About this file
This document is an Addendum to an Invitation for Bids (IFB #158590) issued by the Virginia Department of Transportation (VDOT) for the procurement of Jamestown-Scotland Ferry Rescue Boats. The addendum addresses questions and answers regarding the required boat and motor specifications, as well as the acceptable models. VDOT is seeking to procure a SOLAS-approved, USCG-approved boat and motor combination that is compatible with the existing rescue boat davits and space. The boats and engines must be delivered as soon as possible, but no later than the 2-year contract period. Bidders who responded to the previous round must respond again to the new amended round.
The addendum clarifies that VDOT is only accepting quotes for the Honda 50 HP engine, which is the only engine that meets the specified requirements. The Zodiac Hurricane H472 (2010) and the related EZ Loader Trailer are the specific models VDOT is seeking, and no substitutions will be accepted. The current rescue boats in use are 14' Sea Ark models. Acknowledgement of the addendum is required prior to the bid due date, and failure to do so may result in the bid being declared non-responsive.

Question and Answers:
1. On the pre-bid conference, it was stated that there were no substitutions for the engine. However, attachment J, identifies not only the Honda 50 HP (VDOT specific request), but it also highlights the Honda 40; 2.Yamaha 40, or 70 HP; 3. Mercury Mariner of 50.55.or 60HP. Please clarify/confirm that the VDOT is only accepting quotes for the Honda 50 HP or are the others equally acceptable?
Answer: The boat and motor listed are the only boat and motor combination that is SOLAS approved, Local Coast Guard Office of Marine Inspection approved, and is compatible with our existing rescue boat davits weight limits and will fit in the existing rescue boat space without the need for extensive modifications.
2. The Zodiac Hurricane H472 (2010) and the related EZ Loader Trailer is a much older model. Can you please confirm that that is the model VDOT want or will the Zodiac MilPro be acceptable which is still SOLAS USCG approved?
Answer: See answer to question 1.
3. What rescue boats are currently being used at the Jamestown-Scotland Ferry?
Answer: 14’ Sea Ark.
4. After the date of award, what is the desired delivery timeframe in which the boats, engine, and trailer should be delivered?
Answer: As soon as possible, not to exceed the 2-year contract period.
