only roofing systems that meet the specification set by the Specification will be accepted.

28. Would you please verify the size of rock ballast on the roofs to plan for safe removal?

CLARIFICATION: The existing rock ballast is 3” or smaller river rock. Most of the rock is 2” or smaller but there are some as large as 3”.

29. WILL THE OWNER CONSIDER A SCOPE WORK WHICH ENTAILS THE USE OF 80 MIL MINIMUM PVC

THAT HAS A 100 MPH WIND SPEED WARRANTY WITH 2.0” HAIL COVERAGE THAT CAN BE

INSTALLED USING A NUMBER OF ADHESIVES OF WHICH THE MOST DESIREABLE BEING THE USE

OF SELF-ADHERED MEMBRANE WHICH WOULD ELIMANTE THE SMELL, HANDLING AND

INSTALLATION OF ADHESIVES?

30. WILL THE OWNER CONSIDER A SCOPE OF WORK WHICH ENTAILS THE REMOVAL OF THE

BALLASTED MATERIAL AND EXISTING ROOF SYSTEMS DOWN TO THE DECK IN LARGE SQUARE

FOOTAGES AT A TIME WHICH WOULD ALLOW THE APPLICATOR TO INSTALL AN SELF ADHERED

VAPOR BARRIER WITH A MINIMUM 30 DAY TEMPORARY ROOF RATING WHICH WOULD ALLOW

THE ROOF TO BECOME DRIED IN AND STOP THE IMMEDIATE INTRUSTION OF WATER INTO THE

BUILDINGS AND ALLOW THE CONTRACTOR TO INCREASE PRODUCTIVITY BY GOING STRAIGHT TO

INSTALLATION VERSUS TEARING OFF AND REMOVING EVERY DAY BEFORE NEW ROOFING CAN BE

35. WILL THE OWNER CONSIDER NAMING SIKA SARNAFIL AS AN APPROVED MANUFACTURER

36. Specification 01 11 00-1: 1.01 Summary of work. Are any drawings provided that provide details, scope and extent of work required? We could not find any within the solicitation documents posted.

CLARIFICATION: The drawings available were included with the solicitation and are controlled documents, the same as the specification. There are no engineered/designed specifications for the new roofing system. Once the contract is awarded, the contractor will work in conjunction with their roofing manufacturer/supplier to provide the FBOP with submittals for their review/approval.

37. Specification 02 4100-1: Demolition. “Remove extend of roofing as indicated on drawings.” We have found no drawings in the solicitation indicating the extent of demolition and removal of roofing. Are drawings available?

CLARIFICATION: See response to #36.

38. Specification 02 4100-2: Demolition - Part 3 Execution 2.04 Selective Demolition C. “Remove items as indication on drawings.” We have found no drawings in the solicitation indicating the extent of demolition and removal of roofing.

Are drawings available?

39. Specification 02 4100-2: Demolition - Part 3 Execution 2.04 Selective Demolition D. “Remove existing systems and equipment as indicated.” Where are these indicated?

40. Specification 070150.19-5: Prep for Re-Roofing – 3.3 D. Line D1 “Store and protect pavers and accessories for re-use.” Are the pavers being re-used on the new roof?

CLARIFICATION: They are not being reused on the roof, but the FBOP wants to save them for landscaping.

41. Specification 070150.19-5: Prep for Re-Roofing – 3.03 F. “Tear off were indicated by drawings.” We have found no drawings in the solicitation indicating the extent of demolition and removal of roofing. Are drawings available?

42. Specification 070150.19-5: Prep for Re-Roofing – 3.03 F. Several items 1-8 are indicated for removal, can the wood Nailers be left in place if they are in good condition? 3.06 Base flashing removal item C implies that they are to remain unless deteriorated and then notify COR for direction. Please clarify what scope regarding wood Nailers and Curbs should be included in the base bid.

CLARIFICATION: If wood Nailers are in good condition, they can remain. If any wood Nailers need to be replaced, the COR will be informed and decide how to proceed.

43. Specification 070150.19-6: Prep for Re-Roofing – 3.09 B&C. These items imply testing will be used to determine if insulation is to be removed or reused. Are all insulation materials to be removed and replaced with new or is existing to be reused if in acceptable condition.

CLARIFICATION: All insulation is to be removed and replaced.

44. Specification 07 5400 – 6: 3.04 Vapor Retarder and Insulation. 3.04 A states to “Apply vapor barrier to deck surface…” Is this directly to the metal deck or directly to the deck sheathing material as noted in 3.02 A?

CLARIFICATION: See Specification section 07 5400-6 3.04 A. Apply vapor retarder to deck surface with adhesive in accordance with manufacturer's instructions.

It is up to the manufacturer of the new roofing system if a Vapor Retarder is required and how/where it is to be installed.

45. Specification 07 5400 – 6: 3.04 Vapor Retarder and Insulation. Please clarify item C, line 1 that states to

“Mechanically fasten first layer…” and then line 2 states to, “Mechanically attached subsequent layer…”. Is it the CLARIFICATION: It is up to the manufacturer of the new roofing system as to how everything must be attached.

46. Specification 07 5400 – 8: 3.08 Field Quality Control. Are we to include leak detection testing to base bid costs? If so which type and on which roofs, will it be applied?

CLARIFICATION: No leak detection testing is required.

47. Specification 07 5400 – 8: 3.08 Field Quality Control. Line-Item B. Please confirm that you will require the attendance of both the roofing membrane and the insulation manufacturer’s representative to be on site for weekly inspections and reports? Are these costs to be included in the project’s base bid?

CLARIFICATION: The new roofing system manufacturer will be required to verify each completed area of roof is acceptable and meets their requirements for warranty. The timeframes will be determined by the installation progress of the contractor. All costs associated with this shall be included in the base bid.

48. Specification 07 6200 – 4: 3.03 Sheet Metal, Installation. Line-Item E calls for installation of Snow Guards. Are snow guards part of the project scope? If so, on which roofs and in what locations?

CLARIFICATION: Snow Guards are not a part of this solicitation.

49. Specification 07 7000 – 1: 1.03 Submittals. Line-item B2 calls for Snow Guards design and calculations. Are snow guards part of the project scope? If so, on which roofs and in what locations?

CLARIFICATION: See response to Question #48.

50. Specification 07 7000 – 5: 2.03 Non-Penetrating Rooftop Assemblies. Line-item B 1-4 calls for “galvanized metal grating mechanically attached walkway systems installed over roof system. It appears to be intended for a metal roof system application.” Is this walkway system required on the TPO roofs for the project scope?

CLARIFICATION: There are no mechanically attached walkways systems on this project.

51. Specification 07 7000 – 5: 2.04 Snow Guards. Snow guard products are specified. Are snow guards part of the project scope? If so, on which roofs and in what locations?

CLARIFICATION: See response to Question #48.

52. General – Project photos. Please provide all photos that are available of the roof top conditions taken for the RFP development and subsequent job walks.

CLARIFICATION: Photos from the pre-bid conference have been attached.

53. General – Existing Roof Deck. Please provide information identifying which roof sections are concrete and which are metal.

CLARIFICATION: There is approximately 50% concrete and 50% metal deck for the entire project. The camp is mostly metal. The FCI is 50/50. The ADX is mostly concrete.

54. General – ADX building C. The ADX roof listing on page 2 of the drawing set does not list Housing unit C but it is found on page 88. Is the ADX housing unit C to be included in the scope of work? If included will this increase the 410,000 SF currently identified?

CHANGE: Building C is to be included. The additional SF of 21,000 SF should be added to the total SF. The total SF is 440,000 SF.

55. General – ADX building A. ADX building A is listed on page 2 of the drawing set but into roof plan information is included in the subsequent drawings’ pages for ADX complex. Is this drawing available?

CLARIFICATION: The drawing is attached.
