STATEMENT OF WORK/SPECIFICATIONS

MDC Brooklyn

Annual General Maintenance

SPECIFICATIONS:

INTRODUCTION

The Federal Bureau of Prisons (FBOP), Metropolitan Detention Center (MDC) Brooklyn, has two locations that requires annual maintenance, testing and inspection on four (4) Caterpillar diesel generators. Three generators located at 80 29th Street, Brooklyn, NY 11232, second floor. Caterpillar Model # 3512 Serial #'s 24Z06261, 24Z06278, 24Z06265. The second location is at 9325 Ft. Hamilton Parkway, Brooklyn, NY 11201. One Caterpillar Model # D300GC Serial #

SCOPE OF WORK

The contractor shall provide all necessary labor, equipment and parts for the services of four Caterpillar diesel generators. The contractor is to provide the Bureau of Prisons with a written report for each piece of equipment. The services shall include changing of engine oil and filters, changing the air filters, check coolant levels and record temperatures, check for leaks in the cooling, fuel and oil systems. Check all belts and adjust if needed, check fan and radiator for physical damage, clean the radiator fins to ensure proper air circulation, check the operation of the engine heaters, perform a battery test (conductance), check operation of all safety control devices (overspeed, oil pressure, water temperature, voltage regulator), generator set ( governor, voltage, and frequency, adjust regulator if necessary, run a load test for a minimum of one hour and record operating voltage, operating amperage, operating hertz, engine operating temperature, engine operating oil pressure. The contractor is to perform a “Failure Analysis” test on all generators under this Statement of Work. The analysis shall be conducted by a qualified testing service. The analysis shall include all the recommended tests as specified by the ASTM (D) standards for fuel and lubrication oil analysis volumes 501 & 502 and lubricant manufacture. Typically, the testing service will analyze the data and identify any condition that may disclose the possibility of equipment failure.

HOUSEKEEPING AND MATERIAL DISPOSAL

The contractor awarded the contract will be responsible to remove all used oil in accordance with federal, state and local procedures. The contractor is to ensure the work area is cleaned of any materials used or removed as part of this service.

CONTRACTOR SECURITY/WORKING REGULATIONS

Work Hours:

Work Hours for the contractor are 6:00 AM – 4:00 PM, Monday - Friday, excluding weekends and federal holidays. Any work required to be completed at any other time than noted above must be requested in writing to the Facility Manager.

Storage of Materials and Equipment:

The storage of any type of chemical must be stored in accordance with federal, state and local laws. Spill containment equipment shall be on site and used as necessary.

Security Clearance/Contractor Badges:

The contractor shall provide the Facility Manager with the completed Criminal History Check (NCIC form BP-A0660) for any worker that will be entering the locations. All workers must clear the background check in order to work on Bureau of Prisons sites.

Safety and Personal Protective Equipment:

All contractors and employees shall have and wear the required personal protective equipment (PPE) prescribed by industry standards at all times while on the job site. It is the responsibility of the contractor to provide all PPE equipment.

Additional Considerations:

Contractor will be permitted to wear jeans in the institution, however, shorts, green or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided.

Federal smoking policy on Federal property states that smoking is only allowed in outdoor designated areas. This policy will be strictly enforced.
