NATIONAL CENTER FOR EXPLOSIVES TRAINING AND RESEARCH
STATEMENT OF WORK
FOR
LODGING ACCOMODATIONS
1.0 BACKGROUND
The Department of Justice, Bureau of Alcohol, Tobacco, and Firearms & Explosives (ATF), National Center for Explosives Training and Research (NCETR) is seeking lodging accommodations near Redstone Arsenal in Huntsville, AL. One of the major missions of NCETR is to develop and facilitate the delivery of basic and advanced explosives training courses (Home-made Explosives and Advanced Explosives Disposal Techniques) for ATF personnel, U.S. and international law enforcement partners, the U.S. military, and other federal agencies. Hotel accommodations are required to temporarily house the instructors and students attending these training courses.
Under 5 U.S.C. 5707a and 15 U.S.C. 2225, travel arrangements of agencies (as defined in 5 U.S.C. 5701), must be made through travel management processes designed to book commercial lodging in approved places of public accommodation, whenever available. Approved locations of public accommodations are hotels, motels, and other locations of public accommodation that are listed by the Administrator of the Federal Emergency Management Agency (FEMA) as meeting the requirements of the fire prevention and control guidelines described in section 29 of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2225). 2.0 SCOPE
This contract provides for hotel accommodations for attendees of NCETR’s explosives training courses. The rates for these accommodations must be equal to or less than the Government’s Per Diem Rate (as published by the General Services Administration).
3.0 OBJECTIVES
To obtain hotel accommodations for a maximum of 45 students/instructors (per class) who have traveled to Redstone Arsenal, Huntsville, AL to attend NCETR’s explosives training courses, for a period of one-two weeks per course, at various times throughout the period of performance of this contract. There may be occasions when more than one NCETR training program are running classes concurrently.
4.0 APPLICABLE DOCUMENTS
4.1 Compliance Documents
The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:
• Hotel and Motel Fire Safety Act of 1990 ( or current act)
• Fire Administration Authorization Act of 1992 (or current act)
• Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2225).
• 29 CFR 1910 of the Occupational Safety and Health Act (or current act)
• Americans with Disabilities Act, 42 U.S.C. Section 12101
5.0 REQUIREMENTS
The Contractor shall operate their facility in strict conformance with all Federal, State, and Local safety requirements and applicable provisions of the above stated compliance documents.
5.1 The requirements of ATF for lodging accommodations are:
Lodging Facility
• Hotel must be FEMA Certified and have passed State Fire Marshall’s safety inspection (Copies of these document must be submitted with proposal);
• Lodging accommodations must be priced at or below the Government Per Diem rate;
• Must be able to accommodate a maximum of 45 students/instructors at any given time for one- two weeks at a time;
• Must have easy access to and located within a 8-mile radius of Redstone Arsenal’s Gate
#9.
• Hotel must have at least one designated point of contact with authority to make decisions on behalf of hotel.
• Must have staff personnel available 24 hours a day to assist with any emergency;
• Must be “pest-free” (e.g. no rodents, roaches, ants, bed bugs, or the like)
• Students and instructors be housed in same hotels.
• Students and Instructors must be extended the same privileges as non-government guests.
• There shall be no undo sleep disturbing noises such as refrigerator or diesel trucks left to run all night, loud music, laughing, or making similar noises that would be disturbing to a person’s ability to sleep.
• Provide Shuttle for free airport pick-up/delivery.
• Reasonable number of operable on-site washer/dryer units for use by occupants.
• Provide a reasonably equipped on-site work-out facility.
Must have amenities of ATF’s assigned rooms:
• Central air conditioning and heating that will provide ventilation necessary to maintain comfort; If room utilities fail for more than four hours, other than the result of an area wide outage, the Contractor shall relocate personnel to another room of the facility of equal or greater value at no additional cost to the Government. The heating and air-conditioning units must be clean, free of dust, dirt, and debris, and free of offensive odors. Heating and cooling levels shall be adjustable by the occupant of each room;
• Provide refrigerator, microwave (preferred);
• Programmable safe in each assigned room required 90 days after award;
• Room size shall be 288 square feet or larger and possess quality at a level normally expected of a first class hotel/motel; the Contracting Officer (CO) reserves the right to determine the acceptability of the accommodations offered; Rooms will be furnished and equipped according to the industry standard of the single occupancy room to include a full bath with shower, bed, color television, touch tone telephone, dresser or chest of drawers with mirror, bedside table(s), an occasional table, (2) occasional chairs. Also needed is an enclosed or open front closet or cubical for the placement of hanging clothes which includes a hanging rod not less than 32” in length. A simple wall mounted hanging rod or bracket is not acceptable. All items of furniture must be clean, free of dust, dirt, and debris, and all items of furniture must be in good repair, functional, and sturdy. When room size precludes sufficient room to move between the bed and other furniture items, the room-furnishing plan shall be modified in such a manner that will provide unobstructed passage;
• Each room shall include bathing and toilet facilities that are continuously kept clean.
There shall not be any evidence of black mold, soap scum, or any other substance that can be removed by cleaning. The glazing of the tub shall be intact, clean, free of mold, odor free condition, and properly applied. A bacteriostatic chemical that is effective against the bacteria normally found in this environment shall be used as a disinfectant.
Such facilities shall be equipped with hand and bath towel rods, a shower curtain or doors, soap dish in the shower/tub, shower head which provides a proper water stream of sufficient quantity to comply with the minimum 3 gallons per minute flow rate, and tub/shower drain that is sufficiently free flowing to prevent water from pooling in the shower/tub while bathing. The toilet shall be equipped with a split/closed seat that is firmly attached to the fixture and have a flushing mechanism that performs the function without undue refill time, continuous running of water, or erratic operation;
• Walls shall be clean and finished with paint or durable wall covering. Walls shall be free from peeling, damage, scars, and marks. Rooms designated as “no smoking rooms” must be free from any residual odor and contamination caused by the previous use of tobacco products;
• Ceiling shall be clean and finished with acoustical tiles or with paint. Heating and air-conditioning supply or exhaust vents must be free of dirt, dust, and other substances that can be removed by cleaning. Light colors should be used to provide maximum reflection of light. Ceiling shall be free from damage, scars, marks. The same “no smoking” room provisions apply as stated for “Walls” above;
• Floors in the sleeping room shall be carpeted/wood/ commercial vinyl and clean. Floors shall be free of dirt, dust, stains, noticeable burns, cuts, tears, smudges, and marks.
Flooring must be free of stains, debris, dust, dirt, tears, smudges, marks, and must be cleaned under the beds, under the wall mounted HVAC units, behind furniture, at the base of the walls, and under free standing furniture.
• Sleeping rooms shall be furnished with adequate lighting.
• Windows shall be covered by drapes and blackout lining or drapes and window shades, or drapes and blinds. Windows that can be opened must be fitted with screens and be lockable. Drapes, blinds, and screens as appropriate must be clean, in good repair, and free of offensive odors.
• Services such as normal hotel/motel support services such as wake up calls, ice machine, and vending machines for beverages and snacks shall be provided;
• Telephone (no cost for local and toll-free calls), color television and high-speed wireless data connection for internet connectivity in each room (hardwired or room set up with multi-computer hard-wired);
• Provide full daily housekeeping service; to include bed making, floor and bathroom cleaning, trash emptying, and replenishment of disposable supplies (drinking glasses, toilet tissue, facial tissue, two bars of antibacterial soap (may be 1.5 ounce of stand hotel industry size for each person, ice container, etc) and shall be provided 5 days per week.
• Clean towels daily. Each occupant will be provided with two hand towels and two bath towels and two wash cloths per person per day to include change of bath mater per room daily.
• Clean linen-Bed Linens will be exchanged at least 2 times per week and upon change of occupant. Each room must have available an extra pillow with case and extra blanket per person. All bed linens shall be clean, free of stains, and in good repair.
• Security – Must have at least one of the following: pass key entrance capabilities; dead bolt or latch on accommodation entrance doors; peep holes; security cameras; or lighted public areas; No room doors shall lead to the exterior of the hotel.
Prefer to have a conference room or similar venue available to accommodate a maximum of 36 individuals to use nightly 6:00pm – midnight for the duration of each class;
inclusive of audio/visual hookups at no additional charge;
• Provide ample free “near room” parking.
• FEMA compliant with the Hotel/Motel Fire Safety Act – Public areas, and lodging accommodation rooms will have smoke detectors, sprinkler systems, fire extinguishers, emergency alarm system.
5.2 Liability – The Government will not be liable for damages caused by the individuals occupying the rooms assigned under this contract. Additionally, the Government will not be responsible for any additional expense incurred by these individuals outside the realms of this contract (e.g. long distance telephone calls, unauthorized fax machine services). The Contractor shall be responsible for obtaining payment from the individual for any unauthorized expenses.
5.3 Cancellations – Whenever possible, a two-week advance notice will be provided in the case of “non-emergency” cancellations. However, the Government reserves the right to make changes 48 hours in advance without incurring any penalties or cost for cancellation.
Should a student or staff member depart prior to the termination date of the purchase order, the Government shall delete any lodging not required after the Contractor’s established check out time.
5.4 Roster-ATF will provide to each hotel/motel a listing of student/instructor names specific to each class housed. Changes to this list may be accomplished by an ATF CO and/or designated personnel. Changes to this listing of student/instructor roster made by any other person or organization could result in non-payment of charges for lodging arrangements that were not authorized by the ATF CO or the appointed designee.
5.5 Invoice contents: In order for an invoice to be proper, it must include, as applicable, in the following:
a) Invoice date and itemized back-up date (to include individual signed folios for each student registered).
b) Name of contractor.
c) Purchase Order number, description of supplies, quantity, unit of measure and unit price, and extended total.
d) Payment/discount terms.
e) Name and address to which payment is to be sent (which must be the same as that on the purchase order).
f) Name, title, phone number and mailing address of the person to be notified in the event of a defective invoice.
6.0 PERIOD OF PERFORMANCE
Base Year: 09/16/2019 – 09/15/2020 Option Year (1): 09/16/2020 – 09/15/2021 Option Year (2): 09/16/2021 – 09/15/2022 Option Year (3): 09/16/2022 – 09/15/2023 Option Year (4): 09/16/2023 – 09/15/2024
7.0 CONTRACTOR PERSONNEL
Qualified Personnel
The Contractor shall provide qualified skilled personnel to perform all requirements specified in this SOW.
8.0 ON SITE INSPECTION
The government may perform an onsite inspection of each hotel to see if they do meet the requirements outlined in the Statement of Work.
