About this file

This is a Questions and Answers document for a Bureau of Prisons (BOP) comprehensive medical services solicitation. The document addresses five clarifications submitted by prospective offerors regarding solicitation requirements and attachments.

The proposal due date is confirmed as October 20, 2026 at 14:00 ET (approximately 90 calendar days from issuance). A typographical error in FAR 52.217-9 referencing "full test" was corrected to "full text" in an uploaded corrected solicitation. Attachment 7 (Vendor Cybersecurity Attestation Form) is confirmed as the 3-page version; no supplemental cybersecurity documentation such as System Security Plans, Plans of Action and Milestones, or FedRAMP artifacts are required at proposal submission. Attachment 6-C was corrected to be titled "Telehealth Services" rather than "Institution Based Services," and the internal reference to "attachment 8-C" was changed to "6-C," with instructions that offerors may use additional copies of the 6-C form if more space is needed. The Cisco DX80 telehealth equipment listed in Section H.14 and Attachment 6-C represents equipment currently existing at the institution; contractors are not responsible for procuring, installing, maintaining, or providing Cisco support and licensing for this equipment, as it is provided for informational purposes only to identify what the government institution will use on its end.

Text version

1. Block 9 of the SF33 shows a proposal due date of 10/20/2026 at 14:00 ET, which is approximately 90 calendar days from issuance. Prior BOP Field Acquisition Office comprehensive medical solicitations in this template have typically used 30–60-day submission windows.

Please confirm 10/20/2026 at 14:00 ET is the correct proposal due date

Response: Yes, response date of 10/20/2026 at 14:00 ET is correct.

2. FAR 52.217-9 in Section I includes the phrase "incorporated into the contract in full test."

Was this meant to say “full text”? Please confirm.

Response: Yes, typo was corrected to say, “full text”. See attached uploaded corrected solicitation.

3. Attachment 7 (Vendor Cybersecurity Attestation Form) in this solicitation is 3 pages, whereas the version used for other recent BOP CMS solicitations is 5 pages.

Sections such as the FIPS 199 categorization table and the NIST 800-60 information-type inventory appear to have been removed.

Please confirm the 3-page version is the current, complete Attachment 7 the Government requires offerors to submit, and that no supplemental cybersecurity forms (SSP, POA&M, FedRAMP artifacts) are required at proposal submission.

Response: Yes, the 3-page form is correct.

4. The header on Solicitation Attachment 6-C reads "Institution Based Services," but Section J lists it as "Attachment 6-C – Telehealth Services" and the form contents are telehealth-related. In addition, the last line of the 6-C form references "an additional attachment 8-C," which does not appear in Section J.

Please confirm (a) the correct title of Attachment 6-C is Telehealth Services, and (b) how offerors should treat the reference to attachment 8-C.

Response: Attachment 6-C was corrected to read, “Telehealth Services” and 8-C was changed to 6-C and simply stating that if additional room is needed to fill out the required information, use another copy of the 6-C form. See attached uploaded corrected solicitation.

5. Section H.14 and Attachment 6-C list "Cisco DX80 – 2" as institution telehealth equipment.

Please clarify whether the Government provides, installs, and maintains those DX80 units at the institution, or whether the contractor is responsible for procurement, installation, replacement, or Cisco support and licensing. This directly affects offerors' telehealth per-consultation pricing.

Response: The equipment listed on 6-C is what the institution currently has at their facility, vendor is not required to provide that equipment. This is for informational purposes only that identifies what the institution will be using on the government’s end.
