USP ATWATER – SUPPLY AND INSTALL NEW COOLING TOWER
PROJECT 6B9H QUESTIONS & ANSWERS
SOLICITATION 15B61818B00000001
Panacea Group LLC:
1. Located within the footprint of CT-2 there are three (3) floor drains shown on drawing M2.1. Only one of the FS-1's are connected to the sanitary drain.
Please confirm the other two FS-1's can be deleted OR provide an updated drawing showing the routing of the sanitary drain to these two (2) additional FS-1's (the structural drawings show only 2 drains; how many do we really need??)
Clarification: FS-1 with Keynote 11 is the only floor sink. The other two floor sinks can be deleted.
2. Is there a required coating or other provisions for exposed bare piping? The condenser water piping out in the yard is non-insulated nor to the specifications call out for a coating to protect the piping from the elements. Please specify coatings/pipe protection or confirm bare carbon steel piping is acceptable.
Clarification: No coating required, but the new piping shall be primed and paint to match the color of the existing pipes.
3. Can connections to the existing system be made during normal working hours?
If not, when? How long can we be on a shut down? Must we perform hot taps & line freezes if we cannot do a shut down? Please clarify
Clarification: The system can be shut down for no more than four hours at any time if the ambient outside air temperature is 78 degrees or below.
4. Keynote 8 on Drawing E-1 indicates a new VFD is required for existing CT-1 Cooling Tower. Wiring Schematic only shows (1) VFD for CT-1 and there are 2 cells. Also, E-2 shows only a single VFD for CT-1 Note 2 and located in plain view inside the chiller room. There are (2) new VFD’s (one for each cell) required for CT-1.
Clarification: Provide second VFD to the second cell of existing CT-1.
5. Pump Schedule Note 3 indicate VFD Duty motors are required for new Pumps CWP-3 & CWP-4, but it doesn’t call out new VFD’s on Schedule or the wiring diagram on E-1. Are new VFD’s required for the new Pumps CWP-3 & CWP-4?
Clarification: No VFD’s required for CWP-3 & 4.
6. New Cooling Tower VFD’s are shown located in what appears to be inside chiller room in Detail 1-E-2 on drawing E-2. VFD Spec 262923 Para 2.8 A.
Enclosures lists various options for indoor locations. What enclosure type is required inside the chiller room? Note that NEMA 4 option includes an A/C unit strapped to the side of the enclosure and is extremely expensive. I don’t think NEMA 4 should be installed in this case.
Clarification: Provide with NEMA 1 Enclosure.
7. Regarding the equalizer line on page M2.1. It shows the point of connection being underneath the existing CT-1 with a 6” pipe connection. Please clarify the equalizer line connection and location
Clarification: The equalizer lie pipe shown is 12” on M2.01. Refer to Cooling Tower Equalizer Installation Note on M0.1 for more information.
8. Regarding the makeup water on page M2.1. Please clarify the connection point and if this is required to be insulated, and if so what insulation is required.
Clarification: Make up air does not have to be insulated.
9. During the onsite visit, we located three utility covers by CT-1. Please provide a drawing of the unground utilities in that area.
Clarification: Drawings are attached as requested.
10. Regarding Page M5.1, please provide a wiring diagram for BMS connections.
Clarification: See Note boxed on M5.01 regarding wiring information.
Stephens Construction Inc:
11. Is the Contactor responsible for programming the facility controls for the new cooling tower? There is reference to a “Controls Consultant” on the drawings, is that consultant hired by the Contractor or the Government?
Clarification: The controls contractor is responsible for all installation and programming of the control system. The controls contractor is hired by the contractor.
Clarification: Contact FBOP Facility for contact information of the controls contractor the facilities uses is Bedard Controls.
12. Does the Government have a preferred Controls Contractor?
Clarification: Bedard Controls
13. There was a great deal of discussion about staging a Connex box in the work area. Will it be acceptable to have a Connex staged adjacent to the existing cooling tower on the side opposite from where the new cooling tower is to be set?
Clarification: A Connex box can be placed adjacent to the existing cooling tower.
The government will require access to the Connex at all times.
14. Is there a height required for the routing of the electrical conduits thru the building?
Clarification: If EMT (Electrical Metallic Tubing) is used, minimum height shall be 10 feet from the floor. If RMC (Rigid Metallic Conduit) or RGS (Rigid Galvanized Steel), no height limitation but install to avoid obstruction.
15. During the site visit work hours were defined as between 7:00 AM and 3:30 PM, but then we were told that an escort would not be available until 7:30 AM.
Can we please have a definite description of work hours and procedures for checking into and out of the facility each day.
Clarification: Work hours will be from 7:00am to 3:30pm. All tools must be secured and crews ready to depart by 3:30pm.
16. Who is responsible for the chemical treatment?
Clarification: The contractor is responsible for a complete working system.
Treatment is conducted by Johnson Controls.
17. What is the elevation of the existing building floor, and what is the elevation of the new cooling tower pad to be?
Clarification: See structural plan sheets S-1 and S-2 for all information and details.
18. Detail 1 on Sheet M3.2 indicates triple duty valves on inlet and outlet of pumps, Sheet M4.1 only shows a triple duty valve on the outlet of the pump.
Where should triple duty valves be installed?
Clarification: Install triple duty valve at the discharge of the pump.
19. Abbreviation “RGS” on E2.0, and “GRC” on E3.0 are not defined. Please define these abbreviations.
Clarification: RGS: Rigid Galvanized Steel GRC: Galvanized Rigid Conduit.
20. Detail 3 on E3.0 indicates to “See Note 1”, there is no such Note that relates to the underground conduit.
Clarification: Disregard Note 1.
Site Visit Questions:
21. How often will these inspections be conducted and at what points of the completed work.
Clarification: An inspection will be conducted prior to the work starting and a punch list inspection will be completed at the end of the project. A Contracting Officers Representative will be onsite daily to answer any contracting questions.
22. Is the “inspector” on site or will work be held up due to waiting on an inspection
Clarification: No work will be held up due to inspections.
23. Is the expense of the background investigation on the contractor to pay for or the Federal Government pays for it.
Clarification: The Government Performs the background checks at no cost to the contractor.
File details come from the government source that posted it.
