1.0 INTRODUCTION

1.1 Organization

1.1.1 The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement organization within the U.S. Department of Justice with unique responsibilities dedicated to reducing violent crime and protecting the public. As such, ATF enforces the federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson by working directly and in cooperation with other federal, state, and local governments, and non-governmental organizations to:

• Provide fair and effective industry regulation.

• Provide innovative training programs in support of criminal and regulatory enforcement functions.

1.1.2 The Special Operations Division (SOD) is responsible for supporting ATF's Field Operations mission to conduct criminal investigations, regulate the firearms and explosives industries, and assist other law enforcement agencies. This is accomplished by dedicated employees who participate in several unique divisions. TMB manages the Special Response Team Program (SRT) which is comprised of five teams consisting of full- and part- time members who conduct high-risk enforcement operations throughout the country. An essential component of the SRT Program are Canine Handler Teams, who work in conjunction with our tactical teams to clear buildings and other target locations, perform searches for hidden suspects, conduct tracking and large area search missions, and as a last resort, apprehend violent criminals/suspects/individuals who are actively resisting arrest and/or attempting to flee. SRT canines are certified by the International Police and Working Dog Association as both police and working dogs. ATF SOD certifies our Canine Teams internally.

In addition to the police/security role our Canines perform, SRT Canines are trained to not only be aggressive when required, but to be social and highly intelligent. These Canine Teams are a critical part of our SRT with a vital mission. This mission includes:
