STATEMENT OF WORK
Subject:
The Federal Bureau of Prisons, Field Acquisition Office, intends to award single award contract for Various Medical Staff Services. This service will be provided to the inmate population on-site at the Federal Medical Center (FMC) - Devens located in Devens, Massachusetts.
Place of Performance:
The services will be performed at FMC Devens, located at 42 Patton Road, Devens, Massachusetts, 01434. General information regarding the Bureau of Prisons (BOP) is located at www.bop.gov.
SCHEDULE
Dental Assistant:
Contractor must be available to provide 1560 sessions per year. A session is defined as one hour. Partial sessions are not authorized. The contractor will normally provide 1 individual, six
(1) hour sessions per day, 5 days per week, excluding Federal Holidays. A typical schedule of day and hours are Monday through Friday, 8:00 to 4:00 PM. This is to include an unpaid 2 hour lunch. The schedule is subject to some variation as the needs of the institution may vary, work hours will be at a time mutually agreed upon between the contractor and the Health Services Administrator (HSA) or their designees. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed 30 hours per week.
Certified Nursing Assistant:
A Contractor must be available to provide 1640 sessions per year. A session is defined as one hour. Partial sessions are not authorized. The contractor will normally provide 8 individuals, eight (1) hour sessions per day, 5 days per week, excluding Federal Holidays. This is to include an unpaid 30 minute lunch. Work hours will be at a time mutually agreed upon between the contractor and the Health Services Administrator (HSA) or their designees. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed 40 hours per week.
X-Ray Technician:
Contractor must be available to provide 1040 sessions per year. A session is defined as one hour. Partial sessions are not authorized. The contractor will normally provide 1 individual, six
(1) hour sessions per day, excluding Federal Holidays. A typical schedule of day and hours are Monday through Friday, 8:00 to 4:00 PM. This is to include an unpaid 2 hour lunch. The schedule is subject to some variation as the needs of the institution may vary, work hours will be at a time mutually agreed upon between the contractor and the Health Services Administrator (HSA) or their designees. These hours may be adjusted to meet the needs of the institution. The contractor shall not normally exceed 20 hours per week.
Ultrasound Technician:
Contractor must be available to provide 192 sessions per year. A session is defined as one hour.
The work schedule will normally consist of sixteen (16) sessions per month, excluding Federal Holidays. A typical schedule of day and hours are Monday through Friday, 8:00 to 4:00 PM.
This is to include an unpaid 2 hour lunch. The schedule is subject to some variation as the needs of the institution may vary. A schedule that is mutually acceptable to the government and the contractor can be determined after the award of the contract. The contractor may work more than sixteen (16) hours per month.
Due to the nature of the correctional setting, delays in performance of work may be expected.
Such delays may include but are not limited to, inclement weather, electrical or mechanical problems, or other security matters. When the contractor reports to the institution, but is unable to perform services due to such delays, the contractor may be entitled to compensation of his or her time. In the event it becomes necessary for the Government to cancel a scheduled session, the FMC Devens will provide the contractor with 24 hours written or verbal notice prior to cancelling a session. When advance notice is given, the Government will not be subject to payment for cancelled sessions. Session dates will be scheduled thirty days in advance.
EDUCATION AND EXPERIENCE:
Dental Assistant:
Must be a graduate of a school of allied health/technical program (or equivalent) and must hold a current certification and registration as a dental assistant. In addition, the contractor must hold a current radiology license in order to perform intra-oral films. Must be willing to perform dental assistant services at FMC Devens.
Certified Nursing Assistant:
The Contractor shall possess the necessary skills, abilities, and credentials to perform professional services of a certified nursing assistant. All below listed information shall be provided prior to being accepted for work at FMC Devens. The nursing assistant assigned to FMC Devens by the Contractor must possess the following qualifications:
a. Valid and current certification as a nursing assistant in the United States
b. Minimum of 1 year recent experience as a certified nursing assistant. Experience in corrections preferred, but not required.
c. Proof of CPR certification.
X-Ray Technician:
Completion and graduation from a formal radiology technology program in an AMA-Approved school. Certification by the American Registry of Radiologic Technologist Society is eligible.
Completion and graduation from a formal ultrasound technology program in an AMA-Approved school. Certification by the American Registry of Diagnostic Medical Sonography (ARDMS) is eligible.
Description of Duties:
The contractor will provide various non physician medical services for those inmate patients referred to them by the Health Services Department at the FMC. Services rendered shall be professional in nature, provided consistent with community standards of care. The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in this Statement of Work (provided all requirements are met in accordance with the policies described below). Contractor shall adhere to all applicable federal, state, and local regulations during the performance of duties. Specifically written for adherence are the following policies:
(1) Federal Bureau of Prisons Health Services Program Statements and Operation Memorandums
(2) American Correctional Association Standards (ACA)
(3) The Joint Commission
These services will include the following:
Dental Assistant:
Preparation of patient for all dental procedures, including oral surgery.
Preparation of equipment for all dental procedures.
Preparation for prosthetics, including taking impressions.
Perform and develop intra-oral x-rays.
Preparation and perform endodontic procedures.
Clerical duties, to include documentation in inmate health records.
Infection control procedures to include autoclaving.
Certified Nursing Assistant:
The contractor shall be responsible for providing verification of credentials.
Provides assistance to the Registered Nurses and Licensed Practical Nurses in performing patient care activities with General Population and/or Mental Health inmates Assists with admissions and discharges from the unit Bedside care and assisting patients with activities of daily living Assists with toileting, incontinence care, showering and dressing Safely transfers/transports patients in wheelchairs or on gurneys Assists with ambulation, turning and positioning of patients Assists the RN or LPN with respiratory care (coughing, deep breathing, etc.) as well as intake and output measuring/documentation, patient vital signs and other patient care or procedures not requiring the knowledge or experience of a RN or LPN
Secures specimens for laboratory analysis (i.e. urine, stool, sputum, etc.), labels specimens and transports them to the lab Assists with postmortem care Restock supplies Documents actions in the Bureau Electronic Medical Record (BEMR) Responsible for all other duties and tasks assigned by the supervisor
X-Ray Technician:
Administers complete Radiologic procedures following physicians’ providers and maintains equipment used in the Radiology Department.
Maintains a close working relationship with medical officers receiving guidance and technical support Sets up x-ray rooms, assuring that needed supplies and equipment are ready.
Performs general radiography which includes, but is not limited to: chest x-rays, colons, UGI’s, EXU’s, tomography, arthrograms, and other contrast studies.
Maintains current records of radiographs and distributes reports in the electronic medical records computer program.
Conducts quality improvement studies. Implements recommendations.
Explains appropriate instructions to patients who will undergo radiology procedures
Administer scans per physician orders in an efficient, timely manner, according to departmental policy and procedures.
Prepares, utilizes and operates ultrasound equipment and rooms according to departmental policies and procedures.
Checks equipment for proper functioning prior to patient examination.
Gathers and records patient history.
Perform sonographic examinations using equipment and techniques specific to the modality, anatomy, pathology, physiology and area of interest requested.
Follows sterile techniques according to standard community hospital policy.
Dates, labels and marks images and sends to contracted tele-radiology services Keeps licensure, certification and registrations current via continuing education credits or other requirements.
Presents cases to a physician/MLP for review.
The FMC shall establish and maintain a record keeping system that will record the hours worked by the contractor. Monitoring of Contractor’s time shall be demonstrated through sign-in/sign-out sheets. Documentation of services performed shall be reviewed by the Contracting Officer’s Representative (COR) prior to certification of all payments. The Bureau of Prisons shall only pay for services actually performed. Record-keeping procedures shall be sufficient to ensure proper payment and allow audit verification that services were provided. After contract award, any incidents of Contractor noncompliance as evidenced by the COR shall be forwarded immediately to the Administrative Contracting Officer (ACO).
Attire:
The contractor is expected to wear professional clothing while on duty. The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing. Uniform will consist of Navy, Royal or Ceil Blue scrubs.
Supplies:
All clinic supplies that the contractor may routinely need will be provided by the institution.
These supplies will normally include any materials needed to perform the services covered under this contract.
Health Requirements:
The contractor shall ensure their employee is free of communicable diseases. Any individual who subsequently develops a medical condition which might reasonably be expected to place other workers, inmates, or the public at risk shall be immediately removed from affected activities. In any such case, the contractor shall be responsible, at no additional cost to the institution, for securing the services of any replacement personnel required to perform this contract. Contractor must provide proof that their employee has been offered the Hepatitis B vaccine and has been screened for Tuberculosis.
Work Management:
The successful contracting company applicant will be required to follow any and all applicable guidelines for the services to be provided. He/she will also maintain accountability of all Government furnished materials, supplies, and equipment. The contracting company applicant will sign the provided log or sign-in sheet as documentation for sessions worked and for security purposes.
Patient Management:
The contractor will be responsible for following directives and complying with the Bureau of Prisons’ Health Services Manual, FMC Devens institutional mandates and the Health Service Department’s policies in the management of all patient encounters. Patients shall be accorded impartial access to treatment or accommodations that are available or medically indicated, regardless of race, creed, sex, national origin, or religion.
Inmate Management:
Provision of services will require frequent and unsupervised contact with inmates. The contract employee shall not be responsible for the management of inmate, other than to ensure inmates involved within the contractor’s scope of work abide by all rules to ensure their safety and well-being. The successful contractor shall attend the Institution Familiarization Orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in the initiation orientation or other specific security related training will be at the contractor rate, prorated hourly. The contractor may be, at any time, removed from the institution at the discretion of the CEO. The contractor is to constantly be aware of security and maintain a professional relationship with the inmate at all times. Any violation of the institution rules and regulations are to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the COR, or Health Services Administrator, of any infractions of institutional rules and regulations by inmates for improper disciplinary action. The Contractor and/ or their employees will report extraordinary problems immediately and follow up with a written statement of the event.
