About this file
This is a Sole Source Justification memorandum from the Federal Bureau of Prisons (FBOP) Field Acquisition Office for a temporary task order award to provide Dental Hygienist services at FCI Big Spring, Texas. The memorandum, dated May 6, 2026, justifies the award to the incumbent contractor, Nitelines USA INC, based on the legal authority in GSAM 538.7104-3 for sole source orders placed against Federal Supply Schedule (FSS) contracts.
The temporary task order (15B50326F00000082) is valued at $44,132.00 through September FY26 and is issued against FSS Contract Number 36F79721D0140. Nitelines USA INC, located at 2180 Satellite BLVD STE 400, Duluth, GA 30097 (UEI: U7CXNS7WKN27, Phone: 678-894-7623), is being awarded this order as a logical follow-on to the previously expired Blanket Purchase Agreement (BPA 15B50324A00000106, which expired December 1, 2025). The justification cites both economy and efficiency considerations as well as the need to prevent unacceptable delays in this essential service for incarcerated individuals. The temporary award utilizes previously competed pricing and terms and will remain in effect until a new competitive contract is established through a Request for Contract Action packet currently under development.

However, an ordering activity must justify its action when awarding on a sole source basis in accordance with this subsection. GSAM 538.7104-3(b) (iii) The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis
The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need;
Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized;
The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis;
It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA; or
A law expressly authorizes or requires that the purchase be made from a specified source.
Other
Rationale/explanation to support cited authority: It is in the best interest of economy and efficiency due to it being a logical follow-on to an FSS order already issued on a competitive basis. Moreover, it will prevent unacceptable delays in required services.
