STATEMENT OF WORK

PROTESTANT SPIRITUAL GUIDE/FACILITATOR

I. Introduction:

The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award in a firm-fixed unit price indefinite delivery/requirements type contract(s) for the provision of a Protestant Spiritual Guide/Facilitator for the United States Penitentiary, Leavenworth’s Life Connections Program (LCP). The contractor shall provide inmates guidance to successfully complete the program and reasonable and equitable opportunities to pursue religious beliefs and practices.

II. Description of Duties:

The Protestant Spiritual Guide/Facilitator shall be responsible for providing religious instruction and leadership for inmates who are active participants in the BOP Residential Faith-Based Pre-release Program at the United States Penitentiary, Leavenworth. The contractor shall provide Protestant services utilizing LCP’s material and the topics listed below in a correctional setting (Other protestant topics may be addressed as determined by the Supervisory Chaplain and LCP Chaplain).

These programs shall instruct inmates in the on-site LCP. The classes shall consist of religious based instruction on the following topics; how to live with integrity, how to grow spiritually, how to be a spiritual leader, criminal thinking, impact of crime on victims, and any other subject mutually agreed upon by the contractor and the Supervisory Chaplain and LCP Chaplain. The Instructor will also be responsible to encourage the inmate’s participation in all aspects of the LCP, i.e. journaling, attendance, discussion, accountability groups, service projects and victim impact discussion. The overall result of the instruction should be a reduction in recidivism and disciplinary programs.

These programs provide inmates with intensive opportunities for spiritual growth and deepening their religious roots by sharing common space and programs for the purpose of personal transformation and reducing recidivism. Inmates will participate in religion specific and inter-faith program components designed to bring restoration with God, family, community, and self. The program’s design will increase religious understanding and respect among inmates of various faiths; will connect each inmate with a spiritual mentor; and will link participants with a faith community at their release destination in order to enhance community reintegration. Another component of the program will initiate specific Victim Impact programs to assist Inmates in claiming responsibility for their actions and making amends with victims, family, and community.

The program will enlist partnerships with individuals and organizations in its efforts to lower recidivism and facilitate spiritual growth and personal change. Volunteers, contractors, mentors, sponsoring religious congregations and organizations are all essential partners in the program.

Selected contractor will need to be proficient in the use of computers (Word, Excel, Internet, etc.) as this is an essential part of their duties as a Protestant Spiritual Guide/Facilitator.

Selected contractor will assist the LCP Chaplain with the implementation of any other Protestant based instruction that is deemed necessary by the LCP Chaplain and Supervisory Chaplain.

The goal of the BOP Residential Faith-based Pre-release Program is to provide inmates living in a shared living space with intensive opportunities for holistic life restoration for the purpose of reducing recidivism and enhancing prison management.

III. Method of Instruction:

Selected contractor will provide religious instruction based on their own expertise as it relates to the core curriculum materials. The contractor will work closely with the LCP Chaplain, and other program staff to assist in the development of the program and to gauge the progress of individual participants. Consultations will be held with the Supervisory Chaplain and LCP Chaplain as needed. Although the instruction will follow the tenants of Protestant teaching, the contractor will also work with participants who follow other religions. The contractor will analyze the effectiveness of each class taught in the LCP and suggest workable methods of improving them. The contractor will also serve as a source for addressing faith specific (Protestant) issues within LCP.

IV. Management:

The contractor will be monitored by the Supervisory Chaplain and LCP Chaplain. The contractor shall attend all training required by the BOP for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls, or government training sessions for Institution staff on contract time or as a consideration of the contract. The contractor may attend team meetings, departmental meetings, or other meetings relating to the involvement of the services to be provided by terms of the contract. Some meetings will be required and accomplished on contract time.

V. Placement of Performance/period Performance

The services to be provided will be accomplished at:

VI. Supplies:

All supplies the contractor may routinely need will be provided by the institution. These supplies will normally include any materials needed to perform the services covered under this contract.

The contractor performing these services at United States Penitentiary, Leavenworth shall wear professional clothing in accordance with the dress policy of the institution.

VII. Minimum requirements for Religious Services:

The contractor shall possess, at a minimum, a Bachelor’s Degree (Master’s preferred) from an accredited college or university, with a major in some form of religious studies or a field that would assist in the implementation of the LCP’s overall mission.

The contractor shall possess a letter of endorsement from their Protestant Church/Denomination recognizing them as a congregational leader and two letters of reference from individuals who are aware of Protestant Spiritual Guide/Facilitator’s performance. Ordination by a Government recognized denomination is preferred.

The contractor shall have a minimum of three years of documented and continuous experience as a leader within the Protestant Church.

Selected contractor shall possess, through combination of education and experience, an in depth knowledge of a broad variety of religious traditions and the ability to interact and manage such traditions. The contractor should possess a knowledge of federal laws pertaining to the religious rights of inmates.

The contractor shall have demonstrated excellent inter-personal communication and leadership skills.

The contractor should have experience and demonstrable success in managing multiple tasks in the coordination of daily activities involving numerous and diverse groups of people in a religious setting or re-entry type atmosphere.

It is preferred that the contractor possess experience or knowledge of managing inmates’ religious needs in a correctional setting and be able to demonstrate skills in following instructions such as correctional techniques, spiritual leadership, and inmate management.

It is strongly preferred that the contractor possess skills in computer use, (Adobe, Word, Excel, Power Point, etc.).

VIII. Additional Requirements:

All quoters need to include with their quotes all of the following information:

Attached forms, “Credentials of Religious Services Contractor,”

Two personal references.

One letter of endorsement from your local religious organization.

All information provided will be reviewed by BOP staff, quoters may be requested to submit additional documents for review or be interviewed by BOP staff.

QUOTERS FAILING TO SUBMIT ANY OF THE REQUIRED DOCUMENTS OR

PARTICIPATE IN AN INTERVIEW (WHEN REQUIRED) WILL BE REMOVED

FROM FUTURE CONSIDERATION FOR AWARD. QUOTERS PROVIDING

UNFAVORABLE RESPONSES TO THE CREDENTIALS FORMS, OR IN THE

INTERVIEW, MAY BE INELIGIBLE FOR AWARD.

IX. Work Management

The successful contractor will be required to follow any and all applicable guidelines for the services to be provided. He/she will also maintain accountability of all Government furnished materials, supplies, and equipment. The contractor will sign the provided log or sign-in sheet as documentation for sessions worked and for security purposes.

X. Inmate Management

Provision of services under this contract will require frequent, unsupervised contact with inmates. The contractor will not be responsible for the management of inmates other than to ensure that those inmates involved in activities within the contractor’s scope of services shall abide by all rules in effect to ensure their safety and well-being. The successful contractor must attend the Institution Familiarization Program as required by

BOP policy. The contractor shall incorporate the time and cost for attending the Institution Familiarization Program into their quote. He/she is to be constantly aware of security and maintain a professional relationship with inmates at all times. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the United States Penitentiary, Leavenworth.

The contractor will be required to provide documentation to the Contracting Officer’s Technical Representative (COTR), or designee, any infractions of institutional rules and regulations by inmates for proper action. The contractor will familiarize himself/herself with the BOP relevant policies (i.e. Religious Services manual, Key Control, etc.) rules and regulations and agree to abide.

XI. Institution Security

The contractor agrees to adhere to all regulations prescribed by the institution in regards to safety, custody, and conduct of inmates. The BOP requires all non-employees to sign in and out of the institution for security reasons. Additionally, the contractor will be required to wear an ID badge, provided by the Government, at all times within the confines of the institution. The contractor shall submit to a background investigation and drug testing and attend an orientation program prior to assuming duties within the institution. Reimbursement to the contractor for time spent in security/orientation related training will be at the contract rate, prorated hourly. The contractor providing services within the confines of the designated Institution shall have a complete background investigation conducted in accordance with the BOP Program Statement 3000.03, as designated in the Personnel Manual. The following investigative procedures will be applied and appropriate forms completed before an individual is permitted inside the institution:

National Crime Information Center (NCIC) Check DOJ-99 (Name Check) FC-258 (Fingerprint Check) Law Enforcement Agency Checks Vouchering of employers over the past five years Resume/Personal Qualifications OPM-329-A (Authority for Release of Information) Completed Contractor Pre-Employment Form National Agency Check and Inquiries (NACI) check (if applicable); and Urinalysis (if the test is positive the contractor shall be disqualified from being awarded the contract).

By submitting a quotation, the quoter agrees to complete the required documents and undergo the above listed procedures. A contractor who does not pass the security clearances will be unable to perform services under this contract. The final determination and completion of the security investigation procedures will be made at the sole discretion of the institution. All persons are advised that a urinalysis test for the detection of illegal drugs usage shall be performed. Any contractor testing positive shall be disqualified from performing under the resulting contract. Any contractor deemed not suitable by the BOP requirements will not be granted access to perform services under the contract; this is a condition of the contract.

The contractor will possess the knowledge and expertise necessary to work with minimum supervision.

XII. Miscellaneous Information

This is a contractual agreement and not a Civil Service appointment. As specified in FAR

37.101 “Non-personal Service Contracts” means a contract under which the personnel rendering the services are not subject, either by the contractor’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. All duties outlined in this Statement of Work shall be performed in accordance with standards and methods generally accepted within the Contractor’s own field of expertise. Payment shall be based on the accomplishment of specific results, and the results to be obtained shall be entirely within the Contractor’s own unsupervised determination. The Contract Monitor (CM) will periodically evaluate the contractor’s performance of the contract. In this evaluation, the performance of the Protestant Spiritual Guide/Facilitator will be evaluated by the CM. If the performance of the Protestant Spiritual Guide/Facilitator is deemed unacceptable based on the CM that contractor will no longer perform those duties. In this event, the contractor will be responsible for replacing the contract Protestant Spiritual Guide/Facilitator.

XIII. Payment Terms

Contractor must provide a means of electronic payment to include bank routing and account number.

The contractor shall provide a monthly billing statement to the United States Penitentiary, Leavenworth Accounting Department which accurately reflects days worked, number of sessions and the total amount due for the previous month’s services.

Payment terms as specified in FAR 52.212-4(g), the due date for making an invoice payment by the designated payment office shall be the 30th day after the designated billing office has received a proper invoice, or the government accepts the services performed by the contractor. The contractor can however offer discount payment terms for prompt payments as specified in block 12 on the SF-1449 form of this solicitation.

Half sessions will not be authorized for payment.

If the resulting contract is made to an individual, the provision of these services has been determined to meet certain criteria for creating common law employee relationship.

Therefore, the BOP is responsible for the payment of FICA taxes (7.65%) and the withholding of the individual’s taxes. These responsibilities apply only when award of this solicitation is made to an individual. It does not apply to companies or individuals who are incorporated. For evaluation purposes, an additional 7.65% will be added to the price submitted by individuals who are not incorporated.

In order to ensure proper preparation of their bi-weekly payment voucher, all hours worked must be documented by the contractor, showing the hours worked during each visit. Documentation will be provided on a “Log of Consultants Visit” form with each entry being signed by the Contractor.

SCHEDULE OF ITEMS FOR RELIGIOUS SERVICES:

The Protestant Spiritual Guide/Facilitator shall provide up to 30 hours each week of religious instruction and counseling in conjunction with the core curriculum topics of the Residential Faith-Based Program. There are an estimated 1500 sessions per year. A session is defined as (1) one hour in duration. The schedule may include some weekend and/or evening hours based on program needs.

No individual may work more than 30 hours per week.

Note: There will be a processing time at the institution prior to admission that should be reflected in the price quote session.

Terms of the contract will be for a base period of effective date of award through 12 months from effective date of award with four 12-month options for renewal. The contract will require the contractor to operate a system of records and will require adherence to the Privacy Act of 1974. The system of records will be in accordance with inmate records. The contractor is not authorized to disclose this or any information pertaining to inmate records to any non-BOP source. Any requests for such information shall be forwarded to the Contracting Officer for proper disposition.

The Government will make an award to the responsible quoter whose quote conforms to this solicitation, and is considered the best value to the Government.

XIV. Contract Pricing

The contract rated for these services shall be on a per session basis. Session lengths are defined as one (1) hour. Quoters are required to submit a completed copy of the following quote forms, located below, inclusive of the base year and all option years.

Pursuant to FAR 17.203(b), the Government’s evaluation shall be inclusive of options.

Pursuant to FAR 17.203(d), quoters may quote varying prices for options, depending on the quantities actually ordered and the dates when ordered.

The contract rates shall include all charges for providing Protestant Spiritual Guide/Facilitator Services.

Services are required to be provided in accordance with the Statement of Work, Section A.1 of this solicitation. Quoters are required to submit a completed copy of the following quote forms, located below, inclusive of the base year and all option years. Pursuant to FAR 17.203(b), the Government’s evaluation shall be inclusive of options. Pursuant to FAR 17.203(d), quoters may offer varying prices for options, depending on the quantities actually ordered and the dates when ordered.

XV. Evaluation Criteria

Evaluation will be based on the following factors: Past Performance, Education, and Price, with Past Performance more important than Education, and Education more important than Price.
