Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

SUBMITTED BY CFM PROJECTS:

1. The period of performance is defined to be 140 calendar days from NTP. There are several long lead material and equipment items on this project that may require the period of performance to be extended. Is that acceptable?

Clarification: Performance period updated to be 180 days.

2. The work hours are defined to be from 8am to 4pm. Given the significant security constraints upon entry and exit each day, the effective daily work time will be less than 8 hours. Would it be acceptable to modify the work hours to be from 6am to 4pm daily?

Change: The work hours have been changed to reflect 10-hour days from 6 a.m. to 4 p.m. Statutory labor hours will apply to any hours over 40.

3. Much of the work outside the building footprint will require the use of heavy equipment. Please clarify the constraints regarding daily access for heavy equipment inside the secured fence area.

Clarification: Contractor will be required to submit weekly equipment plans one (1) week ahead of time so the BOP can ensure sufficient escort staff is present. Equipment will be brought through the rear gate and escorted outside the slow down fence to the work area. The equipment must be taken back outside the rear gate by COB daily.

4. Will we be permitted to stage tool gang boxes and materials inside the housing unit 3A during the construction period?

Clarification: Yes. Gang boxes with approved tool lists will be permitted to be left inside the unit with a contractor lock.

5. Please provide contact information for the existing fire alarm system vendor so that we can coordinate tie-in and programming of the new fire alarm system devices.

6. Please provide contact information for the existing security / access control system, CCTV, intercom system and associated PLC systems vendors so that we can coordinate tie in and programming for these systems.

7. (a-e) Regarding the security systems:

Clarification:

a. Please confirm that the intent is to control access to openings 3100A, 3200B, G01 & G02 from the Admin Bldg. Control Room.

Clarification: This is correct. All locking and monitoring devices will be connected to new I/O relays added to the existing PLC hardware in Electrical Room 3312. Master control in the admin building will monitor and control these openings via new touchscreens installed in master control. Refer to detail 2 on sheet T-601 for additional information. Refer to plan 2 on sheet T-201 for new PLC touchscreen information.

b. Please confirm if the new cameras and intercom system will be connected to the Admin Bldg. Control Room.

Clarification: This is correct. New owner furnished and installed data switches will be placed in Electrical Room 3312 for the connectivity of the new IP based CCTV cameras. New owner furnished and installed data switch will be placed in the basement of the admin building for the connectivity of the new switch in electrical room 3312. Existing fiber optical cable will be used for connectivity between new data switches.

Refer to detail 1 on sheet T-601 for additional information.

c. Is there an existing pathway with sufficient capacity for the new wiring from the housing unit 3A to the Admin Bldg. Control Room?

Clarification: New cabling will not be necessary as all openings will be controlled by the existing PLC in Electrical room 3312. All new cameras will be connected to an owner furnished and installed data switch which will connect to the admin building via existing fiber optic cable. Refer to details 1 and 2 on sheet T- 601 for additional information.

d. If an existing pathway does exist, please provide a plan showing the routing of the pathway so that we can reasonably estimate length of wiring between both locations.

Clarification: No new cabling or pathways will be required between Building A and the Admin Building.

e. If a new pathway needs to be constructed as part of this project, please provide alignment plans and details.

Clarification: No new cabling or pathways will be required between Building A and the Admin Building.

8. Detail 5 on plan sheet E-501 shows the depth of new pole bases to be 7-ft for 25-ft maximum pole height. Can this depth be reduced since the new light poles are only 12-ft?

Clarification: No footing depth cannot be reduced. This is a requirement is based on other constraints of the project.

9. Reference general note 11 on plan sheet T-001, which requires all new security electronic equipment to be connected to new UPS power supply. The plans do not show a new UPS power supply as part of the scope of this project. Please clarify this requirement.

Clarification: FBOP will be furnishing and installing UPS power supply.

10. Reference the Legend Keyed Notes 1 – 8 on plan sheet T-001. These notes do not appear to be tagged to any specific locations on the plans for the work indicated. Please clarify where these notes are intended to apply.

Clarification: The legend does not effect the subsequent drawings. The information shown is incorporated elsewhere.

11. Reference section 32 31 13.53 regarding fence screening. These fences have razor tape on them. Any screening fabric that is placed between the razor tape and the chain link would be immediately cut by the razor tape causing screening to become damaged and tattered at installation. In addition, the razor tape clips to the chain link wire. If we put the screen between the two it would take away that anchor point for the razor tape. Please clarify details for the screening requirements.

Clarification: It would be acceptable to hold the visual screening 6” below Barbwire tape.

12. Reference Section 03 30 00- Will curing materials be required for all fence post footers in pours below temperature range in specification?

Clarification: Yes, curing materials can be utilized as part of the required submitted and reviewed mix designs. It is predicated on the contractors sequencing of work weather or not it will be necessary based on the timing of installation.

13. Due to workflow restrictions and concrete availability, will fence post or footer holes be allowed to be left protected but open at end of workday should concrete not be available?

Clarification: Yes, this is acceptable with proper notice to the institution.

14. Reference section 05 05 53- Will breakaway nuts or peened bolts suffice for fence security fasteners?

Clarification: No provide fasteners as specified.

15. Please provide photos from the site visit.

Clarification: Photos taken at the site visit were added to Amendment 0001 and posted to sam.gov on December 20, 2023.

SUBMITTED BY GOLDBELT OPERATIONS SUPPORT SERVICES LLC:

1. Is there room for an office trailer, Conex trailers, and dumpsters? If so, can you indicate where onsite these can be located?

Clarification: Yes. They can be located outside the secure perimeter near the garage/powerhouse.

2. With dumpsters being located outside the gate, what are the procedures to clean up debris from the work location to the dumpster location (i.e., security checking out procedure, especially with potentially multiple trips in a day)?

Clarification: They can have an open top dumpster between the fences behind the unit. The dumpster cannot be left near the fence. It will have to sit overnight in the rear gate before it can leave the secure area.

3. It appears a representative was taking photographs during the site visit; can these be issued to the bidders?

Clarification: Photos taken at the site visit were attached to Amendment 0001 and posted to sam.gov on December 20, 2023.

4. Can you provide a copy of any sign in sheet from the site visit?

Clarification: Sign in sheet was attached to Amendment 0001 and posted to sam.gov on December 20, 2023.

5. The wage sheet was missing the wages for a sprinkler fitter. Can you provide those?

Clarification: Ms. Johnson, Contracting officer reached out to the DOL: In limited circumstances, when there is no appropriate labor classification on the applicable general wage determination, WHD may add or “conform” a new class of laborer or mechanic and a wage rate to a published wage determination for a specific contract. If you have identified that a conformance is likely required, WHD recommends the following steps for contracting agencies: Work with the contractors and other affected parties to help develop the conformance request. Provide the conformance request form (SF-1444 or similar) to the contractor. Instructions on how to complete the form are printed on the form. The SF-1444 can be downloaded from www.sam.gov. The conformance process takes place post-contract award.

6. Due to the inefficiencies of checking in/out every day, could the work be performed over (4) 10-hour days each week instead of (5) 8-hour days?

Change: The work hours have been changed to reflect 10-hour days from 6 a.m. to 4 p.m. Statutory labor hours will apply to any hours over 40.

7. What does the government expect in terms of a sprinkler design? The fire protection drawings seem to indicate that design is not required given that the existing system is schedule to remain as previously accepted.

The specifications seem to indicate a full design including shop drawings and hydraulic calculations stamped by a PE. The project is only to relocate 2 heads and add 2 heads. What type of design (if any) is required?

Clarification: Standard Delegated design documents as required by specifications. Although the scope only requires a couple of new heads and a couple of relocations. The documentation and “design” is what is typically required for fire protection.

8. With the anticipation of multiple concrete trucks needed, what is the procedure for having them cycle through the security gates?

Clarification: Inform the FBOP one (1) week ahead of time to ensure we have sufficient staff to escort two trucks at a time. The drivers will have to be NCIC cleared.

9. For the excavation and other exterior work, can the equipment be left inside the gate, or does all equipment, tools, material need to be removed to outside the fence at the end of each day?

Clarification: The equipment will have to be removed at the end of each day. Material can be stored behind A unit. It cannot be near the fence. Maintain a minimum of 25’ setback from any fences for stored material. Document it during you planed excavation of the project, in your truck hauling plan.

10. Spec 010000-1.5-B Mentions the Owner will be removing trees/stumps. DWG C100, Note 18 mentions root pruning. Can you confirm this is the work as described to be performed by the Owner?

Clarification: The FBOP has removed trees and ground the stumps. Anything further to accommodate fencing will need to be completed by the contractor.

11. During the site visit, we were not shown any attic access. Can you indicate locations for access to the attic space?

Clarification: Pictures taken at the site visit were added to Amendment 0001. A snapshot of the drawing (attic access was provided and circled where the access is located-see attached drawing in Amendment 0002.

12. Can you provide any specification information for the blue glazed block that will need to be repaired after cutting holes?

Clarification: Unfortunately, due to the age of the block there is no specifications to be provided. It is understood that some of the could have none matching repair elements, but the contractor is to try and maintain the look of the block as much as practical.

13. Does the concrete need to be state highway certified?

Clarification: Not required, per specifications, mixes can be submitted with that additional information.

14. DWG A301 and Specification 12 32 16 do not indicate any color for the Plastic Laminate or Solid Surface material. Since color can affect price, can you provide a color or an allowance that all bidders can work from to be consistent in pricing submitted?

Clarification: The Specifications require laminate to be submitted as part of construction, unfortunately with the limited number of casework units in this project, individual companies and processes that can mitigate this concern. Be clear in your assumptions and exclusions on cost.

1. Page 18 of 647 under 1.9 Work Restrictions currently states:

B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:00 a.m. to 3:00 p.m., Monday through Friday, except Federal Holidays.

is changed to read as follows:

B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 6:00 a.m. to 4:00 p.m., Monday through Friday, except Federal Holidays.
