About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for the renewal of a building automation system (BAS) maintenance and testing service contract for the Bureau of Prisons' Metropolitan Correctional Center in Chicago, Illinois.
The JOFOC states that the incumbent contractor, Kirwan Mechanical, is the original designer of the BAS system and the only authorized provider for maintenance and testing services. Procurement through full and open competition is not feasible, as service by any other company would void all warranties. The estimated value of the renewal is $26,760. The contracting officer has determined this price to be fair and reasonable. Due to the urgent need to ensure the life safety of staff and inmates, the government is justified in foregoing full and open competition under the "unusual and compelling urgency" exception. The contract was awarded to Kirwan Mechanical through a sole source justification on October 7, 2024 under Solicitation Number 15B40125P00000032.
