Questions Regarding 15BCTS18Q00000023 (SA, MH, and SOT in Memphis, TN.)

Question 1: Where are inmates housed in relation to the geographical point? and in relation to the Crisis

Intervention? Would staff come to a designated place (for example, hospital) to provide emergency service or would the contractor’s office be the expected place of service in case of a crisis?

Response: The inmates are housed at local Residential Reentry Center (RRC) that is in close proximity to the geographical restriction stated within the solicitation. Also, please note, the RRC locations are subject to change in accordance with contract requirements. In terms of Contract Line Item Number

(CLIN) 6000, Crisis Intervention, this service will be rendered at the contractor’s proposed performance location. In addition, please refer to page 15 of the Statement of Work (SOW) for a detailed definition of this CLIN.

Question 2: Will inmates be able to be picked up at a single designated place daily?

Response: If local public transportation is not used, the inmates may be picked-up at a designated location daily. However, many inmates may be picked up from the RRC, but some will be at work or other locations within the community. When determining transportation costs, please use the geographical restriction stated within the solicitation.

Question 3: Is this an existing contract presently operated by federal government or by an incumbent contractor?

Response: This is a new requirement servicing substance abuse, mental health, and sex offender inmates.
