About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for food-waste-collection services at the Federal Correctional Institution (FCI) Berlin in New Hampshire. The document justifies a sole-source contract with Agri-Cycle for food-waste-collection services from May 14, 2025, through June 30, 2025, with a total estimated contract value of $4,570.00. Agri-Cycle is identified as the only local provider with a unique de-parker capability that can separate food products from packaging, which saves time and money while providing clean, renewable energy.
The justification details that Agri-Cycle is the sole food-waste-collection service within approximately 100 miles of FCI Berlin, with the next closest alternative (Rowell's Services) lacking the necessary equipment. The contract is deemed essential for the orderly operation of FCI Berlin, and the Contracting Officer has determined the price to be fair and reasonable, consistent with previous fiscal year payments. No additional sources were sought due to proprietary concerns, and the proposed contract action is below the threshold requiring publication in the Government-wide point of entry.
