107. What are the evaluation criteria? After sending in all the requested data, how will the information be weighted?

CLARIFICATION: Please see FAR 52.214-19 Contract Award-Sealed Bidding- Construction.

108. We have some concerns about the requirements as listed in document “1+- +Instructions+to+Bidder” in Section IV.PAST PERFORMANCE INFORMATION REQUIRED. We think they are too restrictive and will limit if not eliminate competition.

Specifically, with the “Past Performance Questionnaire”: The requirement for at least “5 companies/Government agencies who you have current work or have completed work within the last 24 months” may eliminate many small businesses as they have limited capacity, and the last 24 months have been very restrictive on business.

CLARIFICATION: Please read next paragraph stating, "Not having references similar will not determine your bid non-responsive."

SUBMITTED BY JOHNS MANVILLE:

109. I first want to thank you in advance for taking the time to review this manufacturer approval request. JM approved contractors are interested in bidding this project with JM PMMA membranes. Bank Reference: Please confirm that it will be acceptable for a Joint Venture Offeror to forward such documentation to each bank of its joint venture partners, as well as for the Joint Venture. With regard to the Past Performance Questionnaire, for recent and prior pursuits, many Federal and private points-of-contacts (POCs)/references are reluctant to complete any such questionnaires, especially if they have recently completed a questionnaire for another IFB/RFP. In addition and particularly for Federal POCs, they decline to complete any questionnaires, only referring to the government-issued CPARS (Contractor Performance Assessment Reporting System) performance evaluation documentation. Therefore as it anticipated that we will encounter such an issue, we kindly request that the agency consider any, if not all, of the following considerations: Accepting as part of the bid proposal a copy of an agency-issued past performance document such as a copy of the CPARS evaluation, or a completed government-issued evaluation form such as for the NAVFAC / USACE Past Performance Questionnaire (PPQ) Form PPQ-0.

CLARIFICATION: Additional documents required for a joint venture: Copy of SBA-approved mentor and protégé agreement. Copy of joint venture agreement.
