PROGRAMMABLE LOGIC CONTROLLER (PLC) CLASS
STATEMENT OF WORK
Subject
The Federal Bureau of Prisons intends to establish a contract for the provision of a Programmable Logic Controller (PLC) Class. Services are to be performed on-site at the Federal Bureau of Prison's Management and Specialty Training Center.
Place of Performance
Place of Performance will be located at Management and Specialty Training Center 11900 East Cornell Avenue, Unit C Aurora, CO 80014
Schedule
The contractor will provide training at the scheduled dates and times below. The contractor will be required to provide these services between the hours of 7:30am to 4:00pm;
1. Tuesday, March 26, 2019 through Thursday, March 28, 2019.
2. Tuesday, June 11, 2019 through Thursday, June 13, 2019.
The contractor shall furnish an invoice after the completion of each training class.
Specific Requirements
1. Contractor shall have a minimum of three years of experience (within the past 6 years) teaching, programming, and maintaining various PLC systems.
2. Contractor shall have at minimum 12 PLC work stations provided for students.
3. Contractor shall have at least 4 years of experience in the field of PLC programming.
4. Contractor must provide instructor biography which demonstrates the above mentioned requirements have been accomplished.
5. Upon award, and prior to this class, the contractor must provide a copy of the class agenda, slide show presentations, and lesson plans that the instructor utilizes.
6. Contractor shall be available for the scheduled dates of the courses.
Supplies and Equipment
Vendor Lab Requirements
- Provide hands-on non-vendor specific mock-ups for a variety of lab exercises.
- Provide non-vendor specific programming equipment.
- Provide all tools/devices related to the operation and maintenance of equipment used for course comprehension.
**All labs prewritten to execute. Labs used as a troubleshooting/execution identification tool.
Not logic development**
Description of Duties
The contractor will teach a 24 hour (3 day) course, on Programmable Logic Controllers (PLC).
The course should be designed for maintenance technicians and electricians to increase the student’s knowledge of PLC’s, understand the advantages of using PLC's instead of relay logic and be able to recognize the different hardware components of a PLC system.
The class will be a three (3) day course and contain up to 24 participants.
Training must meet at a minimum the following agenda items:
- Understand the advantages of using PLC's instead of relay logic.
- Recognize the different hardware components of the PLC.
- Understand how field devices such as push buttons, limit switches, and the like are connected to the PLC.
- Understand how PLC systems communicate.
- Understand the basic principles of troubleshooting a PLC system.
Input and Output (I/0) Modules
- Understand the internal workings of I/O modules and how signals from connected field devices are translated in the PLC.
- Know the different options available, such as voltages and number of points, for I/O modules.
- Understand how field devices are wired and connected to a PLC.
Addressing, Data Memory, and Scan Routine
- Understand module location-dependent addressing schemes.
- Understand how data from I/O modules are mapped into the PLC's memory.
- Understand PLC program execution and scan procedures.
Ladder Logic Basics
- Understand the differences between ladder logic and electrical ladder diagrams.
- Understand Relay-Type PLC instructions including question-asking instruction and action instructions
- Identify and understand relay-type ladder logic instructions. (XIO/XIC/OSR/OTE/OTL/OUT)
Documentation
- Understand how to locate the addressing information. (comments/nicknames/rung comments)
Timers and Counters
- Identify and understand timing and counting instructions.
- Understand how the different timing and counting bits are used for control.
(TON/TOF/RTO/CTU/CTD)
Software Tools and Troubleshooting
- Understand how to search, use cross-references, and use the search-and-replace functions.
- Understand how to use the Histogram.
- Learn how to handle a processor fault.
- Become familiar with the processor fault status file.
Registers and Register Type Instructions
- Understand the purpose and use for register type instructions. (MOV/CLR/COP)
Number Systems
- Be familiar with the different types of number systems. (DEC/BIN/OCT/HEX)
Data Comparison
- Understand comparison instructions. (GRT/LES/EQU/LIM/GEQ/LEQ)
Analog
- Understand the difference between analog and digital data.
- Identify and understand how the PLC processes analog data.
- Understand how to scale analog data.
Inputting and Outputting Numbers
- Understand the basics of inputting and outputting BCD numbers.
I/O Bus Networks
- Recognize the different methods for installing I/O bus networks.
- Understand communication methods and terminology related to network systems.
Communications and Messaging
- Understand the parameters and architecture of a RS-485 and Ethernet communication transport methods.
- Understand how to send messages and data between PLC's.
HMI Software Tools and Troubleshooting
- Recognize troubleshooting techniques for HMI/PLC problems.
The services, although not directly supervised, shall be reviewed by institution staff to ensure contract compliance. Contractor performance will be monitored by the COR and evaluated in accordance with FAR Part 42.
Facility Security
The contractor agrees to adhere to all regulations prescribed by the training facility for the safety, custody, and conduct of inmates.
While on training facility grounds and prior to departure, the operator, equipment, and vehicle shall be subject to security checks and inspections. The Government reserves the right for security reasons to prohibit certain vendor employees from entering the facility.
The Management and Specialty Training Center does employ inmate workers. Contractors entering the Training Center must complete and clear a background investigation, at no cost to the contractor. The one page background investigation form will be provided to the contractor upon award of the contract.
