QUESTIONS AND ANSWERS

FCI BASTROP

15BBNF26Q50100001 – PROJECT 26Z5AL3

Question 1:

Please confirm whether the required NCIC/FBOP security clearance and background investigation for Contractor and subcontractor personnel will include multi-page background investigation forms, criminal background searches, credit checks, fingerprinting, badging, and any other FBOP-required screening or documentation. Please identify all required components of the security-clearance process so Contractors may account for the associated time and administrative requirements.

RESPONSE: If not exempted the items listed below are the required components of the security clearance process.

National Crime Information Center (NCIC) Check, Name Check, FD-258 Fingerprint Check, Completion of Application for Federal Employment, Completion of the Contractor Pre-employment Form, Completion of Release of Information.

Question 2:

Please confirm that the lift station, pumps, force main, and associated system have been hydraulically designed to provide sufficient pressure and total dynamic head to convey wastewater to the Corix/city sewer connection regardless of the elevation changes along the proposed force-main route.

RESPONSE: Yes, the system is designed to convey wastewater to the sewer connection through the force-main.

Question 3:

Please confirm whether the Contractor is responsible for providing protective casing or sleeving at locations where the proposed force main crosses drainage ditches and the required pipe cover cannot be maintained beneath the ditch. If sleeving is required, please provide the required casing material, size, limits, and installation detail.

RESPONSE: Sleeving is not required

Question 4:

Please confirm that the existing septic tank and associated piping are to be completely demolished and removed and will not be repurposed as part of the new system. Please also clarify whether the existing leach field is to remain abandoned in place or is to be demolished and removed.

RESPONSE: Existing septic tank and associated piping are to be demolished and removed as indicated on drawing P101.

Existing leach filed is to be abandoned in place as shown on drawing P101.

Question 5:

Please confirm whether a geotechnical report, soil borings, groundwater information, or other subsurface investigation is available for this project. If available, please provide the information and confirm the required allowable bearing capacity, foundation preparation, and base material for the lift station and Muffin Monster manhole.

RESPONSE: There is a not a geotechnical report for the area.

Question 6:

Please clarify whether the Contractor is responsible for repairs or modifications to the existing concrete culvert where the proposed force-main installation crosses or otherwise impacts the culvert. If repairs are required, please provide the anticipated limits and required repair detail.

RESPONSE: There should not be any culverts in the routing of the piping.

Question 7:

Please confirm whether the Contractor will be responsible for removal and replacement of the roadway pipe-jacking/microtunneling method cannot be successfully performed at the street crossing. If roadway excavation becomes necessary due to field conditions that prevent the specified trenchless installation, please clarify whether this work will be considered part of the base bid or handled as a changed condition.

RESPONSE: If unforeseen field conditions are discovered that would prevent directional boring notify project COR and engineer immediately for further review and consideration.

Question 8:

Please confirm that the Contractor is responsible for locating and protecting existing utilities; however, if the proposed lift-station location or pipe alignment encounters an unidentified or unforeseen underground utility that conflicts with the Contract Documents and requires relocation, modification, or redesign, such work will not be the Contractor's responsibility under the base bid and will be addressed through the Contract modification process.

RESPONSE: We are in agreement with this statement. If conflicting underground utilities are uncovered in the course of this project, alert the engineer and owner for a resolution.

Question 9:

Please clarify the anticipated groundwater conditions within the excavation areas and identify the permitted location and method for discharge of groundwater encountered during dewatering operations. If no groundwater information is available, please confirm that groundwater conditions encountered below grade will be evaluated based upon actual field conditions.

RESPONSE: Groundwater information is not available. Contractor is responsible for pumping groundwater out and discharging to stormwater runoff at a location determined by the project COR.

Question 10:

Please clarify who is responsible for furnishing the lift-station control panel and associated controls. Drawing E201 indicates the control panel is “provided by others” and connected by the Electrical Contractor. Is “others” in reference to the manufacture or owner?

RESPONSE: Controls should be provided by the manufacturer.

Question 11:

Please confirm that the contractor is expected to accept the project site access and work conditions as observed in the site walk?

RESPONSE: Reference SOW page 3 II.A.
