REPLACE CHILLER

Q: The Scope of Work (SOW) doesn’t specify this as a design-build, but the language used essentially dictates this will be a design-build. Please confirm this is the intent.

Answer: This is a project with some delegated design (piping, vibration isolation and seismic design for piping & equipment, and electrical & controls design for equipment/systems).The contractor shall provide limited Engineering Services for quality assurance and production of record drawings, per SOW.

Q: Drawing Sheet 1 of 3 states to backfill daily, but the SOW states to pressure test the piping. If the piping is to be pressure tested backfilling would make visibly seeing leaks impossible. To hydro the line all joints need to be visible. Please advise which one should be accomplished, backfilling daily or pressure testing the piping.

Answer: Provide testing for the underground piping after installation. Provide backfilling after Owner’s written testing acceptance.

Q: Its not clear where the tie-in points should be. Are we to tie onto the existing piping outside of the building or penetrate the building walls? If we are to penetrate the walls, where is the tie-in point inside the building? The SOW almost seems to indicate ALL of the Chilled Water and Condenser Water piping inside is to be replaced too. Is this the intent?

Answer: Connections inside Admin. And will be outside J-2 & J-3

Q: The SOW stated Ductile Iron pipe is the preferred pipe, but there are better options, especially for the Chilled Water lines which need to be insulated. Is the BOP leaving it up to the contractor to propose the best suited pipe for the application of are we to use Ductile Iron?

Answer: Piping as stated in SOW page 7 section k.

Q: The existing Cooling Tower supports appear to be in poor shape and need to be replaced or stripped and coated. There was no mention of this in the SOW. What should we do here? This is the time to replace them, while the Cooling Tower is removed, but this will add extra cost.

Answer: SOW page 5, section M, tab c

Q: There are no specs for the chillers, cooling towers, piping, valves, insulation, etc. How are we to bid this, even as a design-build with no specs to base a bid off of?

Answer: Per SOW, project specifications are the published specifications of the design basis new equipment, or the published specifications of new equipment which meets performance as the existing equipment. The new piping above ground shall match existing schedule 40 black steel piping, per SOW. Size of piping will be the same. Valves and miscellaneous appurtenances shall be per manufacturer’s installation detail, rated for the application.

Q: How much time should be allotted each day for tool check-in/check-out and other inefficiencies from working within the prison?

Answer: As discussed in the pre-bid meeting the tool inventory list will be taken care of prior to site visit along with the gang box location will be determined prior. The time to enter the institution will involve signing in and being escorted to the work site and reviewing the initial tool inventory

Q: 196-day POP isn’t achievable if the NTP is given before engineering is to begin. Engineering design would take 12 weeks, the lead time on the equipment would be around 20 weeks including submittals and approvals. Construction would take around 8 weeks, 10 weeks if given some rain days. This is far more than 196 days and with the Liquidated Damages of almost $1,000/day its going to mean bids are elevated to cover the LD’s. Please advise if the POP is negotiable or if NTP will be given after engineering and equipment submittals are fully approved.

Answer: This project’s new performance timeline is as follows: The total performance time shall be 365 calendar days. SEE AMENDMENT NUMBER THREE

Q: How long should we allow for the burden time required in obtaining badges, on a per person basis?

Answer: Refer to the pre-bid meeting minutes, one day class for all workers, only one day, not by individual basis.

Q: The SOW specifies contractor shall provide Installation Certificate by the manufacturer, but OEM’s don’t issue such certificate. They will issue a commissioning report after successful completion, but no notarized form can be provided. Please advise.

Answer: The reference to manufacturer’s certification should be deleted in Paragraph J.a.

Manufacturer Representatives only need to provide what is required in the SOW page 9, Paragraph u.

Q: The SOW states contractor shall provide Water Treatment. How would this work and what exactly would the water treatment deliverable look like? Is it a one-time fill or are we to monitor the water quality for a specified duration?

Answer: The deliverable will be a plastic binder with minimum contents as described. The chemical water treatment company shall comply with SOW requirements, and recommend a treatment which complies with the SOW. This is a one time fill in terms of project requirements.

Q: Who provides the current water treatment for the facility?

Q: We’re not sure what the electrical scope should be. It mentions wiring, starters, disconnects, but with no electrical specs bidding turns into a best guess.

Answer: Provide all equipment with starters and disconnects, grounding, per manufacturer’s and NEC. Provide electrical delegated design.

Q: Please provide a basis of design for the system flow and temps. Pricing a chiller and cooling tower without this information also turns into a best guess in the absence of information.

Answer: Refer to the drawings’ mechanical schedules for chiller, cooling tower, and circulation pumps. The new system flow and temps parameters shall be based on these schedules. The 144 ton chiller design basis can reasonably meet the parameters/performance shown. The new design basis cooling tower will also. The replacement pumps will meet the parameters/performance shown.

Q: The existing cooling tower is located over a sump pit. The condition of the sump pit is unknown.

Is the contractor responsible for any cleaning, remediation and/or restoration of the sump pit? If so, to what degree?

Answer: SOW PG. 5 M.-C & PG 6 H. TAB 2

Q: Is there any asbestos or lead paint that will need to be abated within the basement mechanical room and/or on the existing buried piping?

Answer: THERE IS NO LEAD PAINT OR ASBESTOS

Q: Is this project subject to the West Virginia Business and Occupation (B+O) tax?

Answer: The successful contractor shall be responsible for all Federal, State and Local taxes. The BOP does not issue tax exempt certificates. It is the responsibility of the contractor to contact the State department or any other entity to determine if they are tax exempt.

Q: The existing cooling tower sump pit is covered by multiple steel sheets. The steel is heavily oxidized and shows varying degrees of corrosion. Please clarify to what extent, if any, the contractor will be required to repair and/or replace the sump pit cover plates?

Answer: SOW PG. 5 M.-C & PG 6 H. TAB 2

Q: To what extent will an authorized escort be required for the contractor to move about the areas of the construction effort?

Answer: As discussed at the meeting, all contractors will be badged and escorted at all times.

Q: The existing supply and return chilled water piping is specified to be replaced from the chiller plant to buildings J-2 and J-3. Please clarify if the piping is to be replaced to a point of connection inside the building at the isolation valves or at a point of connection exterior to the building at the location of the existing underground penetration into the building?
