CLARIFICATION SET NUMBER TWO
SOLICITATION NUMBER 15B51418B00000001
ABOVE GROUND STORAGE TANKS
FCI SEAGOVILLE, TEXAS
(1) Does BOP know how many of the existing Underground Storage Tanks are leaking?
ANSWER: There have been no known leaks of any underground tank at FCI Seagoville nor any Notice of Violations from TCEQ or EPA in regards to the UST's. The Statement of Work (SOW) regarding leaks is to test the soil and remediate as required (if required) and to provide a spill containment plan. If any contaminated soil is encountered and remediation is required, the contract will be modified to address the issue. SEE AMENDMENT #5.
(2) Does BOP have any estimate of how much diesel fuel and/or gasoline have leaked from the tanks?
See answer to #1 above.
(3) Is there any estimate of how long one or more of the tanks has been leaking?
See answer to #1 above.
(4) How old are the tanks?
ANSWER: The tanks were installed approximately in 1992. CLARIFICATION
(5) Are any or all of the tanks covered by the existing concrete slab?
ANSWER: All tanks are covered with concrete and the unleaded tank will be placed at the same location (above ground) as the existing. SEE AMENDMENT #5
(6) Is there any environmental report on these LUSTs whether conducted by BOP or DOJ or some other federal agency or whether conducted by a Contractor or consultant?
See answer to #1 above.
(7) Has the TCEQ taken any action or issued any notices concerning or in relation to these tanks or the leaking petroleum product?
See answer to #1 above.
(8) Has the U.S. EPA taken any action or issued any notices concerning or in relation to these tanks or the leaking petroleum product?
See answer to #1 above.
(9) The fuel is stated to be filtered and tested before being reintroduced into the new tank. In 3.1L it states the temporary tank should be compartmentalized, this would make it a 20,000 or (2) 10,000 gallon tanks and double for the gasoline also. This is not clear to the intent.
Contractor will have previously removed and stored existing products in tanks onsite. The temporary tanks shall be compartmented and the contractor shall test the fuel after the filtration process. Total amount of diesel fuel to be tested is no more than 10,000 gallons and unleaded gasoline shall not exceed 2,000 gallons.
Contractor shall report octane ratings, algae (ppm) and quality of fuel to the BOP before placement in the newly installed AST' s.
ANSWER: The intent is to store the fuel while the tanks are being replaced and then filtered and tested before reintroduced in the new tanks.. The fuel types shall be stored separately. The SOW lists no more than 10,000 gals of diesel and 2,000 gals of unleaded to be tested AND STORED. It will be our intent not to have very much unleaded. The institution has unleaded delivery once a month so with scheduling this tank could be about empty, however, bidders are to bid on the amounts listed as identified for testing and storage. CLARIFICATION and SEE CLARIFICATION SET NUMBER ONE.
(10) Is there specs on the Concrete paving replacement, thickness, reinforcement or mix design?
ANSWER: The paving replacement shall be to match the existing parking lot that was not excavated, not any less then 6", reinforcement shall be 5/8 rebar or greater. The concrete shall be of 4000lbs concrete or greater. SEE AMENMENT #5
(11) The tank removal are we doing the environmental testing and report preparation of the tank closure report and release determination that is required of the TCEQ?
ANSWER: Yes, CLARIFICATION AND SEE AMENDMENT #3 for website information provided.
