About this file
This document is a pricing template for federal contract proposals that requires submission of three separate cost summary spreadsheets in accordance with Federal Acquisition Regulation (FAR) 15.4 to ensure proposed prices are fair and reasonable.
The template mandates completion of a Prime Contractor Cost Summary for work performed by the prime contractor using its own forces without subcontractors, a Subcontractor Price Summary for each subcontractor (completed separately for each firm), and a Final Price Summary consolidating all costs from the prime and all subcontractors. Each spreadsheet requires detailed line-item breakdowns organized by description, unit of measure, quantity, labor rates per hour, equipment costs per unit, and materials costs per unit, with calculated line-item totals. Proposers must include overhead and profit percentages in the lower sections of each form, with the critical constraint that profit may only be charged by either the prime or subcontractor for work they complete with their own forces—preventing double-profiting on subcontracted work. The Final Price Summary aggregates all individual totals, adds insurance and bond costs (calculated as percentages), and provides a grand total. Additionally, proposers must complete a Collective Price Analysis Summary breaking down the total cost by materials, labor, equipment, indirect expenses for both prime and subcontractors, general and administrative costs, and net total. All blocks, including solicitation number and project title, must be completed, and additional line items may be added as needed.

PRICE SUMMARY SPREADSHEETS
In accordance with Federal Acquisition Regulation (FAR) 15.4 the objective of proposal analysis is to ensure the final agreed to price is fair and reasonable. The complexity and magnitude of each acquisition determines the level of analysis required.
Your proposal must be accompanied by the attached documents as applicable:
A. The first document is for your firm as the prime contractor. This breakdown is only for the work the prime will perform with its own forces (i.e., without subcontractors).
B. The second document is for subcontractor work only. This document should be completed for each subcontractor.
C. The third document is the Final Price Summary. This will include all charges from you as the prime and all subcontractors. All numbers must coincide with the previous documents monetarily.
A few notes:
*You may add additional lines if needed.
*Ensure you include your proposed percentages (%) in the lower blocks
ENSURE YOU COMPLETE ALL BLOCKS TO INCLUDE SOLICITATION NUMBER AND PROJECT TITLE.
