REPLACE PERIMETER FENCE & REAR SALLYPORT – FCI ESTILL, SC

Questions & Answers

1. The old stone from between the fences is noted to be removed and stock piled for reuse. It appears that this stone is mixed together with dirt and remnants of the old weed block materials.

Do we assume that it is acceptable as is for reuse? If not will new stone be required and will the old stone be left on site?

BOP RESPONSE: The stone is not acceptable as is. New stone will be required to be provided and installed by the Contractor. The BOP will remove the old stone and relocate it.

2. Is there any existing conduit or pull boxes for the perimeter detection system in the area between the inner and outer fence that will need to be protected during construction. If no will new conduit be installed by others during the construction of the new fences?

BOP RESPONSE: There is no existing conduit or pull boxes for the perimeter detection system located between the inner and outer fence that needs to be protected during new fence construction. All detection infrastructure will be installed by BOP after new fence construction.

3. Is power available at rear gate house and can it be used for temporary construction use?

BOP RESPONSE: Power is available and can be used for temporary construction use.

4. Remotely located gate controls for the new sally port gates are assumed to be in working order. Please confirm that new control consoles and wiring is not part of this contract?

BOP RESPONSE: Remotely located controls for new sallyport rear gates are in working order that are located in the Control Room but the contractor will be responsible for installing conduit and wire to the actual gate openers.

5. Are the electric panels that serviced the old sally port gates still functional? Are we to assume they are in working condition and have adequate capacity for the new gates?

BOP RESPONSE: Electrical panels are still functional and have enough capacity to handle the new gates.

01/6/2021 15B30521B00000001

6. Is complete removal/demolition of the existing sally port paving to be included or will selective demolition and replacement be acceptable when installing the new fence post, gates, conduits and crash barriers?

BOP RESPONSE: A complete removal/demolition will be required to adhere to the Project Specifications, Division 03, section 03 30 00 “cast in place concrete.” No asphalt will be left, all of rear sallyport will be concrete.

7. Existing sally port paving is a combination of concrete paving and asphalt paving. Are we to match adjacent materials when patching?

BOP RESPONSE: A complete removal/demolition will be required to adhere to the Project Specifications, Division 03, section 03 30 00 “cast in place concrete.” No asphalt will be left, all of rear sally port will be concrete.

8. Specification section 26 05 26 2.1B calls for grounding test wells at each perimeter system processor. Since there is not a perimeter system as part of this contract are we to provide these and how many of them are we to include in our bid?

BOP RESPONSE: Contractor will not provide the “grounding test wells” but will be responsible for providing the perimeter ground ring.

9. Are we to assume that we will tie into the existing 250 MCM bare copper ground ring where tie in’s to the old fence are made?

BOP RESPONSE: Yes

10. During site walk, references were made to sliding gates to be installed in the new slow down fences with a pedestrian gate inside of the slide gate panel. No reference to or details for sliding gates are included in the plans and specifications for the slowdown fences. Please provide details of slide gates with pedestrian gates in them if they are to be included in the slowdown fences. Need to know post and footings sizes along with component sizes for the gate frames to be used.

BOP RESPONSE: The references made to the “sliding type gates” was an error. The gates located in the slow down fence will be substituted with a “swing type gate.” Only the slow down fence gates will be a manual opening type double swing type gate that has to have a 14’ clear width when opened. Refer to Project Specifications Division 32, section 32 31 13.53 “security chain link fences and gates,” part 2.4 chain link gates.

11. Can you tell us the allotted number of days included in the contract for weather/fog days?

BOP RESPONSE: Refer to page 5, Adverse Weather section of the Pre-Bid Conference Meeting Minutes, which was posted to beta.SAM.gov within Amendment 00001.

12. Due to the current COVID-19 restrictions, material lead times are longer than normal. Will the Notice to Proceed be adjusted to help account for the longer lead times?

BOP RESPONSE: The NTP will not be delayed for this purpose. If the contractor can adequately demonstrate specific abnormal supplier lead-times due to COVID-19 then the BOP will consider documentation provided by the contractor for issuance of a contract modification to adjust the contract performance period.

13. Has there been any soil borings or a soils report for the site?

BOP RESPONSE: No, it is not required. There has been no change since original construction.

14. The existing rock/soil mixture that remains along the perimeter fence is not usable for final placement. Will the contractor be responsible for removing this material?

BOP RESPONSE: No, the BOP will relocate the existing rock. The contractor will be responsible for prepping earth to ensure finish grade matches existing perimeter fence after new rock is installed.

15. Can the removed rock/soil material remain onsite but hauled to a location determined with the COR?

BOP RESPONSE: The BOP will relocate the existing rock.

16. Is there a specification for the rock to be placed between the perimeter fences?

BOP RESPONSE: Yes, see drawing C3, note #1.

17. Once the fence work is complete, is the contractor responsible for seeding the grass areas disturbed by the fence replacement activities?

BOP RESPONSE: Yes

18. Is there a specification for the grass seed/fertilizer to be used if needed?

BOP RESPONSE: Match existing conditions.

19. Will the prison be responsible for maintaining the grass seed once placed (watering, etc.)?

BOP RESPONSE: The BOP will be responsible for maintaining the grass once construction in that area is complete. Contractor shall reseed any areas that they disturbed from construction related activities.

20. Is there any existing drawings or information on the size/location of the remaining foundations at the rear sally port?

BOP RESPONSE: There are no existing drawings that show the remaining foundations at the rear sally port.

21. Is the contractor to demo and replace the entire sally port concrete area or only saw-cut and replace as needed?

BOP RESPONSE: A complete removal/demolition will be required to adhere to the Project Specifications, Division 03, section 03 30 00 “cast in place concrete.” No asphalt will be left, all of rear sally port will be concrete.

22. Are the security cameras, intercoms, microwave system, and associated wiring part of this contract?

BOP RESPONSE: No, but paving and cement finishing shall be coordinated with the COR so BOP Staff can install conduits.

23. Are the electrical feeds for the gates still intact for the sally port?

BOP RESPONSE: Electrical panels are intact but contractor shall assume that conduit and wiring for the rear gates are not.

24. Are there as-built drawings for the existing electrical at the sally port area?

BOP RESPONSE: There are no as-built drawings available.

25. Will we need to provide compaction and concrete testing for the perimeter fence and sally port (foundations, subgrade, mow strip, sidewalk, etc.)?

BOP RESPONSE: Refer to Project Specifications Division 01 – General Requirements, section 01 45 29 – Testing Laboratory Services, Part 3.2

26. Do the saw-cut expansion joints or construction joints need to filled/sealed?

BOP RESPONSE: No

27. Is there any reinforcing wire/rod needed for the sidewalks or mow strips?

BOP RESPONSE: Refer to Drawing C2, D14. Fiber cement will be accepted in the sidewalks and mow strips.

28. Do we follow the manufacturer’s suggestions for the reinforcing for the sally port concrete foundations or does the prison have more detailed drawings for that area?

BOP RESPONSE: The new rear sally port will be required to adhere to the Project Specifications, Division 03, section 03 30 00 “cast in place concrete.” No asphalt will be left, all of rear sally port will be concrete.

29. Will the prison furnish the locks and the weld in lock boxes for the gates?

BOP RESPONSE: Yes

30. Do we connect to the existing grounding ring at the current termination of the perimeter fence or do we need to go back to a certain location?

BOP RESPONSE: Contractor will terminate to the existing grounding ring that is in good condition located at the existing perimeter fence.

31. Is the existing grounding ring functional and in good shape?

BOP RESPONSE: The existing grounding ring is not functional at the demolished perimeter fence area but is in good condition at the standing perimeter fence.

32. Are there any special testing requirements for the grounding ring?

BOP RESPONSE: Refer to Project Specifications Division 26 – Electrical, Section 26 05 26 – Grounding and Bonding Electrical Systems.

33. Spec section 1.1 B. states “aluminum coated fabric prior to weaving.” In section 2.2 A 3 “Wire: ASTM A392, class 2, g/m2 (2 oz ft) zinc.” Which fabric is expected/required?

BOP RESPONSE: The Fence Fabric shall be aluminum coated prior to weaving. The Finish for framework and appurtenances shall be galvanized finish with not less the weight of zinc per square meter specification. See Division 32 – Exterior Improvements, Section 32 31

13.53 – Security Chain Link Fences and Gates, Part 2 – Products.

34. Will cold rolled SS40 domestic steel pipe be acceptable?

BOP RESPONSE: See Division 32 – Exterior Improvements, Section 32 31

13.53 – Security Chain Link Fences and Gates, Part 2 – Products.

35. Is there any way to get photos of the current site conditions, especially of the sally port area and the rock along the removed fence?

BOP RESPONSE: See the attached photos.

36. Spec 01 11 00.1.2. A.1 calls for the removal existing pea gravel and stockpile. Please provide quantity of gravel and stockpile to be hauled off site. Please provide pictures showing the material to be removed.
