The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Replace Sewage Liner. The Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI Phoenix) located at 37900 N. 45th Ave., Phoenix, Arizona, 85086, intends to make a single award to a responsible entity that will provide all necessary labor, equipment, materials, and related services to de-silt and re-line Wastewater Ponds 5 & 6 at the Federal Correctional Institution (FCI) Phoenix. This work shall be performed in accordance with this Statement of Work. All recommendations suggested by the manufacturer will be included in the installation.

This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.

A summary of the requirements is as follows (Please see statement of work for complete requirements):

1. Provide all necessary labor, equipment, materials, and related services to de-silt and re-line Wastewater Ponds 5 & 6 at the Federal Correctional Institution (FCI) Phoenix. This work shall be performed in accordance with this Statement of Work. All recommendations suggested by the manufacturer will be included in the installation.

2. Contractor shall completely remove all sludge and any existing equipment and dispose of all items properly. Contractor will install all new equipment and liners, per all national/local codes, and Bureau of Prisons. This includes, but not limited to, de-silting the ponds, and installing synthetic liners in Ponds 5 & 6.

3. Contractor shall provide temporary and permanent erosion control and protection of disturbed areas.

4. Contractor shall work with existing topography. Design building, parking, and roadways to complement existing site contours by limiting cut and fill.

5. Contractor shall implement a stormwater management plan that results in no net increase in the rate and quantity of stormwater runoff from existing to developed conditions.

6. Contractor shall ensure that materials, testing, and installation of double-sided geo-composite gas venting system with geotextile are bonded to both sides of HDPE geonet triaxial flow structure.

7. Contractor shall furnish and install geotextiles including appurtenant anchors and connections required for compliance with Manufacturer’s installation requirements and this specification.

8. Contractor shall use adequate numbers of skilled workmen trained and experienced in necessary trades and crafts and completely familiar with specified requirements and methods for proper performance of Work of this section.

9. Contractor shall ensure that geotextiles factory testing shall be submitted per ASTM D4354- 12(2020) Standard Practice for Sampling of Geosynthetics and Rolled Erosion Control Products (RECPs) for Testing

1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.

2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
