Question 1: What is the final deadline for submitting solicitation questions?
Response: A deadline has yet to be established.
Question 2: Are any services permitted through secure telehealth, or must every clinical encounter occur in person at an approved performance site?
Response: Authorized services shall be delivered in-person, or by audio-visual, real-time, two-way interactive communication (telehealth), or, in limited circumstances, by audio-only with Bureau pre-approval. All clinical assessments, with the exception of the psychiatric evaluations, must be done in person, unless preauthorization is granted by the Bureau.
Question 3: May one independently licensed clinician satisfy more than one key-personnel category when the clinician’s scope, experience, and availability cover those duties?
Response: Yes, as long as key personnel proposed meet the minimum staffing requirements identified in the Decisional Rule Criteria (2.0 of SF 1449).
Question 4: Must every proposed key person, resume, license, Clinical Experience document, and applicable DEA certificate be included with the quotation?
Response: Yes, the resume, professional license, Clinical Experience document, and, if applicable, the DEA certificate, must be submitted for all key personnel listed on the Technical Personnel document who will be providing direct clinical services to Bureau offenders.
For administrative staff listed on the Technical Personnel document it is not necessary to submit any other documentation.
Question 5: What evidence will the Government accept for the required New York facility license or certification if the license is still pending at the time of quotation submission?
Response: The Quoter must submit the completed application, provisional license, official email correspondence, and/or other official documentation as proof the Quoter may begin services on, or by, the contract effective date.
Question 6: May separate approved performance sites be used for different service categories, including psychiatric and sex-offender services? If so, must each site independently satisfy all facility-documentation requirements?
Response: Yes, The Quoter must list addresses for all proposed performance sites, including subcontractors, where the required services will be provided and must meet the specified restrictions and the facility requirements for each site (space requirements, ADA compliance guidelines, and do not present safety risks to the community). If applicable, the Quoter must submit the state facility license for the proposed performance site(s) listed.
Question 7: For psychiatric and medication-monitoring services, must the prescriber maintain scheduled on-site availability, or may the prescriber respond only to ordered referrals?
Response: The prescriber is not required to maintain on-site availability. The prescriber must be available for scheduled appointments, be able to meet SOW requirements for psychiatric evaluation timelines, and for regular reviews of medication services.
Question 8: Please confirm how the potential six-month FAR 52.217-8 extension should be priced and evaluated.
Response: The six-month extension pricing will be evaluated as part of the overall price.
Question 9: Should offerors demonstrate staffing capacity for the annual estimated maximum quantities at quotation submission, or only the guaranteed minimum quantities?
Response: The Quoter must identify key personnel who meet the SOW and the initial DRC requirements to provide all services awarded to the contract. The Quoter must demonstrate staffing to provide services for the maximum quantities listed on SF1449.
