Question and Answer

15BCTS21Q00000034 (CTS in Youngstown, OH)

Question: I am in the process of developing a proposal for solicitation 15BCTS21Q00000034 – Youngstown, OH and have a question about the licensing requirements for the clinical staff. In the document Continuation of SF-1449, Block 20, 7c indicates that all clinicians must be licensed or certified in the state of Ohio and must be able to practice independently, without supervision, in the state of Ohio. If requested, could there be an exception to this licensing requirement (I.E. the clinician providing the actual service is an Licensed Professional Counselor receiving supervision from a Licensed Professional Clinical Counselor, both would be listed on the technical proposal)? And if granted, would the proposal still be considered technically acceptable?

Answer: For the initial technical quotation submission, using a Licensed Professional Counselor to provide direct clinical services under the supervision of a Licensed Professional Clinical Counselor would not meet the requirements of the solicitation. All clinicians must be licensed or certified in the state of Ohio and must be able to practice independently, without supervision, in the state of Ohio.
