About this file

This is a Request for Quotation (RFQ) combined synopsis/solicitation issued by the Federal Bureau of Prisons at FCI Lewisburg for egg subsistence supplies during the first quarter of fiscal year 2027.

The solicitation, numbered 15B20726Q00000021, seeks 700 cases of fresh, medium eggs (30 dozen per case) to be delivered weekly over a 13-week period from October 1, 2026, through December 31, 2026. Eggs must be U.S. Grade A, shell whole, and fresh. The NAICS code is 311999 with a 700-employee size standard. This acquisition is set-aside for small business concerns. All deliveries must occur through the rear gate entrance between 7:00 AM and 1:30 PM EST on weekdays only, with all vehicles off premises by 1:45 PM EST. Deliveries will be scheduled on a will-call basis at the government's unilateral discretion. The delivery address is FCI Lewisburg, 2400 Robert F. Miller Drive, Lewisburg, PA 17837, with an alternate address of 1 Fenton Drive provided for GPS navigation purposes.

Quotations must be submitted by 3:00 PM EST on August 31, 2026, in PDF format only to Matthew Adler at m2adler@bop.gov. Awards will be made to responsible quoters providing the best value based on three evaluation criteria: price (fair and reasonable), past performance (Go/No-Go basis evaluating timeliness of deliveries and order accuracy), and technical excellence (adherence to specifications and product dating requirements). All products must have dates extending past January 1, 2027, and recurring deliveries must maintain dating past the next scheduled delivery date. Quoters must submit a completed vendor information sheet with their quote. The government anticipates making multiple awards and will enter into firm-fixed price purchase orders or government purchase card transactions depending on award value. Quotes must remain valid for a minimum of 30 calendar days after the closing date, and contractor acceptance via signature is required within 48 hours of purchase order delivery.

(VIII) FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (JUL 2026) applies to this acquisition. (see 12.205(a)).

(IX) FAR 52.212-2, Evaluation—Commercial Products and Commercial Services (JUL 2026)

a. The government anticipates making MULTIPLE awards based on the evaluation criteria below.

https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-52#FAR_52_212_1 https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-52#FAR_52_212_2

i. Awards will be made to the responsible Quoter(s) whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.

b. Evaluation criteria.

i. (1) Price

1. The government will evaluation the Quoter(s) proposed price to ensure it is fair and reasonable. Pricing information must also be clear and easily discernable for evaluation. In the event a quoted price does not match the total unit price, the proposed unit price will be used for evaluation. Quoted pricing must also specify the quantity or size of the product per pricing if there is a range available to quote from. Any discrepancies in package size to requested quantities and respective pricing must also be noted on quotes.

ii. (2) Past Performance.

1. The evaluation for past performance will primarily be based on a Go/No-Go basis. The assessment will be based on the following criteria.

a. Timeliness of deliveries: The Quoter must demonstrate a consistent record of on-time deliveries. Documented instances of late deliveries, including Contractor Performance Assessment Reporting System (CPARS) evaluations and communications with other Contracting Officers, will be reviewed. A history of substantial delivery delays will result in a "No-Go" determination.

b. Order accuracy and completeness: The Quoter must show a track record of delivering complete and accurate orders. Evidence of recurring issues such as missing or incorrect items—supported by customer complaints, returns, or input from other Contracting Officers—will be considered. A pattern of incomplete or inaccurate deliveries will result in a "No-Go" determination.

2. Only Quoters who receive a “Go” rating under this factor will be considered eligible for award.

iii. (3) Technical Excellence.

1. All proposed quotes must adhere to the proposed specifications listed on each line item. Any non-conforming products may not be acceptable or denied upon shipping.

2. All product quotes must meet product dating requirements. Please note that all freshness dates, use by dates, best by dates, freeze by dates, expiration dates, and similar must be dated past the entire subsistence period of October 1, 2026, to December 31, 2026. Therefore, all products must be dated for use on, or after January 1, 2027. For products requiring weekly or recurring delivery during the entire subsistence period (October 1, 2026, to December

31, 2026), they must maintain dating past the next date of delivery for the product.

3. Quoters must be able to provide the product they are quoting. If a quoter is requested for information regarding product specifications, product dating, and shipping ability and cannot provide confirmations for any of these factors, they do not meet evaluation criteria for that product.

4. Quotes must also be utilized for a minimum of 30 calendar days after the closing date for the combined synopsis/solicitation.

5. All quotes must be sent by PDF format. No other file types will be accepted for submission.
