FMC Carswell – Questions and Answers from the site visit held on 2/10/2021 at 9:00 AM Solicitation 15B50521B00000001 – Replace Hot Water Heaters
Q1: Other than the scheduled water shut down for primary connection, all other work schedules will be what times, Monday through Friday, no nights, weekends or holidays?
A: As per the SOW work schedule will be Monday through Friday from 7:00 AM until 3:30PM. Any changes to the work scheduled can be proposed by the awardee to the COR after the notice to proceed is issued.
Q2: Once the water is scheduled to be shut down, it's expected that water will be turned back on within 24 hours, from that time frame. This will require a lot of manpower, working around-the-clock, will that be allowed?
A: Upon project award the contractor can submit a project schedule that will allow us to determine any extension to the time frame. The contractor will assume these additional costs in their bid for the project.
Q3: When corded power tools will be needed, will there be adequate locations, within 100' of any part of the job scope, for us to plug into the existing 120v, 20amp wall plug electrical outlet?
Will this pose any problem for safety or security reasons around the inmates?
A: The will be adequate locations and extension cords provided. All escorts will enforce security.
Q4: Will a copy of all pictures that were taken on site visit be made available?
A: All photos will be posted on beta.sam with this Amendment, physical copies will not be provided.
Q5: Will a copy of the engineered design of the new system, including but not limited to all details and spec sheets (need weights as well, for fork lift calculations) of the new equipment, valves, pumps, water softeners, ASME thermal expansion tank, tempering assembly or assemblies, BTU loads in comparison to existing, if water heater / storage tank pans will be required, as required in 2015 IPC code, etc.
A: This can be provided to the awardee of the contract.
Q6: Will a water riser diagram be provided showing the total number of linear footage of the new hot water circulating return line to be installed, along with pipe sizes and how many tie ins or connections will be made into the existing hot water system? The riser diagram should also show how many penetrations through all walls and floors per building level. Along with this specific information, provide an approximate, linear footage of the ceiling crawl spaces and how wide and tall are the crawling spaces?
A: A Water Riser diagram is shown on page P-5. All linear footages and penetrations can be determined from pages P-2 to P-4. All pipe sizes are on the diagrams. There are crawl spaces above all bathrooms with a span of 70 feet on each side of the access points outside of the mechanical room on each floor. There shall be 4 penetrations on each floor. Each crawl space chase has a width of 20 inches. The crawl spaces above the bathrooms are exceed 48 inches in width.
Q7: Due to the existing piping missing most of the pipe insulation, please provide the hot water temperature from the existing boiler outlet and at the furthest hot water outlet? This difference in temperature between the 2 points, needs to be given to the job planning engineer for the design of the new system, otherwise the new system will not perform as expected. You may consider adding more tempering assemblies closer to each group of hot water plumbing fixtures instead of
(1) or (2) large units in the mechanical room. This would allow you hotter water on the far end of the system and then drop the temperature. It would also allow for servicing of the units in sections instead of having the complete system down, all at one time. Do to Uponor pipe request, the higher temperature would need to be verified against the Uponor pipe rates. The new hot water circulating return line, should be 1" wall insulation all the way back to the mechanical room, if the design is following a code book.
A: Delta T= 18 Degrees Uponor PEX is rated at 200°F (93.3°C) at 80 psi (5.5 bar), 180°F (82.2°C) at 100 psi (6.9 bar) and 73.4°F (23°C) at 160 psi (11 bar). At 200°F at 80 psi, any hydronic application with water temperatures at or below this value is perfectly applicable for the product.
Q8: Will the new boilers require any modifications to the gas system other than mechanical room tie ins?
A: No
Q9: All existing water lines that will be replaced during the new work, pump replacement, etc., that are within 18" of the boilers or are larger than 2" piping, will type L copper be acceptable? Is all other piping to be used on the complete job expected to be Uponor from 1/2" through 2" ?
A: Type L copper is acceptable for the tie-ins to equipment to remain code compliant.
Q10: Where the copper is required, it will be very close to the pumps. This will cause electrolysis where electrical bond jumpers will be needed. Is that going to be in the awardee’s job scope? If so, where does the engineering have the connection points planned out and how far away, in length will that be?
A: The contractor is expected to engineer the connection points depending on what product is chosen.
Q11: Will it be the responsibility of the awardee to insulate all hot, cold and circulating return lines that are installed?
A: All new piping installed by the awardee will need to be insulated. Any existing piping that is currently not insulated will be completed by FBOP staff prior to commencement of the Project.
Q12: Will the awardee be responsible for hot and cold water bleed over or hydraulic balancing as part of the job scope without a change order?
A: The contractor shall follow the manufacturer’s recommendations for installation.
Q13: Will foam, piping insulation be accepted for this job? What wall thickness will be spec out?
A: Foam pipe insulation will be sufficient.
Q14: Will more days be allowed over the allotted 120 days, due to security, safety measures and other setbacks that will slow the work productivity time?
A: Per the SOW the job is currently estimated to last 120 days in total, in which we have already allotted days for setback instances. The Contracting Officer will hold a monthly progress meeting at which time the awardee can discuss with the CO and COR any lead time issues.
Q15: How old and how many GPM's are the existing shower heads? Has this information been given to the engineers designing the new system? It would be highly recommended that all shower heads be replaced to 1.5 GPM at a maximum to cut down on GPM demand on the system.
A: All shower heads installed in highrise have a 1.5 gpm flow rating.
Q16: What code book will be followed on this job, if any?
A: IPC 2015
Q17: If a code, such as 2015 IPC will be the standard, then the Uponor PEX piping that is required to be used, shall be strapped every 32" per code. Based on the site visit there is a lot of uninsulated and unstrapped Uponor pipe existing onsite that will remain in place, due no room or access to the chase walls or crawl spaces. Question is, will we be able to do the exact same, no insulation or strapping where there is no room or access ? If we are required to follow code rigidly, it will require the opening of walls, I believe? This would require a lot more information to get a fair and accurate bid put together.
A: All new piping will require insulation. Any existing piping that is currently not insulated will be completed by FBOP staff prior to commencement of the Project.
Q18: Will the existing electrical wiring be the same, voltage, phase, amps to reconnect to new equipment? If not, will the electrician need to be added to our quote?
A: The contractor will be required to provide new wiring to the adjacent room to the existing MDP.
Q19: The manufacturer of the boilers will require an authorized contractor to perform the start up on the units. They will need to bring in tools. How much time should be allowed for there time to get on base and prison security, with all tools needed for the boiler start ups?
A: Every contractor that enters the confine of the Institution shall afford time to inventory in-out all needed tools as well as time to enter the base.
Q20: Will the service vehicles, delivery vehicles, conex boxes and or trailers be allowed to remain outside the security gate during the duration of the job?
A: All service conex boxes and trailers will be be allowed to placed in an area near the security rear gate or our outside warehouse buildings. The specific located will be decided after contract award.
Q21: When we transfer materials and equipment or tools in through the security gate, all the way to the work area all through and each day, will we be allowed one or more rolling carts for transport?
A: Yes, but it will be depending on the size. Assume for a cart size that can fit through a normal three foot wide opening.
Q22: When equipment, such as a large construction forklift is inside the security gate, what are the security and safety requirements going to be?
A: The forklift will be escorted the entire time in use and will not be left unattended at any point.
Q23: For the majority of the materials to be provided and installed, will we be allowed to use the elevator, not climbing stairs?
A: The freight elevator will be used to access majority of all areas. Please note that there is an opening to bring in equipment on the third floor.
Q24: What is the coverage amount required for the COI? What name should we put on the COI? Is the COI required upon submission or before starting the work?
A: For the Certificate of Insurance, yes the awardee must provide it for work on any Federal Instillation. Please review the solicitation for this information.
Q25: What is the bond requirement for this job?
A: The bonding for bid bonds and payment bonds are fully identified in the solicitation.
Please review to obtain the proper information.
Q26: In reference to this bid, do we use the plumber pay scale not pipe fitter?
A: Use the wage rates as posted on beta.sam with the solicitation.
Q27: There is no mention of insulation requirements. Is insulation required and if so, please provide size, thickness, ect.
A: All new piping will be insulated. Sizes of pipe are on specifications. The contractor must follow 2015 IPC requirements for insulation size.
Q28: No Specifications were provided for piping material, please provide desired materials.
A: Type L copper, and Uponor pex
Q29: Can multiple trades be working in different areas of the project at the same time? (How many escort/guards will be available?
A: The contractor can bring all specific/professional trades to complete the project installation. No more than 2 escorts will be provided unless arrangements are made in advance.
Q30: The SOW States, “No interruption of service shall last longer than six hours”. This may not be possible since the new Water Heaters are going back in the same location as the existing Water Heaters. Is it expected that the awarded contractor will provide temporary heating? If temporary heating is required, please indicate a safe and secure location to place temporary equipment while work is to be performed.
A: Upon project award the contractor can submit a project schedule that will allow us to determine any extension to the time frame. The contractor will assume these additional costs in their bid for the project.
Q31: The SOW states that the contractor shall install a 3 HP circulation Pump. Please provide details on what the Basis of Design was on this pump and where it will be located on the drawings. If no basis of design, please provide performance specifications for the needed 3 HP circulation pump.
A: The basis of design installing a Lochinvar Armor 2000K was used to determine the use of a 3HP circulation pump. The contractor shall decide on a HP if needed depending on the system that is selected.
Q32: The removal and replacement of the triplex pump will probably take longer than 5 hours.
Could this timeframe be extended and if so for how long? (Plumbers and electricians working on same equipment in small workspace.
A: Yes, A timeframe over 5 hours can be considered with one week notification prior to address any institutional needs.
Q33: Please confirm that the entire existing flue ductwork is not required to be replaced.
Awarded contractor may provide new flue ductwork that will connect to the existing flue ductwork in the mechanical room.
A: The contractor can use the existing flue ductwork. The contractor shall install any new flue ductwork from the top of the new water heaters to the bottom of the ceiling. Refer to the additional photos.
Q34: Drawing P-5 states “Building Recirculating Filter & Mixing Valve”. Is this existing equipment or to be provided new? If new, please provide basis of design or performance specifications.
A: This will be provided new. The drawing is based on typical/universal plumbing set-ups.
The contractor shall follow the manufacturer’s requirement depending on the selected water heater system.
Q35: On Drawing P-5 - Can you confirm there only 4 connection points for the New Hot Water Return piping as shown in detail no. 3 and where would those tie-ins are located?
A: There should be 8 connection points. The water riser isometric drawing only shows one side. Tie-ins start from the third floor and run through the penetrations.
Q36: Drawing P-4 - Please provide piping sizes for all new pipe for bidding purposes.
A: All pipe sizes are located on the specifications.
Q37: Please provide any testing of pipe, water or completed system that will be required prior to project completion.
A: Yes, testing of water pressure, leaking equipment and/or failed pipe installation and equipment operation will need to be completed before the project is deemed complete.
Q38: Please provide the number of calendar days allowed for project completion.
A: Project is 120 days.
Q39: The past performance information states “Forward this document to at least 5 companies/Government agencies who you have current work or have completed work within the last 24 months”. If we have multiple projects with the same government facility, can each project count towards the 5?
A: If the project manager is different for each project that will be acceptable, if it not, please provide different projects.
Q40: Will completed CPARS suffice in place of questionnaire?
