About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for the emergency repair and replacement of a 500KVA transformer at the Federal Correctional Institution (FCI) Englewood in Littleton, Colorado. The transformer failure caused a loss of power to critical areas of the institution including the control center, special housing unit, administration building, and medical facilities. The JOFOC cites the statutory authority under FAR 6.302-2 for unusual and compelling urgency, as a delay in repairing the transformer would seriously impact the facility's operations and security. The estimated cost for the labor, materials, and equipment to remove the old transformer and install the replacement is not to exceed $227,940. Due to the urgent nature of the requirement, a synopsis notice was not required. The Contracting Officer will analyze the pricing for reasonableness. The related federal contract opportunity involves the award of a contract (15B40324C00000041) to an unknown vendor on May 9, 2024 to perform the emergency electrical repair.
