MCC Chicago 22Z4A7 Forensic Psychology Unit Shower Restoration Questions

1. Will an additional Pre-Bid Conference be scheduled at a later date and/or allow the contractor to review the site before the bid date?

(Contractor submitted a NCIC clearance on 11/29/2022 and never received an update rather approved or not approved.)

NO

2. The period of performance is only for 40 days, from our review, this period of performance timeframe will need to be extended in order to allow for proper construction methods such as curing, material lead time, job scheduling, NCIC package clearances? Will this be considered by the Owner?

YES will be extended to 140 days

3. The SOW states that the CMU wall will need a Block Filler applied to the walls and ceilings. For the NEW CMU wall installed, Block Fillers require a 30 Day cure period for newly installed CMU before application. This would require additional time for period of performance.

4. Will testing be required on the grout fill for the CMU wall?

The 3000 PSI grout being used will be inspected by BOP escort

5. Being there is an existing concrete ceiling in the shower rooms, will the contractor need to notch the CMU top course to allow for proper grouting and/or can the contractor leave a 2”- 3” space to allow grouting of the top courses and then install a high compressive strength grout at the top of the CMU wall?

6. Per the submitted question recently answered, it seems badging will be a requirement. It takes a few days to have available and potential contractors complete the long forms to be submitted for review and approval. It also take HR from the owner a few days to complete processing. Is this included for the 40 day period of performance?

NO

7. Per the SOW, it states the Contractor is required to have a temporary field office with proper utilities, will that remain a requirement? It states in the Pre-Bid meeting minutes that no temporary office will be provided. Could this be clarified?

There will be a secure area inside the building to stage materials, tools, and have safety meetings for the contractor.

8. Will MCC Chicago have their Scope of Work per the SOW accomplished before the Contractor arrives on-site?

YES

9. Will the Contractor have access to both shower units simultaneously?

This shall be bid as 2 separate installations; showers will not be available simultaneously. This will be an active unit with inmates that will need to shower daily.

10. Will the Owner provide an updated drawing? The Drawing provided does not print well and/or is unreadable in certain areas.

NO, Adequate drawings were provided

11. Per the original Pre-Bid Meeting, there is a note stating that the project is located outside of the institution, could this be clarified? What will be the procedures for entry and exit? Is this in a inmate populated area?

All work is being performed in the secure part of the institution and will be in an inmate populated area.

12. With no parking available to the Contractor on the premises of the facility, will the Contractor be able to unload material and/or equipment at the entrance/contractors gate of the facility and then allowed to park at a public parking location?

Yes, we have a dock that all materials can be unloaded.

13. Will the contractor be allowed to store materials in the project site location?

YES

14. Will the contractor be allowed to be stored in a secured tool box in the project site location?

YES

15. What power sources are available to the contractor in the project site location?

208 3 phase (4wire) and dedicated 120V circuits

16. What will be allowed for the contractor to use to bring materials and tools to the 13th and 14th floor of the facility?

Contractors should bring carts

17. The SOW states the contractor will be responsible for repairing and patching the walls of dings and holes. What would be the approximate square footage the contractor should anticipate to repair?

200 square feet

18. Are speed bumps required at the entrance of the showers?

NO

19. Per the SOW, the patent holder specified is PrimeCoat. Prime Coat does not sell the specified product to Contractors but will only provide pricing for material and installation. What equivalent products can be used for this project being that there will be no equivalent products due to patent infringements?

Equivalent products can be submitted, and it will be determined if the product is technically acceptable

20. Due to the preparation work before Epoxy Installation, will weekend work be allowed? During the installation of epoxy based systems in Prison facilities, timing of epoxy system installation can be tricky. Per Manufacture requirements, you can go no more than 24 hours between coatings and there may be times that the contractor needs weekends in order to apply coatings within allowable timeframes.

21. Will MCC Chicago provide joint sealant at all appropriate locations such as plumbing fixtures?

NO

22. What will be the installation method of the Cement Board performed by MCC Chicago?

Smooth side out

23. What are the allowable work hours? SOW states 6:30 a.m. – 2:30 p.m. and Pre Bid Meeting minutes state 7:00 a.m. - 3:30 p.m.

Schedule can be worked out with the COR after award, usually 6:30 a.m. – 2:30 p.m.
