About this file

This document provides responses to questions received regarding solicitation number 15BFA023B00000019 from the Department of Justice Bureau of Prisons Field Acquisition Office to repair specialty polyurethane coat roofs at Federal Correctional Institution La Tuna. The solicitation requires offerors to remove and replace all insulation on three buildings and apply a three-ply roofing system. The questions and answers clarify that the substrate is the metal deck, not the insulation, and reiterate the requirement for a three-ply system with no consideration given to alternative warranties or volatile organic compound-free two-ply systems due to occupational requirements.

QUESTIONS AND ANSWERS

FCI LA TUNA

15BFA023B00000019 – PROJECT 5AH4

Submitted by U.S Diversified Contracting Services:

Question 1:

Does original substrate mean the insulation or the metal deck?

CLARIFICATION: The substrate is the metal deck.

Question 2:

The SOW says replace all insulation. The notes in the drawings point to exact locations where insulation should be replaced on all three buildings. Are we to replace ALL insulation or just damaged insulation where noted?

CLARIFICATION: The Statement of Work in Section A, paragraph A.2 states the requirement is to remove and replace all insulation.

Submitted by The Garland Company:

Question 1:

Are you open to considering a substitution for a system that can offer the owner a 30 Year NDL (No Dollar Limit) warranty?

CLARIFICATION: The posted specifications represent what is required.

Question 2:

Would you be interested in exploring the option of switching to a 2-ply system with No VOCs (Volatile Organic Compounds), especially considering that the facility is currently occupied and operational? Traditional hot apply methods tend to emit strong odors and contain VOCs, which could be a concern in this scenario.

CLARIFICATION: The 3 ply is required as stated outlined in the Statement of Work in sections A, B, and D.
