About this file
This is a Sole Source Justification memorandum from the Federal Bureau of Prisons (FBOP) Field Acquisition Office for a temporary contract award to SmartCare Government Group (DBA Kebros and Associates LLC) for medical services at the Federal Correctional Institution in Phoenix, Arizona. The memorandum documents the award of two task orders (15B60826F00000103 and 15B60826F00000104) against FSS Contract 36F79726D0023 for Radiologic Technician and Dental Assistant services from February through September 2026. The estimated contract value is $32,648.94 for Rad Tech services and $41,615.12 for Dental Assistant services, totaling approximately $74,264.06.
The justification for sole source award cites GSAM 538.7104-3(b)(iii), establishing that the award is in the best interest of economy and efficiency as a logical follow-on to the previously competed FSS order, and will prevent unacceptable delays in essential services for adult inmates. The incumbent contractor, SmartCare Government Group, located at 13975 Connecticut Ave, Suite 206, Silver Spring, MD 20906-2921, was selected to maintain service continuity while a new competitive solicitation is prepared to replace the expired FSS Contract V797D50497 (which expired February 14, 2026). The temporary award utilizes previously competed pricing and terms pending the new contract award. The contracting officer is M. Blaisdell, dated April 23, 2026.
