About this file
This document is a Non-Competitive Memorandum for Simplified Acquisition Actions for the DOJ/Bureau of Prisons at FCI Pekin, IL. The memorandum justifies a sole source acquisition for ambulance services to transport inmates to area hospitals. Market research confirmed only one SAM-registered vendor, Peoria Hospitals Mobile Medical Services, is available in the local area. The estimated contract value for FY 26 is under the Simplified Acquisition Threshold at $210,000.00.
The document provides justification for the non-competitive procurement under 41 U.S.C. 253 and 41 U.S.C. 1901(e), noting that Peoria Hospitals Mobile Medical Services has successfully provided these services in the past and their pricing is considered fair and reasonable. Health Services and Contracting personnel will continue to monitor the marketplace for potential competitive opportunities, with a commitment to award future requirements competitively if such opportunities arise. The memorandum is signed by Gary M. Kurtz, Supervisory Contract Specialist, on 10/22/2025.
