About this file
This is a Single Source Justification document for a simplified acquisition by the Air Force contracting activity OL:H/PZIMB. The 309 Maintenance Support Group requires one Trade Agreements Act (TAA) compliant SuperLogics SL-4U-WRX90SGSF 4U rackmount liquid-cooled workstation with an estimated contract cost of $35,000.00 (Purchase Request 15725). The workstation specifications include an AMD Ryzen Threadripper PRO 7975WX processor, 128GB DDR5 RAM, 4TB total storage with FIPS 140-2 certified self-encrypting drives, NVIDIA RTX PRO 6000 Blackwell Max-Q graphics card, dual 10/100/1000Mbps network adapters, 1650W power supply, and Microsoft Windows 11 Pro 64-bit operating system.
The contracting officer justified the single-source procurement based on the workstation's use of proprietary OEM software required for functional operations (FUNOPS) compatibility with existing MRK V government files and B-2 flight control surface verification. Market research included internet searches, government database queries (GSA Advantage, NASA SEWP, Air Force internal procurement systems), a Request for Information posted to CCS3 and AF Advantage platforms, direct engagement with the OEM and known distributors, and consultation with government subject matter experts from other agencies and DoD units. The justification cited Air Force standardization requirements per DAFI 60-101 and noted that other B-2 RAZR systems at OC-ALC and WRALC utilize SuperLogics workstations. The contracting officer determined that awarding to an alternative source would require significant investment in reverse-engineering, qualification testing, and security vetting with unrecoverable duplicated costs and unacceptable schedule delays impacting mission readiness. The contract was justified under FAR 13.106-1(b)(1) and signed by Contracting Officer Hideo Mera (NH-03) on 26 March 2026.

FOR OFFICIAL USE ONLY
March 2018 FOR OFFICIAL USE ONLY Page 1 of 3
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: OL:H/PZIMB
Project/Program Name: SuperLogics Workstation
Purchase Request/Identification Number: 15725
Estimated Contract Cost (including Options): $35,000.00
Section B: Description of the Supplies/Services Required
309 Maintenance Support Group (MXSG) requires one (1) Trade Agreements Act (TAA) compliant SL-4U-WRX90SG- SF SuperLogics Workstation. All cryptographic components must meet Federal Information Processing Standards (FIPS) 140-2 and/or 140-3. The workstation must meet the components, quantities, and specifications below:

1 - Power Supply: 1650W ATX 3.1 and PCIe Gen 5 Active PFC Power Supply (80+ Titanium)
1 - Operating System: Microsoft Windows 11 Pro 64-bit
Section C: Justification for Soliciting from a Single Source or Brand Name
It uses proprietary software specific to OEM for the development of functional operations (FUNOPS) that must be compatible with existing MRK V government files. Additional FUNOP programing and government employee familiarization will be required for verification of B2 flight control surfaces. The government subject matter expert (SME) has performed extensive market research and has determined that the Superlogics SL-4U-WRX90SG-SF workstation is the only option currently in the commercial marketplace that can meet the requirements of the B-2 RAZR system. Additionally, there are other B-2 RAZR Systems Utilizing Superlogics Workstations throughout the Air Force including at OC-ALC and WR- ALC. Purchasing the Superlogics SL-4U-WRX90SG-SF would assist OO-ALC in meeting the Air Force requirement of standardizing equipment per DEPARTMENT OF THE AIR FORCE INSTRUCTION (DAFI)60-101dated 11 Oct. 2024 STANDARDIZATION MATERIEL STANDARDIZATION. Therefore, in accordance
March 2018 FOR OFFICIAL USE ONLY Page 2 of 3 with RFO 6.103-1(d), the use of a brand-name-only description for this acquisition is necessary to avoid substantial duplication of cost and unacceptable delays."
Section D: Efforts to Obtain Competition
Market research was conducted to determine the availability of commercial items to meet the government's requirement for the SuperLogics 4U-WRX90SG-SF Workstation. The following techniques were employed to ensure that the government could identify capable sources and leverage the commercial marketplace to the maximum extent practicable.
Internet and Commercial Market Surveillance Initial research consisted of extensive internet searches using commercial search engines (e.g., Google, Bing). Search terms included "SuperLogics 4U-WRX90SG-SF," "high-performance technical workstation," "AMD WRX90 workstation," and the names of comparable systems. This surveillance identified the Original Equipment Manufacturer (OEM), SuperLogics, Inc., and several authorized resellers. The research also provided valuable data on commercial-off-the-shelf (COTS) specifications, standard configurations, and publicly available pricing, confirming the commercial nature of the item.
Government-Wide Database and Contract Vehicle Searches Mandatory government sources were searched to identify existing contract vehicles and federal supply schedules. Databases searched included, but were not limited to, GSA Advantage!, the NASA SEWP (Solutions for Enterprise-Wide Procurement) contract vehicle, and the Air Force's internal procurement databases. This was done to determine if the specified product or a functionally equivalent item was available through an existing government contract, which could streamline the acquisition process.
Request for Information (RFI) / Sources Sought Synopsis A Request for Information (RFI) was posted to CCS3, AF Advantage QEB, and 2GIT platforms to solicit information from the industry. The RFI described the salient technical characteristics of the required workstation and requested that interested parties submit capability statements. This action served to gauge market interest, identify potential small business capabilities, and gather additional information on alternative solutions or configurations that could meet the government's needs.
Direct Engagement with Known Industry Sources Based on past procurements of similar high-performance computing equipment, the program office contacted known and reputable sources, including the OEM (SuperLogics) and its primary distributors.
These discussions confirmed product availability, typical lead times, warranty information, and standard commercial terms and conditions. This direct engagement provided a high-fidelity understanding of the current market for this specific asset.
Consultation with Government Subject Matter Experts (SMEs) Contact was made with SMEs from other government agencies and Department of Defense (DoD) units
March 2018 FOR OFFICIAL USE ONLY Page 3 of 3 who have previously procured and fielded similar high-end workstations. These consultations provided valuable lessons learned, insights into product performance in an operational environment, and recommendations on potential sources and acquisition strategies. This inter-agency collaboration ensured due diligence and leveraged existing government knowledge and experience.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Unrecoverable Costs and Schedule Impacts: Awarding to another source would necessitate significant government investment in reverse-engineering, qualification testing, and security vetting. These duplicated costs are not expected to be recovered through future competition. Furthermore, the resulting schedule delays would directly impact mission readiness.
Section F: Contracting Officer's Determination
