Questions for 15BCTS25Q00000010 (CTS in Sioux Falls, SD)
Question: Is the substance use treatment and Sex Offender treatment to be carried out ONLY by an independent practitioner? There are various experiences, but many are under supervision.
Response: Please review the attached 2022 Statement of Work (SOW) Section 5.4.4 and 5.4.4.1 and attachment Section 2.1, Continuation SF1449 Sioux Falls, SD. A clinician who is a licensed or certified addiction counselor (as listed in the Section 2.1, Continuation SF1449) but does not qualify as a private independent addiction counselor may provide treatment services per Statement of Work requirements and must practice under the direct supervision of a person meeting the standards outlined in the applicable Board regulations. It is important to note that a licensed and/or certified addiction counselor may be unacceptable on the initial technical evaluation.
Question: We’re trying to fill out the SF1449 form for the RFP. Our understanding is that section 24 on page 1 should be the full total of the contract for all services across all the renewal options (e.g. not just year 1), but as a result, we’re unclear what should go into the unit price since that is variable based on the items in the Schedule/Section 1.
Response: The unit price is your bid price per unit. The total amount will be your unit price times the estimated quantity.
Question: This email is in reference to solicitation 15BCTS25Q00000010 - Sioux Falls, SD.
Can you provide the number of actual units being utilized for each service line item (CLIN) noted on the SF1449 - Commodity or Service Schedule, as well as the number of clients currently being provided services for each service (mental health, substance use, sex offender).
Response: There is a projected average of 50 Mental Health and 30 Substance Use Disorder inmates yearly. See below chart for projected units:
