About this file
This is Amendment 00002 to Solicitation 15B61026Q00000002 issued by the Federal Bureau of Prisons for the Metropolitan Correctional Center San Diego. The amendment, effective August 17, 2026, provides responses to four vendor technical questions regarding the replacement of a water distribution pump system at the facility located at 808 Union Street, San Diego, California 92101.
The amendment clarifies critical project specifications: only two 4-inch isolation valves require replacement along with one check valve; the freight elevator serving the basement has door dimensions of 47 3/4 inches wide by 83 3/4 inches high, a platform measuring 78 inches long by 48 inches wide, and a maximum load capacity of 3,000 pounds; demolition is limited to piping between isolation valves, with all piping from the building down to the isolation valves remaining in place and all piping after the valves requiring replacement; and the required pump is a Grundfos Hydro MPC-E 3CRE, 45-3-2, 3X460V or equivalent. The Grundfos product specification sheet details a pressure booster system with three variable-speed pumps (CRE 45-3-2 type), a flow capacity of 925 US GPM, nominal current of 79 amperes, and nominal power of 20.1 horsepower. The system includes integrated variable-frequency drive motors, stainless steel manifolds, check valves, isolating valves, pressure gauges, and a microprocessor-controlled CU 352 controller with advanced monitoring and control functions. The amendment also indicates that photographs and a site visit sign-in sheet are attached but not detailed in the text.

SF30 Block 14 Description of Amendment
Notice ID: 15B61026Q00000002 Project Title: MCC San Diego - Replace Water Distribution Pump - Project 26Z6AK7 Location: MCC San Diego, 808 Union Street, San Diego, 92101
A. SOLICITATION QUESTIONS AND ANSWERS
The purpose of this amendment (0002) is to provide responses to vendor technical questions submitted to Solicitation # 15B61026Q00000002.
Q1. Isolation Valve Quantity - The SOW states that (2) new 4-inch isolation valves are to be installed. Field verification confirms (4) existing 4-inch isolation valves are currently in place. Please confirm whether all (4) valves are to be replaced, or only (2), and if only (2), identify which valves are included in the scope.
A1. Only 2 valves need to be replaced along with 1 check valve. Pump make and model shall be Grundfos, Hydro MPC-E 3CRE, 45-3-2, 3X460V - OR EQUIVALENT. Attached is the pump spec sheet.
Q2. Provide the clear car dimensions, door opening dimensions, and load capacity of the freight elevator serving the basement. This information is required to confirm that the new pumps, valves, and associated materials can be delivered to the work area via the elevator, or whether alternate rigging and access provisions will be required.
A2. Elevator Door:
Width 47 3/4 in
Height 83 3/4 in
Elevator Platform:
Length 78 in Width 48 in Height 83 3/4in
Max Cap 3000 LBS
Q3. Confirm that demolition is limited to the suction and discharge piping between each respective set of isolation valves, with existing piping outside those limits to remain in place. If demolition is to extend beyond the isolation valves, please identify the intended termination points.
15B61026Q00000002 / 00002 Page 3 of 3
A3. All piping from building down to the isolation valves will remain. All piping after isolation valves will need to be replaced.
Q4. Provide the exact model of the Hydro Multi-E 3 pump system required by the
Government, including the full model designation and configuration (individual pump model and size, horsepower, voltage and phase, design flow and head, manifold and connection sizes, and control/enclosure requirements). This is required to confirm the correct unit at submittal and verify fit within the existing footprint and connection points. If an approved equal will be accepted, please confirm.
A4. Pump make and model shall be Grundfos, Hydro MPC-E 3CRE, 45-3-2, 3X460V - OR
EQUIVALENT. Attached is the pump spec sheet.

Product No.: 99689041
Pressure booster system supplied as a compact packaged assembly certified and listed by UL (Category QCZJ – Packaged Pumping Systems) for conformance to US and Canadian standards.
Approvals:
NSF61/NSF372 – Drinking Water and Low Lead approval. OSHPD Seismic certification available on MPC E CR(CUE) systems.
All pumps are variable-speed pumps.
Each pump is equipped with an integrated variable-frequency drive motor (MLE motor).
- Hydro MPC-E maintains constant pressure through continuous speed adjustment of the pumps.
- The system performance is adjusted to the demand by starting and stopping the required number of pumps and through parallel control of the pumps in operation.
- Pump changeover is automatic and depends on load, operating hours and fault.
- All pumps in operation will run at equal speed.
The system consists of these parts:
- vertical multistage centrifugal pumps, type CRE 45-3-2
- rotating pump parts in contact with the pumped liquid are made of ANSI 304 stainless steel as standard and available as ANSI 316 stainless steel as an option.
Pump bases and pump heads are made of cast iron (Class 30) as standard and ANSI 316 stainless steel as an option.
The pumps are equipped with the service-friendly cartridge-type mechanical-shaft seal HQQE (SiC/SiC/EPDM).
- Inlet and outlet manifolds are made of 316 stainless steel.
- Base frame is made of 304 stainless steel.
- One non-return valve (check valve) and two isolating valves for each pump.
- Adapter with isolating valve for connection of diaphragm tank.
- Pressure gauge and pressure transducer on each inlet and outlet manifold.
Dry-running protection is standard with use of pressure transducer on inlet manifold.
- Steel operating panel with UL Type 3R (MPC E CRE) or Type 12 MPC E CR(CUE) enclosure rating, including main disconnect switch, all required fuses, motor protection, switching equipment and microprocessor-controlled CU 352.
Diaphragm tank is available as an accessory.
Pump operation is controlled by CU352 controller, specifically designed to control parallel operation of multiple pumps with the following features and functions:
- PID controller with adjustable PI parameters (Kp + Ti)
