QUESTIONS AND ANSWERS
15B40222Q00000006 – ASBESTOS ABATEMENT AND TANK REMOVAL
FPC DULUTH - PROJECT 4D2J
1) Per Minnesota Department of Health Asbestos regulations, a 5 stage Decontamination unit must be constructed for friable asbestos abatement. There is no way that the D-Con unit will fit inside the boiler room due to lack of space. Knowing that security is an obvious priority please confirm that we will be allowed to construct D-Con outside the Boiler room.
Answer: Yes, a decon area can be constructed outside the mech room.
2) Having to notify the state and EPA 10 working days prior to starting abatement, then the actual abatement and to be followed by the torching/cutting of the metal tanks/vessels which will take weeks due to lack of space and many obstacles, 21 days is just not feasible to complete this project , Would you consider the time for completion at 60 to 90 days?
Answer: 60 days
3) In order to remove the vessels/tanks they will have to be torched in place in manageable pieces, as they are now there is no way to access them without damaging/braking other items in the way boilers, piping expansion tanks, wires, valves etc. Are you willing to move, relocate anything that is in our way to safely access the vessels/tanks or will that be left to the contractor? If you are to do we can discuss and mark out items at the Pre Con meeting that you would have to relocate.
Answer: we can accommodate moving items within reason. Can be discussed at pre con meeting.
4) Please confirm that you will drain the vessels/tanks .
Answer: Yes, we can drain the tanks prior to construction/abatement
5) Please confirm that you will disconnect all piping et. currently connected to the vessels/tanks.
Answer: Yes, all plumbing will be disconnected/removed prior to construction/abatement
6) Please confirm that you will move relocate the vertical hot water boilers that are in proximity to the vessels/tanks so we can gain access.
Answer: We will re-locate to the best of our ability the hot water heaters.
7) Will you provide a metal recycling dumpster for the vessels/tanks to be disposed of.
Answer: We can supply metal recycle dumpster.
8) Do we have to remove daily all torch cutting equipment, ladders, scaffold, acetylene, oxygen, hoses
et. or can they be left and locked up in boiler room.
Answer: Gas tanks and ladders will need to be removed daily and can be stored in another secured location, will be discussed at pre-con meeting.
9) When torch cutting there will be lots of smoke, are there fire alarms in the boiler room? If so will you shut them off or isolate them or will the contractor be responsible.
Answer: Please use fans/proper air ventilation while torches are in use. There are only heat detectors in the mech rooms.
10) It is inevitable that the grass outside the boiler rooms will get damaged due to , D-Con construction, many trips taking the metal out etc. Will the contractor have to repair the damage?
Answer: No, the contractor should not have to worry about the grass/landscaping under reasonable wear and tear.
11) Will NCIC checks be required for all employees?
Answer: NCIC's will need to be completed by all outside contractors/employees prior to entering property.
12) Would it be possible to work on weekends?
Answer: No weekend work is permitted.
13) Will a gangbox for tools be allowed to be left in the boiler room padlocked?
Answer: A double locked gang box will be permitted to be left in mech rooms Daily inventory will be required on all tools left in the gang box. This will be discussed at pre-con meeting.
14) Is the contractor responsible for hiring the 3rd. party air monitor for all Asbestos testing?
Answer: FPC Duluth will have 3rd party complete a air quality test.
