FCC TUCSON – ROOF REPLACEMENT

PROJECT 23Z6AL2 QUESTIONS & ANSWERS

SOLICITATION 15BFA023B00000040

SUBMITTED BY ACS INC:

1. Question 1. Will alternate roofing membrane systems be considered for this project that meet the specifications for Cool Roof Liquid Applied Membranes, other than Tremco and 3 alternatives listed?

Reason: Some products called out emit vapors and are Extremely Flammable CAT 1 with low Flash Points. Some alternate products listed can be toxic or exceed VOC limits for polyurethanes. Additional applications are required to build the systems-more products/labor hours.

Reference: DOJ Strategic Plan: Objective 3.5: Advance Environmental Justice and Tackle the Climate Crisis Strategy 2: “In response to Executive Order 14008, we will fulfill the Climate Action Plan, which commits the Department to bolstering our adaptive capacity, enhancing climate literacy among employees, and ensuring climate-ready facilities and supply of products and services.”

Reference: Guiding Principles for Sustainable Federal Buildings, 5.4. Ozone Depleting Substances Reference: FAR 36.104 Policy: Ensure that all new construction, major renovation, or repair and alteration of Federal buildings complies with the Guiding Principles.

Reference: E.O. 14057 Sec 205(c)(iii) All renovation projects of existing Federal buildings must use, to the greatest extent technically feasible and practicable, Federal sustainable design and operations principles for existing buildings in accordance with the Guiding Principles.

CLARIFICATION: See solicitation provision 52.211-6 Brand Name or Equal.

2. Will this project follow federal guidelines for Heat Island Effect mitigation strategies?

Reason: Federal Sustainability practices call for techniques and strategies to reduce heat island effect at federal facilities.

Reference: Federal Sustainability Guidelines: Heat Island Effect Reduction and Co2 Reduction Reference: EPA, Heat Mitigation Strategies (Cool Roof) Reference: DOE, Energy Cost Savings and increased Solar Reflective Index (SRI) values.

CLARIFICATION: Project will be constructed as specified.

3. Project Specifications called out Energy Star rated roofing products. Will the FBP be following CRRC-Standard 100 for SRI values of roofing products?

Reason: DOE Energy Star stopped rating products in June 2022 and the program was retired.

Reference: ENERGY STAR Roof Products Sunset Reminder Reference: ANSI/CRRC S100 Standard - Cool Roof Rating Council (coolroofs.org)

CLARIFICATION: CRRC-Standard 100 for SRI will be followed. Products must meet a 99 SRI at initial installation.

4. Does the DOJ/FBP have an LPS system specification/policy for this project or will standard NFPA and NEC be followed?

CLARIFICATION: NFPA and NEC will be followed for lightening protection system requirements.

5. Does this project have a roof walk-way layout map, with specific locations for walk-ways?

CLARIFICATION: See Sheet A301.

6. Will the FBP accept iso-board from other manufacturers that meet the specifications for R-25 ratings?

CLARIFICATION: Awarded contractor can submit a substitution request of an alternative product that is equal to or greater than the listed products and meet all the specification requirements as listed in Section 07 56 00.13. Insulation to meet R-38 rating to meet climate zone 2 code requirements.

7. Will the FBP allow FAA certified drone pilots to provide before and after video footage?

Reason: Drone footage can provide warranty specific applications at job completion for owner records. IR camera footage can verify roof membrane is providing air/thermal barriers for historical records.

CLARIFICATION: Drones will not be allowed on site

8. Does the FBP plan on replacing the gutters on the facility?

CLARIFICATION: Existing gutter will be reused.

9. Are delivery drivers for material suppliers required to have a background check?

CLARIFICATION: No, they do not require background checks.

10. Can you share the photos that were taken during the inspection?

CLARIFICATION: Those photos will be attached.

CLARIFICATION: Photos and sign in sheet will be attached.

12. Are there any As-Builts?

CLARIFICATION: No, there are not any as-builts.

13. Sheet A301 keynote 7 Lightning protection. Site visit identified missing LPS and minimal under existing roof materials. Please confirm if contractor to provide a New LPS or shall it be excluded from bid.

CLARIFICATION: Contractor is to repair existing lightening protection system and provide any missing components that will be needed to make the system whole.

Contractor to assume all conductors are available to be reattached. Limits to system repairs are missing lightening rods and anchor plates.

14. Roof tie downs and access point can stay in place during construction or will be required to remove nightly.

CLARIFICATION: Roof tie downs and access points will be required to be removed nightly.

15. Temp utilities, toilets, fencing and lay down area are permitted for project duration.

CLARIFICATION: Yes, there is an area that will be specified once the contract is awarded for a laydown area.

16. Will a 3rd party roof inspection be required if so by contractor or Govt?

CLARIFICATION: A third party roof inspection will be required and certified by the manufacture installed system. The contract will provide for the inspection as part of the scope of the project.

17. Working hours 0600-1400 M-F. Does include gate inspection time and how long is the inspection. process

CLARIFICATION: The inspection process is dependent on the organization of the contractor. All equipment that comes in and out has to be accounted for.

18. Is this job Davis Bacon wage rate?

CLARIFICATION: Yes, see Construction Wage Rate

19. Confirm manlift for access to roof. (No ladders?).

CLARIFICATION: Manlifts may be used but will either need to removed from the yard at the end of each work day or be disabled with the battery removed at the end of each work day.

20. Section 011000 1.4 3. The entire roof will be waterproofed at the end of each workday and prior to any rain event. Question: The roof membrane has been blown off exposing the existing roofing insulation. The entire roof will not be waterproofed each day, but whatever existing is removed shall have new insulation, cover board and base sheet installed and waterproofed. Temporary seal to existing deck will also be provided.

CLARIFICATION: new work completed by the contractor will be waterproofed at the end of each day. Contractor will not be responsible for section of roof where existing membrane is currently missing.

21. Confirm if existing perimeter wood nailers are to be reused or demolished and install new.

CLARIFICATION: Demolished and install new.

22. Confirm specified thickness and layers of polyisocyanurate insulation and cover board.

CLARIFICATION: Contractor to provide insulation to meet R-38 rating for roofing insulation.

23. Section 076200 2.2 B. Copper flashing?

CHANGE: See revised section 07 62 00 added Polyethylene coated copper and Aluminum sheet for sheet metal flashing options.

24. Can we utilize pre-finished metal edge and color to match existing? What gauge?

CLARIFICATION: Pre-finished meatal edge flashing is acceptable with color to match existing and minimum 22 gauge. All new metal cleats will be a minimum of 18 gauge.
