09/10/2019: Government Answer

A: 1. The Government has submitted questions the Subject Matter Expert for review. The

Government has determined that the release of information regarding the end-use of the steel is irrelevant to the solicitation, and shall have no impact on the final outcome of the solicitation or the project as a whole.

Q: 2. Are partial shipments allowed?

09/12/2019: Government Answer

The Government Subject Matter Expert has determined that Industry standard for this quantity of steel is generally 30 Days ARO. The Government has included an additional 15 days to the standard delivery to allow for any cutting/shearing that will be required to meet the

Government Requirement.

A: 2. The Government has determined that partial shipments can be accepted, however, the final shipment must be received on or before the 45 Day ARO requirement.

09/12/2019: Offeror Question

Q: 1. Is there any special requirement for metal finish or edge?

09/12/2019: Government Answer

A: 1. The Government has submitted questions the Subject Matter Expert for review. The

Government has not requested any finish specification to the metal or edge. As a result, the panels shall not be galvanized, painted, or otherwise have any type of extra coating applied that could interfere with a welding process. Minimal amounts of factory applied oil/lubricant/rust inhibitor or other industry standard application of protectant has been deemed acceptable.

Regarding the edge finish, the Government has not identified how contractors are to meet the steel plate size requirements. If cutting/shearing is required, the tolerance per panel shall not exceed 1/16” plus or minus per panel. Any method of cut/shear shall result in a straight, uniform, precise, and “clean” cut edge. Excessive Top spatter, Burr, Dross Build-Up, or other cut flaws that may interfere with the final use may be rejected by the Government.
