1. Could you please clarify whether the BOP will provide a location for the services or if the contractor will be responsible for securing the performance location?
Answer: In accordance with the DECISION RULE CRITERIA – COMMUNITY TREATMENT SERVICES (CTS) Community Treatment Services Decisional Rule Criteria Matrix SOW 2022 Fort Worth, Texas
The Contractor is responsible for securing the performance location. The Bureau of Prisons (BOP) will not provide or assist with the procurement of the proposed services location.
2. Additionally, are there any IT requirements relating to how patient information is gathered, stored, and transmitted? For instance, are clinicians required to use BOP tools and platforms to document patient information?
Answer: The Bureau’s EFMS is mechanism for how we submit referrals and clinical documentation. It is the system by which contractors submit clinical documentation to the Community Treatment Services office for approval or rejection. Portals can differ greatly, but it has elements of a portal.
The intake process relies on the contractor/provider to schedule and manage the AIC’s initial appointments to be met as outlined in the SOW. The contractor is also responsible to provide weekly schedules of all subsequent session with the AIC.
3. Comprehensive Scope of Services - Does Section 4.13 (CTS Statement Of Work 2022 Fort Worth TX.pdf) include the complete scope of services for this contract, or are there any additional specialized services that would be expected?
Answer: The scope of services is listed under Description and in the Statement of Work. There are no specialized services beyond these descriptions that would be expected.
4. Anticipated Monthly Service Volume - Could you provide a breakdown of the estimated monthly volume for each service type (e.g., individual counseling, group therapy, psychiatric evaluations, medication monitoring, etc.)?
Answer: Monthly volume varies based on how many new Adults-in-Custody (AIC) furlough transfer to the RRC or home confinement and how many AIC are released from community treatment due to reasons including successful completion, discharge and release date.
5. Are historical utilization rates available for reference?
Answer: The SOW notes the frequency of schedules. Over the past several months, the total number of AIC in treatment per month typically range from 40-60. The description notes all services and include a minimum and maximum quantity.
6. Referral Process & Workflow - Is the Bureau’s electronic file management system (EFMS) for sending referrals and transmitting patient documents similar to a portal?
Can you clarify the referral workflow and how patient notes are transferred to and from the Bureau using the EFMS?
Answer: The Bureau’s EFMS is mechanism for how we submit referrals and clinical documentation. It is the system by which contractors submit clinical documentation to the Community Treatment Services office for approval or rejection. Portals can differ greatly, but it has elements of a portal.
7. Will there be a structured intake process, or will providers be responsible for scheduling and managing new patient intakes to meet the Bureau’s required days to schedule requirements?
Answer: The intake process relies on the contractor/provider to schedule and manage the AIC’s initial appointments to be met as outlined in the SOW. The contractor is also responsible to provide weekly schedules of all subsequent session with the AIC.
8. Can you provide a list of the types of required provider types?
Answer: This is under the description section of this solicitation and in the SOW.
9. Payment Terms & Reimbursement - What are the invoicing and reimbursement timelines for services provided?
Answer: The invoicing requirements and timeframes are listed in the SOW.
10. Are there cost-reimbursable components, or is this a strictly firm-fixed price contract?
Answer: Only line items on the contract, that are marked in the individual AIC referrals and approved by the Bureau Community Treatment Services (CTS) staff may be submitted for payment. Any service that is not on a line item and also approved by CTS shall not be reimbursed.
11. Would you be able to accept an addiction medicine physician for this requirement?
