Questions Regarding 15BCTS21Q00000003 (CTS in Riverside, CA)

1. Question: Is there a specific physical size (sqft) of the facility mandated?

Answer: No, there is not a required size for the performance site. Technical Quotes for this factor are evaluated by the submission of an office diagram for each proposed performance site that identifies all rooms, provides room dimensions, and specifies the number of people each group room can comfortably accommodate.

2. Question: Is there flexibility in the distance from the specified location?

Answer: No, Quoter must provide treatment at performance sites that meet the specified geographic restriction requirements, as listed in the solicitation.

3. Question: Can telehealth be substituted for in person sessions?

Answer: A Quoter (contractor) can provide services by telehealth. The Technical Quote must identify the communication system and software application that will be used and submit evidence of the proposed system’s ability to meet the Bureau’s electronic security requirements: HIPAA-compliant, FIPS 140-2 certified, 256- bit encryption, and housed in Continental US.

The Technical Quote must also include a plan that specifically addresses the telehealth policies and regulations for the state where services will be rendered. The plan should also identify which National Crime Information Center (NCIC) cleared, and Bureau approved, staff member will be present at all times during every telehealth session and will ensure telehealth sessions are conducted in a secure and confidential setting. The office diagram must show where the inmates will receive telehealth sessions at the performance site.

4. Is it mandatory for a Psychiatric (MD) evaluation or is Psychologist (PhD) acceptable?

Answer: A qualified practitioner with prescriptive authority who meets the standards of practice established by the state’s professional regulatory board will be required to provide psychiatric evaluations and medication monitoring. The qualified practitioner must also have a Drug Enforcement Agency Controlled Substance Registration Certificate, in the state where services will be rendered.

5. If an MD is mandatory, is it acceptable to outsource or subcontract for this?

Answer: It is acceptable to subcontract for contract line items listed in the solicitation.
