Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR Statement of Work Emergency Ambulance/Medic Services

1.0 GENERAL

1.1 BACKGROUND

The National Center for Explosives Training and Research (NCETR) is located on Redstone Arsenal, Huntsville, AL. (Madison County). NCETR develops and facilitates the delivery of basic and advanced explosives training courses for ATF personnel, U.S.

and international law enforcement partners, the U.S. Military, and other Federal Agencies. Explosives training programs that occur regularly at NCETR's range facilities are Explosives Specialist Certification and Recertification (ESCR), Advanced Explosives Disposal Techniques (AEDT), Post Blast Investigation Techniques (PBIT), the Military Post Blast School (MPBIT), ATF Investigator Program (ATFIP), Advanced Explosives Training for Industry Investigators, Explosives Recognition & IED Exploitation for Intel Analysts, and the Homemade Explosives School (HME). The NCETR facility maintains proprietary control of approximately 1,000 acres that is comprised of one (1) burn complex and seven (7) explosive range complexes. These burn cells and ranges possess assets that are a unique resource in the fight against arson/explosive-related violent crime and counter-improvised explosives device effort.

NCETR operates these training ranges utilizing live explosives (containing unstable chemical compounds) in a potentially dangerous environment. Because accident prevention cannot be guaranteed, additional safety measures are promoted to mitigate injurious events. Therefore, the need for immediate medical attention should an accident occur is paramount in the successful treatment of any explosive related injuries.

The primary safety method is to have certified emergency medical personnel with emergency transport capabilities on site during all live-fire training operations or demonstrations. As such, NCETR mandates that on-site emergency support is present during these exercises. This emergency support consists of an ambulance with one (1) emergency medical technician and one (1) paramedic trained to address injuries and perform immediate transport to an emergency trauma center.

1.2 SCOPE

ATF seeks a licensed emergency medical transport service contractor to coordinate with NCETR's training schedule in supplying one ambulance with emergency equipment, one certified emergency medical technician (EMT), who will also act as the ambulance driver, and one paramedic. The ambulance, EMT and Paramedic constitute one medical unit to be available exclusively for implementing medical services and, if necessary, conduct immediate transport to a local emergency trauma center.

1.3 OBJECTIVE

The objective of this requirement is to acquire a licensed contractor that will provide professional emergency medical treatment and transport services in support of ATF's NCETR Explosives Training Program.

2.0 REQUIRED TASK

In accordance with the Code of Alabama and the Alabama Department of Public Health (ADPH), Office of Emergency Medical Services (OEMS) ambulance companies must be licensed to operate in specific counties only. To ensure compliance, the contractor must be licensed in Huntsville, AL, Madison County to render aid and transport potential injured personnel.

The contractor shall provide all services necessary to perform the tasks outlined in this Statement of Work (SOW). The ambulance/medic services will be required for various dates, times and hours throughout the contract's period of performance.

2.1 The contractor shall provide ambulance service with advance life support emergency medical capabilities. This service encompasses a fully equipped and functional ambulance, one certified emergency medical technician (EMT) who will also act as the ambulance driver, and one certified paramedic. We define a fully equipped and functional ambulance as stocked with the supplies and equipment necessary to support an Advanced Life Support (ALS) crew. This includes a cardiac monitor/defibrillator, po1table ventilator, IV fluids and medications needed to treat life-threatening medical emergencies. These ambulances are inspected and licensed by the Alabama Office of EMS annually.

All to be present at NCETR explosives range(s) during explosives training operations.

2.2 The Government will normally schedule ambulance services 30 days in advance;

however, the contractor must be capable of supporting training events scheduled with ·as little as one weeks' advance notice.

2.3 In the event an accident occurs and actual transport services are required, upon request by the Government (investigative purposes only), the contractor shall provide ATF a copy of the Patient Care Report (PCR).

3.0 DELIVERABLES

The contractor shall ensure the accuracy, functionality, completeness, professional quality, and overall compliance with SOW requirements.

4.0 CONTRACT PERSONNEL

It is the contractor's responsibility to provide sufficiently trained staff to perform the requirements of this contract; ensure an adequate level of support is maintained at all times and; ensure that all contract support personnel are present for all hours scheduled.

NCETR defines sufficiently trained emergency medical service providers (EMSP) have met the national registry standard of education/training and are state licensed. These EMSP are also required to meet extensive continuing education bi-annually as defined by the National Registry of Emergency Medical Technicians (NREMT). The state of Alabama renews EMSP licensure based completion of the NREMT education requirements.

5.0 KEY PERSONNEL

The following are minimum personnel qualifications for this service as identified in the

SOW.

- Certified Emergency Medical Technician

- Certified Licensed Paramedic

6.0 PLACE OF PERFORMANCE

The place of performance will be one or more of ATF's NCETR training ranges (Capano located on 8862 Sweet Gum Circle; McKinley Range on 8850 Buxton Road or Corkern Range 3790 Corkern Road), Complex Burn Cells at Building 3756 Corporal Road located on Redstone Arsenal in Huntsville, AL (Madison County).

7.0 PERIOD OF PERFORMANCE

The performance of this requirement is a one-year base year with four one-year option periods (if all options are exercised) as follows:

Base Year 06/10/2018 through 06/09/2019 Option Year (1) 06/10/2019 through 06/09/2020 Option Year (2) 06/10/2020 through 06/09/2021 Option Year (3) 06/10/2021 through 06/09/2022 Option Year (4) 06/10/2022 through 06/09/2023

8.0 OTHER CONSIDERATIONS

8.1 TRAVEL

The Government shall not reimburse the contractor for travel costs associated with performance of this requirement.

8.2 SECURITY

All personnel performing services under this contract must successfully pass a Police Check (see Solicitation ATF Clause ATF-04 page 13 of 30).

9.0 CONTRACT TYPE

This contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with the issuance of Firm Fixed Price Task Orders. Therefore, each Task Order will be individually funded.

10.0 PAYMENT PROCEDURES

ATF requires Contractors to invoice electronically on a monthly basis. Invoices shall be identified by CLIN. Invoicing electronically saves time, money, and physical storage space for both the Government and the Contractor. Each invoice must be a proper invoice in accordance with FAR 32.905(e). Electronic invoices should be submitted to financebranch@atf.gov , the ATF COR and the CO. Electronic invoices will serve as the official original copy. Any questions may be directed to the ATF Finance Office at 202/648- 7860.

If it is determined that the amount billed is incorrect, the invoice may be revised by the Government, or the Contractor may be required to submit a revised invoice.

To constitute a proper invoice, each invoice must include the following information and/or d documentation:

a. Name, address and telephone of the Contractor;

b. Date of invoice and invoice number;

c. Contract number; also modification number, if applicable; and task order number and its modification, if applicable;

d. Description of the supplies/services rendered (including hours incurred and billing rate, if applicable);

e. A schedule depicting the following information:

“The undersigned hereby certifies to the best of my knowledge and belief that the sum claimed under this contract is proper and due, and all the costs of contract performance have been paid, or to the extent allowed under the applicable payment clause, shall be paid by the Contractor when due in the ordinary course of business; the work reflected by these costs has been performed, and amounts involved are consistent with the requirements of this contract.”

Contract Funding Status. The Contractor should immediately notify the CO (with a copy to the COR), in writing, when billing has reached 85 percent of the contract’s amount(s) or whenever remaining funds are not sufficient to cover anticipated performance through to the contract’s expiration date; whichever is sooner. The Contractor is cautioned that performance of work above the contract’s ceiling is at the contractor’s risk.
