About this file
This document is an amendment to a solicitation for replacing a powerhouse boiler at the United States Penitentiary in Canaan, Pennsylvania. The amendment incorporates updated wage determinations, site visit meeting minutes, and responses to questions from prospective offerors. Specifically, it replaces the previous wage rate determination with a newer version dated June 4, 2021. It also includes seven pages of site visit meeting minutes and answers one question, clarifying that past performance evaluations referenced in proposals should relate to relevant experience as a prime contractor rather than as a subcontractor. The solicitation is being conducted by the Department of Justice Bureau of Prisons Field Acquisition Office to replace a boiler at USP Canaan.

15B21521B0000001 - PROJECT 2D9X
Request 1: Could a contractor, currently bidding as a prime contractor, submit a past performance questionnaire with reference to past a BOP project where it worked as a sub-contractor that performed a majority of that contract’s scope of work?
Response 1: We are looking for past performance as a prime as the past performance questionnaire addresses more than just the quality of work. See Instruction to Bidders Past performance Information Required Section 1. for additional information.
