BACKGROUND
STATEMENT OF WORK
GREASE TRAP MAINTENANCE
The Federal Bureau of Prisons, Federal Correctional Complex (FCC) Butner, North Carolina has a requirement for the provision of removing grease and food waste from the institutions grease traps. FCC Butner consists of the following: one Low Security Correctional Institution, two medium security institutions, a satellite camp and a Federal Medical Center. This is a firm fixed price/commercial items contract. The Government reserves the right to award without discussion and to make a single award. Therefore, each initial offer should contain the offeror's best terms from a cost or price standpoint.
PERIOD OF PERFORMANCE
The period of performance shall begin April 1, 2020, through March 31, 2025.
PLACE OF PERFORMANCE
Federal Correctional Complex, Butner, North Carolina
SCHEDULE OF PERFORMANCE
The contractor must allow approximately 25 minutes each way to enter the rear gate and the secured area. The contractor will be required to perform removal services of grease and food Monday through Friday, excluding Federal Holidays. Hours will be between 7:00 am to 2:30
pm. Normally, all work will be performed in accordance with the above mentioned schedule, however, in case of emergency; the contractor shall provide contact information for emergency situations that might arise during weekends and Holidays.
SUPPLIES AND EQUIPMENT
The contractor shall provide a licensed truck and equipment capable of handling the removal and transporting of waste for disposal to an off-site facility.
METHOD OF PERFORMANCE
Contractor will be required to perform removal services of grease and food waste once a month for each grease trap location. The contractor shall inspect, clear obstructions in inlet/outlet pipes, pump out and clean the grease traps and dispose of the waste in accordance with all city/county, State and Federal requirements. All materials located within the container upon removal become the property and responsibility of the contractor to dispose of in a lawful manner. These services, although not directly supervised, will be under the administration of FCC Butner' s facilities department.
October 1, 2020 - September 30, 2025.
Contractor will also be responsible for clearing barrels that are filled with grease when needed during the scheduled monthly appointments.
There are six (6) tanks located at FCC. The following is a list of the tanks locations and capacities:

In case of a spill located at FCC Butner, contractor shall notify, FCC Butner's Safety Manger or designee at 919-575-3900. In addition, during the course of performance of these services, should the contractor find serious or hazardous conditions existing with the grease traps, the contractor shall secure the equipment and immediately notify FCC Butner's Safety Manger.
DAMAGES TO GOVERNMENT PROPERTY
All damage to Government property shall be reported immediately to the Facilities Manager at
919-575-4541 ext.3152. The Contractor shall be responsible for all damages, which occur as a result of their employee's actions or inaction. All damage to real property shall be repaired by the Contractor with materials of like type, quality, or finish by skilled craftsman of the trades involved at Contractor expense in a timely manner at no cost to the government. Should the
Contractor fail to correct damages, the Government will correct the damages and the cost will be deducted from the Contractor's payment.
INSTITUTION SECURITY
The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody and conduct of inmates. Access to the containers will be available only during the scheduled hours, unless prior approval of the Contracting Officer. The contractor will provide a list of employees who will be driving and assisting the truck that will be entering the secure perimeter. Each employee will be required to be cleared through a background check. The background check will be conducted by the institution and requires the affected employees to fill out a background forms that will be supplied by the institution. The institution reserves the right to reject any clearance application or revoke an approved clearance.
NONPERSONAL POSITION
This is a contractual arrangement and not a personnel appointment; payment is based on an end product or the accomplishment of a specific result. This service does not constitute an employer /employee relations; and the contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored. All duties outlined in this Statement of Work shall be performed in accordance with standards and methods generally accepted within the Contractor's own field of expertise.
EVALUATION OF A WARD BASIS
The evaluation factors are price and past performance. .
SPECIFIC REQUIREMENTS
The contractor shall be licensed/permitted by the State of North Carolina and will be provided evidence of proper waste disposal , in accordance with all current Federal, State, and local codes, laws, and requirements regarding disposal of solid waste. Contractor must supply FCC Butner, before contract start date, the name, point of contact and telephone number for the company where the waste will be disposed. If information changes during the duration of the contract period, all updates must be given to FCC Butner. A manifest that includes the dump site must be provided to the institution.
SECURITY CLEARANCES/CONTRACTOR BADGES
The contractor shall provide the COR with all the necessary security clearance documents for all contractors and subcontractor employees accessing the institution and be security cleared for badging within 14 days ofreceiving the Notice to Proceed, as stated above. Security clearance documents will only be accepted from the prime contractor. If submitted by a sub-contractor, they will be rejected. It is the prime contractor's responsibility to review security clearance submissions to ensure they are complete.
In the event a contractor or subcontractor employee cannot pass the security clearance process, it will be the contractor's responsibility to provide another candidate. By law the BOP cannot, and will not, release any information to the contractor concerning the nature of why a contractors or subcontractor employee was not able to pass the security clearance process.
All contractors/subcontractors working at FCC Butner will be issued and required to wear a picture ID/contractor badge provided by the institution. For security reasons, the badge will be worn in a visible manner as directed by the COR.
All contractors and subcontractor employees will provide a check list of all employees on site each day to the COR, verifying the number of workers on site each day and that all workers are approved to be on site.
PAYMENT TERMS
All potential offerors are advised that this solicitation includes the clauses at FAR 52.204-7, System for Award Management (SAM). This clause requires all contractors doing business with the Federal to be registered in the SAM database. Offerors should include their Data Universal Number System (DUNS) number in their offers or relay it verbally to the BOP staff member calling for quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.
The contractor can offer discount payment terms for prompt payments as specified in block 12 on the SF-1449 form. Invoices must be submitted to:

Services are required to be provided in accordance with the Statement of Work. Contract pricing shall include all charges to the Government for performing the services (ex. , bonding, overhead, profit, supervision, minimum wages specified in the Department of Labor wage determination.
