About this file

This is an Award Decision and Determination of Responsibility Memorandum for a dairy products procurement issued by the Federal Bureau of Prisons, Federal Prison Camp Alderson, West Virginia on June 23, 2026.

The RFQ#15B10126Q00000016 solicited dairy products for Fiscal Year 26, Quarter 4, including milk (½ pint and 5 gallon), cottage cheese, and sour cream. Four vendors submitted quotes: Corey Brothers, Gallikers, Rocky Step Farms, and RCH Dynamics. Award was to be based on three evaluation factors: price fairness and reasonableness, past performance including prior experience with similar products, and delivery terms. The pricing abstract shows total quotes of $13,715.00 (Corey Brothers), $11,698.60 (Gallikers), $15,245.00 (Rocky Step Farms), and $128,128.00 (RCH Dynamics). The Procurement and Property Specialist determined that all four vendors are responsible prospective contractors, as they have previously provided these commercial items to FPC Alderson and possess adequate capability to fulfill the requirements. The memo confirms that all vendors can accommodate FPC Alderson's delivery schedule. The procurement officer's determination of responsibility, required per FAR 9.103, is documented in this memorandum.
