Questions in Reference to Solicitation 15BCTS23Q00000017 (CTS in Salt Lake City, UT.)

Question 1: When it references unit pricing, is it always delineated as time? for instance, 1 unit is 30 minutes?

Response: Units are measured in 30-minute increments. I unit=30 minutes.

Question 2: How do we know the min's and max units? it seems pretty grey when it says a guarantee of X but can be "up to Y"?

Response: The Guaranteed Minimums and Estimated Maximums are listed in the Schedule of

Supplies/Services. The Guaranteed Minimum amount is the amount that you are guaranteed. The estimated maximum amount is the maximum amount of units that can be requested for that particular

Contract Line Item Number (CLIN).

Question 3: I have both modalities in person and also teleconferencing with impeccable credentials-do I price separately?

Response: Please construct your pricing as you see fit. Please provide a per-unit-price for each CLIN number requested.

Question 4: How is this specifically billed out and awarded? I would assume some upfront payments to set up some infrastructure. I have clinics standing by for sure but it does take a minute to get all in place. I use science-backed and clinical supplementation and chelation how is that accounted for? When does this actually start after award? May 2023?

Response: Per Section 4.11.1 of the Statement of Work (SOW) invoices are due on or before the 10th of each month. There are no advanced or up-front payments after award. Payments are received based on the invoices submitted.

Currently, the anticipated start date of this contract is May 1, 2023.

Question 5: Am I right to assume ,for pricing purposes, that e.g. in section 4.5.3 of the SOW (CLIN 2030) where it says "ordinarily 2 units" it is referring strictly to the time amounts spelled out for units in 4.13.5?

In other words, providing service(a session) for CLIN 2030 Substance Use Disorder Relationship and

Parenting Counseling requires a minimum of 55 minutes or 2 units of time.

Whereas in the solicitation item 7 CLIN 2030 under estimated quantity you desire 2 of these sessions.

So a CLIN unit price may include multiple units of measure as defined in 4.13.5.

Response: Yes, that is correct. In accordance with Section 4.5.3 of the SOW (CLIN 2030) ordinarily a session of Substance Use Disorder Relationship and Parenting Counseling requires two (2) units.

In reference to CLIN 0007 the estimated quantity of 2 that is listed refers to guaranteed amount of units you can expect during the Base Year Period of Performance.
